تطور النشر العلمي حول الاقتصاد الرقمي: دراسة بيبليومترية للفترة 2013-2023

تهدف هذه الدراسة إلى تحليل الاتجاهات البحثية المتعلقة بالاقتصاد الرقمي من خلال التحليل البيبليومتري للأبحاث المنشورة في قاعدة بيانات سكوبس خلال الفترة 2013-2023، وقد أظهرت النتائج تزايدًا ملحوظًا في عدد الدراسات حول الاقتصاد الرقمي خاصة بعد عام 2017 مع تركيز كبير على موضوعات مثل الابتكار الرقمي والتجارة الإلكترونية والتنمية المستدامة، حيث تصدرت روسيا والصين والولايات المتحدة قائمة الدول الأكثر إنتاجًا للأبحاث في هذا المجال، واعتمدت الدراسة على برنامج VOSviewer لتحليل الشبكات البحثية والكلمات المفتاحية، مما ساهم في تحديد الباحثين والمؤسسات الأكثر تأثيرًا. وتوصلت الدراسة إلى توصيات تؤكد على ضرورة تعزيز التعاون البحثي الدولي وزيادة الاهتمام بالجوانب غير المستكشفة للاقتصاد الرقمي مثل تأثيره على تقليص الفجوات الاجتماعية والاقتصادية، كما اقترحت توسيع نطاق البحث ليشمل مجالات مثل الذكاء الاصطناعي وسلسلة الكتل ودراسة تأثيرها على القطاعات الاقتصادية المختلفة. Abstract: This study aims to analyze the research trends related to the digital economy through a bibliometric analysis of studies published in the Scopus database during the period 2013-2023. The results showed a significant increase in the number of studies on the digital economy, especially after 2017, with a strong focus on topics such as digital innovation, e-commerce, and sustainable development. Russia, China, and the United States were the leading countries in terms of research output in this field. The study used VOSviewer software to analyze research networks and keywords, helping to identify the most influential researchers and institutions. The study recommended strengthening international research collaboration and increasing attention to unexplored aspects of the digital economy, such as its impact on reducing social and economic disparities. It also suggested expanding the scope of research to include areas like artificial intelligence and blockchain, and to examine their effects on various economic sectors.

تهدف الدراسة إلى استكشاف وتوضيح دور المنصات الرقمية الحكومية، وخاصة منصة متابعة عمليات الاستيراد (ALGEX)، في متابعة عمليات الاستيراد وتعزيز الرقابة على التجارة الخارجية بالجزائر، مع التركيز على تحسين كفاءة عمليات الاستيراد ومراقبة المخزونات من السلع المستوردة وكذا حجم الواردات ومصادرها، بالاضافة الى زيادة الشفافية ومكافحة الفساد. اعتمدت الدراسة على المنهج الوصفي التحليلي لتقييم آلية عمل المنصة وتأثيرها على عمليات التجارية الدولية وكذا الاطراف الفاعلة. وقد أظهرت نتائج الدراسة أن المنصة ساهمت في ضبط المخزونات المحلية، مراقبة استخدام العملة الصعبة، وتقليل التجاوزات في مجال الاستيراد، مما عزز الشفافية والكفاءة. ومع ذلك، يُعد طول فترة معالجة الطلبات تحديًا يثقل كاهل المستوردين بتكاليف إضافية. Abstract: The study aims to explore and clarify the role of government digital platforms, particularly the platform for monitoring import operations (ALGEX), in tracking import activities and enhancing control over foreign trade in Algeria. The focus is on improving the efficiency of import processes, monitoring inventories of imported goods, as well as the volume and sources of imports. Additionally, the study highlights the platform's contribution to increasing transparency and combating corruption. The study adopts a descriptive-analytical approach to evaluate the platform's operational mechanism and its impact on international trade activities and stakeholders. The findings reveal that the platform has contributed to regulating local inventories, monitoring the use of foreign currency, and reducing irregularities in the import sector, thereby enhancing transparency and efficiency. However, the extended processing time for applications poses a challenge, burdening importers with additional costs.

