انعكاسات تطبيق الإدارة الالكترونية في رفع مستوى المسؤولية الاجتماعية بجامعة باتنة1

This study aims to identify the reflections of the application of e-management in raising the level of social responsibility at the University of Batna1. To achieve the objectives of the research, we used the questionnaire as a tool for data collection, which was distributed to a sample of 30 employees, and the spss program was used in the statistical analysis of the data. The study concluded with a set of results and recommendations, the most important of which are: There is a statistically significant relationship between the reflections of e-management and raising the level of social responsibility at the University of Batna1 at the significance level of 0.05. As for the recommendations, the study concluded that it is necessary to convince the university that the application of E-management and the adoption of social responsibility is an inevitable option, and it is in their interest and not costs imposed on them in order to be able to proceed with this approach.

This study aimed to know the impact relationship between digital communication with its channels (email, social networks, mobile phone, SMS) and the satisfaction of Al Salam Bank customers in Algeria, through an electronic questionnaire distributed to 100 respondents, 88 answers were obtained, to be completed It was analyzed using the SPSS V0 25. After analyzing the results and testing the hypotheses, a number of results were reached, the most important of which is the existence of a significant effect between digital communication and the satisfaction of Al Salam Bank customers in Algeria, where the dimension of social networks was the most influential, and the study also showed that there was no significant effect of the dimension of SMS in achieving customer satisfaction Al Salam Bank in Algeria from the point of view of these customers.

The study aimed to highlight the implications and impacts of the coronary fever virus crisis (COVID 19) on global oil prices, where the descriptive and analytical approaches were relied upon to describe the various theoretical concepts related to the phenomenon studied, and to analyse oil prices before and during the emergence of CORONAvirus. The study found a range of findings, most notably that COV, as a global epidemic, directly affected oil prices on the global market of about $41.50 per barrel, with direct effects on both producers and exporters of this raw material.
المحددات المؤسسية لتطوير القطاع المالي (دراسة حالة الجزائر بالفترة 2002-2020)

تحاول هذه الورقة تناول أهمية الأبعاد المؤسسية في نجاح سياسات الاصلاح الاقتصاد ي التي تمس القطاع المالي. فلا يمكن تطوير القطاع المالي وتحريره بدون توفير بيئة مؤسسية وإدارية وقانونية مرنة وناجحة. كما يهدف هذا البحث إلى تحليل المحددات المؤسسية وأهميتها في تطوير القطاع المالي الجزائري بالفترة 2002-2020، وذلك من خلال تحليل المؤشرات التي تصدرها الهيئات والمؤسسات الدولية المعنية بدراسة البيئة ومناخ الأعمال في الدول. وقد أظهرت النتائج أن الجزائر حققت تحسناً في بعض مؤشرات البيئة القانونية والادارية ومناخ الأعمال. ولكن مازالت تحتاج إلى المزيد من التحديث والتحسين والتطوير، خاصة في جانب الفساد والتدخلات السياسية والبيروقراطية الادارية. This paper attempts to study the importance of institutional dimensions in the success of economic reform policies that affect the financial sector. It is not possible to develop and liberalize the financial sector without providing a flexible and successful institutional, administrative and legal environment. This research also aims to analyze institutional determinants and their importance in the development of the Algerian financial sector in the period 2002-2020, by analyzing indicators issued by international bodies and institutions concerned with studying the environment and business climate in countries. The results showed that Algeria achieved an improvement in some indicators of the legal and administrative environment and the business climate. But it still needs more modernization, improvement and development, especially in the aspect of corruption, political interferenceand administrative bureaucracy.
دور سوق الأوراق المالية الجزائري في تمويل وتحسين الوضعية المالية للشركة الوطنية لإنتاج الأدوية صيدال- الجزائر- الفترة : (2013-2017)