Trading View is a prominent example of financial technology platforms, offering a range of advanced tools for market analysis. A case study and practical examples were used to demonstrate how to identify entry and exit points using technical indicators such as moving averages and the Relative Strength Index (RSI). The study also evaluates support and resistance levels to analyze price movements and make buy or sell decisions, sets up trading alerts to receive instant notifications when specific investment conditions are met, and tests investment strategies through back testing tools that provide historical performance analysis. Additionally, it explores the benefits of engaging with the investor community by sharing ideas and analyses. The study concluded that these tools support investors in risk management, improving their strategies, and gaining deeper insights into financial markets. Trading View provides a comprehensive environment for interactive analysis, enabling more precise and effective investment decisions.
دور البطاقة الذهبية في تسهيل المعاملات الاقتصادية لزبائن بريد الجزائر -دراسة قياسية لعينة من ولاية الوادي 2024

تهدف الدراسة إلى إبراز أهمية الاستفادة من تطبيق وسائل الدفع الإلكتروني (البطاقة الذهبية) ودورها في تسهيل المعاملات الاقتصادية، والوقوف على أهم المحددات والأبعاد التي يستند إليها العميل للحكم على جودة الخدمة، وتسليط الضوء على واقع الجودة في الخدمات الإلكترونية التي تقدمها مؤسسة بريد الجزائر ومدى قدرتها على تقديم خدماتها بالجودة التي يتوقعها زبائنها بالشكل الذي يسمح بتحقيق الرضا لديهم، كما تم التطرق إلى منهج وإطار الدراسة الميدانية بتبيان لمراحل إعداد الدراسة الميدانية، من تصميم الاستمارة وقياس صدقها وثباتها، وكذا التعريف بمجتمع الدراسة وعينة الدراسة التي وزعت عليها الاستمارة، ثم تم عرض وتحليل نتائج الدراسة الميدانية باستخدام الأدوات الإحصائية المناسبة في كل مرحلة، وذلك بتوظيف كل من التكرارات والنسب المئوية، إضافة إلى المتوسط الحسابي والانحراف المعياري، وفي الأخير تم مناقشة النتائج المتحصل عليها من خلال التحليل، كل هذا بالاستعانة ببرنامج المعالجة الإحصائية SPSS-22، وقد خلصت الدراسة الميدانية لإثبات صحة فرضيات هذه الدراسة Abstract: The study aims to highlight the importance of utilizing electronic payment methods (such as the Golden Card) and their role in facilitating economic transactions. It examines the key factors and dimensions that clients rely on to assess service quality and sheds light on the current state of quality in the electronic services provided by Algeria Post. The study evaluates the institution's ability to deliver services at the quality expected by its customers, aiming to achieve their satisfaction. Additionally, the methodology and framework of the field study are discussed, detailing the stages of preparing the field study, including designing the questionnaire, measuring its validity and reliability, and defining the study population and sample that received the questionnaire. The results of the field study are presented and analyzed using appropriate statistical tools at each stage, employing frequencies, percentages, mean, and standard deviation. Finally, the results obtained through the analysis are discussed with the aid of the statistical processing software SPSS-22. The field study concludes by validating the hypotheses of this study

Financial technology applications and tools have contributed to improve and develop the performance of banks because their access to them is easy and they are costless . At the same time, they pose a significant challenge due to the risks associated with them. Therefore, banks must utilize these financial tools in an optimal manner to protect their customers and improve their performance and sustainability.

تهدف هذه الدراسة إلى استكشاف مدى إمكانية استخدام العملات المشفرة كأداة لتسعير المنتجات الدولية، متمحورة حول الفرص المتاحة والتحديات المحتملة. وتم اتباع المنهج الوصفي التحليلي. توصلت دراستنا إلى أن فرصة ناجحة التسعير المنتجات بالعملات المشفرة في التجارة الدولية يتوقف على عدة عوامل، وبشكل أساسي سيكون تطوير أطر تنظيمية قوية ومنسقة أمرا بالغ الأهمية للتخفيف من المخاطر وتعزيز بيئة آمنة لمعاملات التشفير، وأن التعاون العالمي يكتسي أهمية حاسمة حيث يجب على الهيئات الدولية والحكومات وصناعة التشفير العمل معا لتشكيل مشهد تنظيمي قابل للتكيف ومرن وشامل لتشجيع التبني والاستخدام المسؤول للعملات المشفرة. Abstract: This study aims to explore the extent to which cryptocurrencies can be used as a tool for pricing international products, centered on opportunities and potential challenges. The descriptive and analytical approach was followed. Our study found that the opportunity for successful pricing of products in cryptocurrencies in international trade depends on several factors, and fundamentally the development of strong and harmonized regulatory frameworks will be critical to mitigate risks and promote a secure environment for crypto transactions, and that global cooperation is crucial as international bodies, governments and the crypto industry must work together to form an adaptable, flexible and inclusive regulatory landscape to encourage the adoption and responsible use of cryptocurrencies.