ان الهدف الأساسي والجوهري من هذه الدراسة تحديد العلاقة بين سوق الأوراق المالية وتمويل المؤسسات الاقتصادية عن طريق طرحها لعدد من الأوراق : (أسهم أو سندات) ، وقد جزئنا هذه الورقة البحثية الى ثلاث أجزاء، فقد تناولنا في الجزئين الأولين الجانب النظري لمفاهيم عامة حول سوق الأوراق المالية الجزائري (بورصة الجزائر)وكذا لمحة حول مجمع صيدال،أما بالنسبة للجزء الثالث فقد حاولنا اسقاط الدراسة النظرية على مؤسسة اقتصادية (مجمع صيدال) للفترة الممتدة بين 2013 الى 2017، واخيرا نستنتج ان سوق الأوراق المالية الجزائري يقوم بتمويل مؤسسة صيدال بشكل نسبي والمقدر بــ 20%، وليس كلي عن طريق طرح أسهم عادية في هذا السوق ، أما باقي التمويل الخارجي عن طريق البنوك في شكل قروض. The main objective of thisstudyis to determine the relationshipbetween the stock market and the financing of economic institutions by offeringthem a number of papers: (stocks or bonds), and we have dividedthisresearchpaperintothree parts. Algerian Finance (Algeria Stock Exchange) as well as an overview of Saidal Complex, as for the third part, we have tried to drop the theoretical study on an economic institution (Saidal Complex) for the period from 2013 to 2017, and finally we conclude that the Algerian stock market is relatively financing Saidal institution, estimated at 20%, and not entirely by offering common shares in this market, and the rest of the external financing through banks in the form of loans
قابلية تطبيق معيار المحاسبة الإسلامي رقم(09) الزكاة في المصارف الإسلامية-دراسة حالة مصرف السلام- الجزائر- للفترة (2018-2020)

هدف هذا البحث إلى دراسة إمكانية تطبيق معيار المحاسبة الإسلامي رقم(09) الزكاة في المصارف الإسلامية باتباع المنهج التحليلي لتطبيق طريقة صافي الأموال المستثمرة، وذلك بدراسة مصرف السلام الجزائر للفترة 2018-2020، ومحاولة توجيه نظر المؤسسات المالية الإسلامية إلى تبني معايير المحاسبة الإسلامية ولو تبني جزئي. وقد توصل إلى عدة نتائج أهمها : يمكن تطبيق معيار المحاسبة الإسلامي رقم(09) لتحديد وعاء ومقدار الزكاة لمصرف السلام الجزائر، بالأخذ بعين الإختلافات التي كبيرة خلقت فجوة بين المصطلحات المعتمدة في المعيار وتلك التي اعتمدت في القوائم المالية لمصرف السلام وكذا أهمية الزكاة كمصروف وتاثيرها على الناتج البنكي قبل الضريبة. The aim of this research is to study the possibility of applying Islamic Accounting Standard No. (09) Zakat in Islamic banks by following the analytical approach to applying the net invested funds method, by studying Al Salam Bank Algeria for the period 2018-2020, and trying to direct the attention of Islamic financial institutions to the adoption of Islamic accounting standards, even if it is adopted partial. He reached several results, the most important of which are: Islamic Accounting Standard No. (09) can be applied to determine the base and amount of Zakat for Al Salam Bank Algeria, taking into account the significant differences that created a gap between the terms adopted in the standard and those adopted in the financial statements of Al Salam Bank, as well as the importance of Zakat as an expense and its impact on Bank output before tax

إن نجاح أي مؤسسة مرهون بأداء المورد البشري ومدى كفاءته، لأنه العنصر الاساسي في تقديم جودة المنتج او الخدمة فالمؤسسات الخدمية خاصة اصبحت مطالبة بتقديم خدمات تتوافق مع رغبات وتطلعات الزبائن حتى تضمن رضاهم وولائهم للمؤسسة. في هذه الدراسة قمنا بتسليط الضوء على أهمية جودة الخدمة في تحقيق رضا الزبائن على مستوى شركة الطيران طاسيلي وكالة تندوف وهذا بالاعتماد على ابعاد جودة الخدمة التي تتمثل في: الملموسية، الاعتمادية، الاستجابة، التعاطف وباقي الأبعاد الأخرى بحيث تم الاعتماد على الاستبيان وتوزيعه على عينة من زبائن الشركة والذين يستخدمون الحطوط الداخلية باتجاه ولاية تندوف، وتأكد النتائج المتوصل اليها على وجود علاقة ذات دلالة احصائية بين جودة الخدمة التي تقدمها شركة الطاسيلي للطيران و رضا الزبائن. The success of any enterprise depends on the performance of the Human Resource and its efficiency, and it is the main element in providing the quality of the product or service. The service companies have become required to provide services that satisfy the desires and aspirations of customers in order to ensure their satisfaction and loyalty to the institution.In this study, we shed light on the importance of service quality in achieving customer satisfaction at the level of Tassili Airlines Tindouf Agency, depending on the dimensions of service quality, which are: tangibility, reliability, response, sympathy and the rest of the other dimensions. We relied on the questionnaire and distributed it to a sample of customers of Company who use domestic airlines to wards the Wilaya of Tindouf, and the results obtained confirm the existence of a statistically significant relationship between the quality of service provided by Tassili Airlines and customer satisfaction

الاقتصادية التي خلفتها جائحة كورونا على نشاط المؤسسات الصغيرة والمتوسطة بالجزائر باعتبارها الممثل الرئيسي للقطاع الخاص، والعمود الفقري لاقتصاد الدول النامية والمتقدمة.حيث تمحورت الاشكالية الاساسية في : ما هي مخلفات جائحة كورونا على نشاط المؤسسات الصغيرة والمتوسطة في الجزائر؟ كما هدفت إلى التعرف على خطة الدعم التي وضعتها الحكومة لتخطي المشاكل المالية التي تعرفها هذه المؤسسات وحثها على البقاء ومجابهة هذا الفيروس. This research came to highlight the repercussions of the economic crisis left by the Corona pandemic on the activity of small and medium enterprises in Algeria as the main representative of the private sector, and the backbone of the economy of developing and developed countries. Where the main problem was: what are the remnants of corona pandemic on the activity of small and medium enterprises in Algeria? It also aimed to get acquainted with the support plan set by the government to overcome the financial problems known to these institutions and to urge them to stay and confront this virus.
تحيين النظام المحاسبي المالي في ظل تطوّرات المعايير المحاسبية الدولية وصعوبات تطبيقه - دراسة حالة عينة من المؤسسات

تهدف هذه الدراسة إلى التعرف على واقع تطبيق النظام المحاسبي المالي في مجموعة من المؤسسات الجزائرية، قصد تحديد مجالات تحيينه، حيث تناول الجانب النظري للدراسة تقييم شامل للنظام المحاسبي المالي، بالاضافة إلى تحديد مكانته ضمن المعاييرالمحاسبية الدولية، التي تطورت بشكل كبير منذ تبنيه سنة 2010 ،ومن أجل الوصول إلى تحقيق أهداف البحث تم تدعيم هذه الدراسة بجانب تطبيقي تضمن عينة من المؤسسات تم من خلالها تحديد صعوبات تطبيق النظام المحاسبي المالي وتحديد الإطار المقترح لتحيينه، ولقد خلصت الدراسة إلى أن تحيين النظام المحاسبي المالي يجب أن يشمل تعديل جانبيه التقني والنظري. This study aims to identify the reality of the application of the Algerian financial accounting System in a group of Algerian companies to determine the aspects of its update. The theoretical side of this study included a global evaluation of the financial accounting system as well as a determination of its place within the International accounting standards that have evolved since its adoption in 2010. In order to achieve the goals of the research, this study has been reinforced by a practical side includinga sample of companies through which the difficulties in applying the financial accounting system have been determined as well as the suggested framework to update it. The study concluded that the update of the financial accounting system must include a modification of its formal and technical aspects

The study aims to highlight the importance of financial markets as an attractive factor for foreign direct investments, the problem of the study revolved around measuring the impact of the return of the Egyptian financial market on the foreign direct investments coming into Egypt during the period 1980-2021, by using a several tests and EVIEWS 9. The results of the co-integration test demonstrated the existence of two long-term relationships between the two variables. estimate the relationship using Vector Autoregressive Models (VAR) showed the positive and significant impact of the financial market return on the volume of foreign direct investment in Egypt.