تهدف هذه الدراسة إلى التعرف على تكنولوجيا التأمين كجزء من الثورة التي أحدثتها التكنولوجيا المالية في السنوات الأخيرة، وكذا التعرف على أهم الابتكارات التكنولوجية واهميتها في تطوير قطاع التأمين لمعرفة التوجه الجديد لصناعة التأمين في ظل الفرص المتاحة لحلول وتطبيقات تكنولوجيا التأمين، والمزايا المحققة من مشاريع الشراكة مع عرض واقع تطبيقها بالعالم وقد تم التوصل إلى ان الاعتماد على التكنولوجيا الناشئة كالذكاء الاصطناعي والتعلم الآلي وغيرها في صناعة التأمين ، من شأنه خلق واستحداث نماذج اعمال جديدة تستهدف تجاوز الحدود التقليدية للقطاع وتغيير مقوماته وذلك في غضون سنوات قليلة، وقد أثبتت شركات تكنولوجيا التأمين دلك من خلال فلسفتها القائمة على تقديم مناهج ابتكارية مختلفة لممارسة التأمين. Abstract: This study aims to identify insurance technology as part of the revolution brought about by financial technology in recent years, as well as identifying the most important technological innovations and their importance in the development of the insurance sector to know the new direction of the insurance industry in light of the opportunities available for insurance technology solutions and applications, and the advantages achieved from partnership projects with a presentation of the reality of their application in the world. It was found that relying on emerging technologies such as artificial intelligence, machine learning and others in the insurance industry would create and develop new business models aimed at overcoming the traditional boundaries of the sector and changing its components.

هدفت هذه الدراسة إلى التطرق إلى الواجهات الجامعية ودورها في تضييق فجوة المهارات الرقمية لدى الطلبة الرياديين، لاسيما في ظل مقتضيات القرار الوزاري 1275 الذي يشجع الطلبة أصحاب الأفكار المبتكرة إلى تجسيدها وتحويلها إلى مؤسسات ناشئة ومؤسسات مصغرة وبراءات اختراع، وقد اتبعت الدراسة المنهج الوصفي الذي من خلاله تم إبراز أدوار الواجهات الجامعية. وقد توصلت الدراسة إلى عديد النتائج أهمها أن وزارة التعليم العالي والبحث العلمي في تنسيق كبير مع وزارة اقتصاد المعرفة والمؤسسات الناشئة والمؤسسات المصغرة، وأيضا رقمنة عمليات تسجيل أفكار المشاريع المبتكرة، واعتماد مراكز تطوير المقاولاتية على حزمة تكوينية من بينها التسويق الرقمي، وأيضا تقوم دار الذكاء الاصطناعي بتكوينات متخصصة في كيفية الاستفادة من أدوات الذكاء الاصطناعي في المشاريع المبتكرة التي يعمل عليها الطلبة الرياديين مع الأساتذة الباحثين على حد سواء Abstract: This study aimed to address university interfaces and their role in narrowing the digital skills gap among entrepreneurial students, especially in light of the requirements of Ministerial Resolution 1275, which encourages students with innovative ideas to transform them into startups and micro-enterprises and patents, The study followed a descriptive approach through which university facades and their most important roles were highlighted. The study reached several results, the most important of which is that the Ministry of Higher Education and Scientific Research is in close coordination with the Ministry of Knowledge Economy, Startups and Micro-enterprises, as well as digitizing the registration processes for innovative project ideas, and the adoption by CDE of a training package including digital marketing. The House of Artificial Intelligence also conducts specialized training on how to benefit from artificial intelligence tools in innovative projects that entrepreneurial students work on with research professors alike.