The study aimed to know the impact of empowering human resources (medical and paramedical staff) on the behavior of organizational citizenship in the public health institution in Laghouat?, The study started from a general question: What is the impact of empowerment on organizational citizenship behavior in the public health institution in the state of Laghouat? , A general hypothesis and a set of sub-hypotheses related to the dimensions of empowerment and its impact on organizational citizenship behavior have been formulated The researchers followed the descriptive approach by addressing the theoretical side as well as the practical side, and they used the questionnaire as a tool for the study containing 36 phrases, 85 forms were distributed, all valid for the study. The researchers also used the spss-22 program to analyze simple linear regression. It was concluded that there is a statistically significant effect at the significance level (α = 0.05) for all dimensions of empowerment on organizational citizenship behavior, and the leadership dimension is considered the least influential dimension on organizational citizenship behavior in the institution under study.
أثر التداول النقدي على مؤشر أسعار الاستهلاك في الجزائر-دراسة قياسية للفترة (2000-2021)-

This study aims to measure and analyze the impact of monetary trading on Algeria's consumer price index over a period of 21 years. It has been addressed by estimating the model and detecting a common complementarity between monetary trading and the consumer price indexaccording to the boundary approach, while estimating that relation ship in the near and long term using the auto-regression approach of the slow down deviations distributed by ARDL. The study concluded that if there is a one-unit monetary shockwave, this impact on consumer priceindex position will last for a maximum period of about 11 monthsuntil it is due to its balanced and normal position. We also concluded that there is a far-reaching balance between monetary trading and the consumer price index at the level of the Algerian economy'senvironment.

الكفاءة الاقتصادية لاستخدام الطاقات المتجددة في الجزائر بين الواقع والمأمول

تهدف هذه الدراسة إلى تسليط الضوء على مصادر الطاقات المتجددة، ومدى إمكانیة استغلالها لكي تكون بدیلا للطاقات الأحفوریة في تحقيق الكفاءة الاقتصادية، في ظل مخططات البرنامج الوطني للطاقات المتجددة (2015-2030). وقد توصلت الدراسة إلى أن الجزائر تتمتع بخصائص جغرافية ومناخية هامة تسمح لها بإمكانية استغلال مصادر الطاقات المتجددة لاسيما الطاقة الشمسية، في ظل إستراتيجية واضحة المعالم للنهوض باقتصاد بديل للمحروقات، مع الأخذ بالاعتبار تكلفة إنتاج الطاقة من المصادر المتجددة معیارا مهما ینبغي الاستناد إليه. This study aims to shed light on the sources of renewable energies, and the extent to which they can be exploited in order to be an alternative to fossil energies in achieving economic efficiency, in light of the plans of the National Renewable Energy Program (2015-2030). The study concluded that Algeria enjoys important geographical and climatic characteristics that allow it to exploit renewable energy sources, especially solar energy, in light of a clear strategy to promote an alternative economy for hydrocarbons, taking into account the cost of energy production from renewable sources as an important criterion that should be based.

تهدف هذه الدراسة الى مدى أهمية تطبيق معيار الإبلاغ المالي الخاص بالمؤسسات الصغيرة والمتوسطة في بيئة الأعمال الجزائرية بالإضافة الى التعرف على أهم المعوقات التي تواجه هذه المؤسسات عند استخدام النظام المحاسبي المالي، حيث قمنا بتوزيع الاستبيان على عينة متكونة من الأطراف الممارسة لمهنة المحاسبة في الجزائر، أين بلغ عدد أفراد هذه العينة 42 مفردة..بعد تحليل النتائج تم التوصل الى أن تطبيق معيار الإبلاغ المالي الخاص بالمؤسسات الصغيرة والمتوسطة له أهمية بالغة من خلال إعطاء الشفافية والجودة للقوائم المالية وأن اعتماد أكثر ملائمة من النظام المحاسبي المالي. This study aims to extend the importance of applying the IFRS for SMEs standard in the Algerian business environment, in addition to identifying the most important obstacles that these institutions face when using the financial accounting system, where we distributed a questionnaire to the study sample. After analyzing the results, it was concluded that the application of the financial reporting standard for small and medium enterprises is of great importance by giving transparency and quality to the financial statements and that the adoption of the financial accounting system is more appropriate.
تشخيص المؤسسة الاقتصادية من منظور الكفاءات: دراسة تحليلية

تتكون المؤسسة من مجموعة متنوعة من الموارد: بين موارد ملموسة وموارد غير ملموسة ومواد بشرية، حيث ان استغلالها لهذه الموارد هو ما يشكل قدراتها المختلفة، تنقسم القدرات حسب الخبراء الى نوعين؛ قدرات غير مولدة للقيمة وقدرات مولدة للقيمة، هاته الأخيرة هي ما تعرف أيضا بمصطلح كفاءات المؤسسة، وهذا ما حاولت هذه الدراسة التفصيل فيه وتبيان ما يكتنفه من غموض وابهام والتباس، من منظور استراتيجي وخاصة ما تعلق بالتشخص الاستراتيجي. توصلت هذه الدراسة الى العديد من النتائج، لعل أهمها ما يلي: الاهتمام بكفاءات المؤسسة هو المصدر الأساسي لتحقيق ميزة تنافسية؛ كفاءات المؤسسة هي المحدد الأساسي لوحدات الأعمال من خلال المنتجات المحورية؛ تطوير المؤسسة لكفاءاتها يؤدي بها الى التوسع والنمو في نشاطها. The company contains differentres our cessuch as tangible resources, intangible resources, and humanre sources. Thus the capacities of acompany are the result of a combination of those differentresources. These capacities are divided into two main categories. The first category is the capacities with out value, and the second category is the capacities that are creating the value. This later also is so-called by the competencies. For that, this study tried to make some details and clarify theambiguity about the competencies. Also, this study sought to discuss the strategic aspects of competencies, especially what is related to a strategic diagnosis of the company. The most important outcomes of this study are as follows: The competencies are the main source of the competitive advantageK،the competencies are the main determinant to create (the strategic business unit) SBU; the development of competencies is key to growth for the company.
إجراءات منح الرخص لتقييم الأثر البيئي للمشاريع في التشريع الجزائري

التقييم البيئي للمشاريع هو إجراء هدفه دمج المحيط منذ البداية وعلى مدى عملية إعداد واتخاذ القرار بمشروع معين. كما يساعد على ضبط المحيط عموما ، والاخذ بعين الاعتبار الآثار المحتلة للمشروع واقتراح بشأنها الإجراءات التي تسمح من تجاوز، أو تخفيف أو تصحيح الآثار المحتملة. هذا الإجراء المتواصل ، التدريجي والمتكرر يقع على عاتق صاحب المشروع. ولا يجب أن يلخص عند إنجاز دراسة الأثر التي تبرر مسبقا الدراسات المتجزة. بل يجب على دراسة الأثر أن تساهم فعلا في إنجاز المشروع. بالنسبة للجزائر، القانون 03-10 المتعلق بحماية البيئة في إطار التنمية المستدامة ، يحدد الإجراءات المتخذة في مجال التقييم البيئي للمشاريع ، من خلال خضوع المؤسسات المصنفة ، حسب أهميتها وحسب الأخطار أو المضار الناجمة عنها ، لترخيص من الوزير المكلف بالبيئة والوزير المعني ، ومن الوالي أو رئيس المجلس الشعبي البلدي. كما تخضع لترخيص لدى رئيس المجلس الشعبي المؤسسات التي لا يستدعي وجودها دراسة تاثير ولا موجز التأثير The environmental evaluation of projects is an approach aimed at integrating the environment from the start and throughout the development and decision-making process of a project. It consists of considerate the environment as a whole, reporting on the foreseeable effects of the project and proposing measures to avoid, reduce or compensate for these potential impacts. This continuous, progressive and iterative process is carried out under the responsibility of the contracting authority. It should not be reduced to producing an impact study which would "justify" a posteriori the choices already made. The impact study must really contribute to the development of the project. With regard to Algeria, Law 03-10 relating to the protection of the environment in the context of sustainable development, provides procedures for the environmental evaluation of projects, by submitting establishments classified according to their importance and the dangers or inconveniences that their exploitation generates, with the authorization of the minister responsible for the environment and the minister concerned, the wali or the president of the communal people's assembly. Installations whose installation requires no study or impact notice are subject to declaration to the president of the municipal people's assembly.