The study found that blockchain plays a significant role in facilitating digital trade transactions, particularly by accelerating electronic payment processes related to imports and exports and reducing the costs of financial transfers. The study also showed that blockchain contributes to enhancing the transparency and security of digital trade transactions, in addition to improving operational efficiency and speeding up procedures, especially in customs transactions. The study recommends that the Algerian legislator adopt an effective legal framework to support the use of blockchain technology in the digital trade sector, given the lack of any current regulatory legislation

هدفت هذه الدراسة إلى قياس أثر جودة الخدمات التكنولوجية والالكترونية على الميزة التنافسية للبنوك التجارية بالجزائر من وجهة نظر الزبائن، وكان العينة مكونة من وكالات بنكية عاملة بولاية الوادي وهي تواليا: القرض الشعبي الجزائري CPA؛ البنك الجزائر الخارجي BEA؛ بنك الفلاحة والتنمية الريفية BADR؛ البنك الوطني الجزائري BNA؛ بنك الخليج الجزائر AGB؛ تراست بنك TBA، حيث تم الاعتماد في هذه الدراسة على المنهج الوصفي بالجانب النظري والمنهج التحليلي في الجانب التطبيقي، فمن خلال انجاز واستخدام الاستبانة لعينة من الزبائن مقدارها 106 تم التوصل الى وجود أثر ايجابي وذو دلالة احصائية لجودة الخدمات التكنولوجية على الميزة التنافسية للبنوك محل الدراسة بنسبة قدرها: 70.10%. Abstract: This study aimed to measure the impact of the quality of electronic services on the competitive advantage of commercial banks in Algeria from the point of view of customers. The sample consisted of banking agencies operating in the state of El Oued, namely: the Algerian Popular Credit CPA; the Algerian Foreign Bank BEA; the Agricultural and Rural Development Bank BADR; the Algerian National Bank BNA; the Gulf Bank of Algeria AGB; Trust Bank TBA. This study relied on the descriptive approach in the theoretical aspect and the analytical approach in the practical aspect. By completing and using the questionnaire for a sample of 106 customers, it was concluded that there is a positive and statistically significant impact of the quality of electronic services on the competitive advantage of the banks under study at a rate of: 70.10%.

تهدف الدراسة إلى التعرف على أهمية توظيف التسويق الالكتروني في ادارة العلاقة مع زبائن المؤسسة وانعكاس ذلك على خلق ميزة تنافسية لها، ففي عصر الرقمنة والتطور التقني في تكنولوجيا المعلومات والاتصال اتجهت العديد من المؤسسات إلى الاستثمار في إدارة العلاقة مع زبائنها والبحث عن السبل الكفيلة بتقديم أسرع الخدمات وأحسنها واتخاذ أفضل السياسات التسويقية الملائمة لرغباتهم وتطلعاتهم، ومن بين هذه الأساليب هو استخدام التسويق الالكتروني الذي يسمح لها بإدارة علاقاتها مع زبائنها وضمان التواصل المستمر معهم ومتابعة احتياجاتهم والتفاعل مع طموحاتهم الشرائية، ما يؤدي إلى الرفع من ولائهم وتحقيق الربح، وبالتالي زيادة قدراتها التنافسية. Abstract: The study aims to identify the importance of using e-marketing in customer relationship management and its reflection on creating a competitive advantage for the organization. In the era of digitization and technical development in information and communication technology, many institutions have turned to investing in managing the relationship with their customers and searching for ways to provide the fastest and best services and adopt the best marketing policies that suit their desires and aspirations. Among these methods is the use of e-marketing, which allows them to manage their relationships with their customers and ensure continuous communication with them, follow up on their needs and interact with their purchasing ambitions, which leads to increasing their loyalty and achieving profit, and thus increasing their competitive capabilities.
رقمنة مصالح أنظمة الضرائب والجمارك في الجزائر ودورها في الأداء الاقتصادي