يهدف البحث الى دراسة أثر التطور المالي على النمو الاقتصادي في الجزائر للفترة 1970-2019 باستخدام نماذج أشعة الانحدار الذاتي. توصلت النتائج الى ما يلي: يشير اختبار السببية الى وجود علاقة ذات اتجاهين بين المتغيرتين، كما تبين دوال الاستجابة وجود أثر سلبي للتطور المالي على النمو الاقتصادي في المدى الطويل، بينما يوضح تفكيك التباين أن نسبة مساهمة صدمة التطور المالي في تفسير تغيرات النمو الاقتصادي تساوي 18.92% في السنة العاشرة التي تلي حدوث الصدمة. يمتاز القطاع المالي الجزائري بهيمنة البنوك العمومية التي يقع على عاتقها وظيفة تمويل المؤسسات. كما يعتبر حجم القطاع المالي ضعيف نسبيا مما يعيق وظيفته التمويلية. كما يشهد الاقتصاد الجزائري نقص في كفاءة الوساطة المالية نظرا للنسبة المتدنية للقروض البنكية الداخلية الممنوحة للاقتصاد. The paperaims to study the impact of financialdevelopment on economicgrowth in Algeria(1970- 2019).The methodology is based on the VAR modelling.The researchstudy gives the following results: (i) the causality test indicates that there is a bidirectional relationship between the two variables;(ii) the response functionsshow a long-term negative impact of financial development on economic growth;(iii) The variance decomposition shows that a shock in the financial development variable contributes to explain 18.92% of the economic growth variance in the tenth year.The financial sector in Algeria is dominated by the state-owned banks; the size of the financial sector is relatively small, this situation limits banks to fully playing their role in financing companies. Finally, a lack of financial intermediationis observed for the Algerian economy,mainly due to the low percentage of internal bank loans granted to the economy

In light of the great importance of modern digital technologies in the field of internal auditing, this study aims to present the most important and globally acclaimed electronic program in this field, which is the "TeamMate" program, which helps improve the efficiency and effectiveness of internal auditing. Ooredoo Telecommunications, in particular, the Purchasing Department, took a model through which we presented the stages of the audit process using this program to clarify the extent to which digitization contributes to facilitating the internal audit function in the organization and carrying out the task to the fullest, leading to results that help managers take the right decision at the right time.
دور الوقف في التقليل من البطالة

تسلط الدراسة الضوء على الوقف وسبل تعزيز مساهمته بالحد من مشكلة البطالة وبالتالي الوقوف على الدور البارز للوقف في التنمية المجتمعية، حيث إن الوقف في حالة استغلاله الإستغلال الأمثل يمكن أن يصبح جهة تمويلية مانحة تتحكم بها الجهة القائمة عليه بتوجيهه نحو مشاريع تنموية واستثمارية بما ينعكس إيجابيا على المجتمع. ويناقش البحث ماهية مساهمة الوقف في الحد من البطالة واستطلاع واقع الوقف من حيث حجمه، وإدارته واستثماره والوقوف على المعوقات التي تواجه عمل الوقف. وقد خلصت الدراسة إلى أهمية الوقف عبر إسهامه بالحد من الفقر وتوفير فرص العمل، فهو مورد تمويلي هام يساهم في إيجاد حل مناسب وطويل المدى لتمويل مختلف أوجه التنمية الاقتصادية والاجتماعية، وله دور فعال في مكافحة البطالة. This study examines the contribution of Islamic endowment (Waqf) in addressing the unemployment problem, and seeks to analyze the role of waqf in the wider context of social development. The ideal use of Waqf could help allocate funds for investment and development projects that result in positive outcomes for the society.The research discusses the contribution of the endowment to reducing unemployment, exploring the reality of the endowment in terms of its size, its management and investment, and standing up to the obstacles facing the endowment's work. The study concluded the importance of the endowment through its contribution to reducing poverty and providing job opportunities, as it is an important financing resource that contributes to finding an appropriate and long-term solution to finance various aspects of economic and social development, and it has an effective role in combating unemployment.