تهدف هذه الدراسة إلى تسليط الضوء على رقمنة النظام الضريبي والجمركي ودورها في تحسين الأداء الاقتصادي الجزائري. تناولنا مفهوم الرقمنة وواقع استخدامها في كل من النظامين الجبائي والجمركي بالجزائر، بالإضافة إلى دور الرقمنة في الحد من ظاهرتي التهرب والغش في الاقتصاد الوطني، لقد استخدمنا المنهج الوصفي التحليلي للوصول إلى النتائج التالية: وجدنا أن الجزائر بدأت تتوجه نحو رقمنة النظام الضريبي بإطلاق نظام المعلومات الجبائي "جبايتك"، وهو نظام إلكتروني حديث يركز على عمليات التصريح والتحصيل الضريبي. أما فيما يخص قطاع الجمارك، بدأت الرقمنة باستخدام نظام (SIGAD) لتسريع العملية وتطبيق معايير الشفافية وتعزيز الرقابة ودقة الإحصاءات التجارية الخارجية، ثم انتقلت إلى النظام الجديد (E – DOUANE) الذي يهدف إلى تحسين إدارة العمليات وتحديثها بما يتماشى مع التطورات التكنولوجية الحديثة. Abstract: This study aims to shed light on the digitization of the tax and customs system and its role in improving Algerian economic performance. We dealt with the concept of digitization and the reality of its use in both the tax and customs systems in Algeria, in addition to the role of digitization in reducing the phenomena of evasion and fraud in the national economy, we used the descriptive and analytical approach to reach the following results: We found that Algeria is moving towards digitizing the tax system with the launch of the tax information system "Leviatech", a modern electronic system focused on tax declaration and collection processes. As for the customs sector, digitization began using the SIGAD system to speed up the process, apply transparency standards, enhance control and accuracy of foreign trade statistics, and then moved to the new system (E-DOUANE), which aims to improve and modernize the management of operations in line with modern technological developments.
شرح آلية تأثير تقنية البلوك تشين على التجارة الدولية هل يمكن لتقنية البلوك تشين أن تُحدث ثورة في التجارة الدولية؟

تهدف هذه الدراسة لشرح الية عمل تقنية (Blockchain) في التجارة الدولية وتقديم المزايا المحتملة لاستخدامها، معتمدين في ذلك على المنهج الوصفي، والمنهج التحليلي، وبيانات إحصائية حول هذه التقنية وما يمكن ان تقدمه للاقتصاد العالمي والتجارة الدولية. وقد خلصت الدراسة إلى ان تقنية البلوك تشين رغم حداثتها الا انها أظهرت إمكانات كبيرة في تمويل التجارة الدولية وتتبع عملياتها ومراحلها، اذ انعكس الدور على الرفع من مستوى الثقة والامان والشفافية والسرعة وتخفيض تكاليف المعاملات الرقمية والإسهام في الحفاظ على معلومات المتعاملين، ولا يزال المجال مفتوحا لتطبيق هذه التكنولوجيا والتوسع فيهAbstract: This study aims to explain the operational mechanism of blockchain technology in international trade and to present its potential advantages, relying on both the descriptive and analytical methodologies, as well as statistical data concerning this technology and what it can offer to the global economy and international trade. The study concluded that although blockchain technology is relatively new, it has demonstrated significant potential in financing international trade and tracking its operations and stages. Its role has been reflected in raising the levels of trust, security, transparency, and speed, reducing the costs of digital transactions, and contributing to the preservation of the information of the involved parties. Furthermore, the field remains open for the application and expansion of this technology.

بهدف ترقية القطاع الجمركي ورقمنته، اطلقت الجزائر مخطط استراتيجي للجمارك الجزائرية 2022-2024 يسعى الى تجويد الخدمة العمومية الجمركية والنهوض بالاقتصاد الوطني وتحسين مناخ الاستثمار وتنافسية المؤسسات الاقتصادية، بالإضافة الى ترقية وتبسيط الإجراءات الجمركية وتعزيز آليات الرقابة في الجمارك للحد من التهريب والغش، هذا المخطط قائم على نظام معلوماتي جديد للجمارك alces يُمكن من تحقيق الريادة في تقديم الخدمات الجمركية على الصعيدين المحلي والدولي . Abstract: To promote and digitize the customs sector, Algeria launched the Strategic Plan for Algerian Customs 2022-2024, aiming to enhance the quality of public customs services, boost the national economy, improve the investment climate, and increase the competitiveness of economic enterprises. Additionally, the plan seeks to upgrade and simplify customs procedures while strengthening control mechanisms to combat smuggling and fraud. This strategy is built upon a new customs information system, ALCES, which enables leadership in delivering customs services both locally and internationally.

Abstract: This study aims to explore the role of artificial intelligence in enhancing cybersecurity within e-commerce by focusing on data protection and fraud detection. The research highlights international and Arab experiences to underscore similarities and differences in implementing AI technologies. A descriptive-analytical method was employed to collect and analyze relevant data, comparing case studies and available reports. Expected findings suggest that AI is effective in early detection of cyber-attacks and reducing risks associated with e-fraud. The study emphasizes the importance of adopting advanced technologies and fostering international cooperation to counteract cyber threats.
