تحليل واقع البنية التحتية الرقمية في الجزائر: التحديات والفرص

Abstract

يُعتبر الاقتصاد الرقمي توجهًا حديثًا عالميًا تسعى الدول والمجتمعات لتحقيقه من خلال الاستفادة من معطيات العصر والتحول من اقتصاد الصناعات إلى اقتصاد المعلومات، وقد أصبح تبني هذا الاقتصاد أمرًا ضروريًا بسبب التغيرات والظروف المستجدة في الاقتصاد العالمي.وعليه، اتجهت الجزائر إلى تنفيذ إصلاحات في مجال تكنولوجيا الاتصالات والشبكات المعلوماتية لتلبية متطلبات الاقتصاد الرقمي والعمل على تقليص الفجوة الرقمية بينها وبين دول الجوار. تهدف هذه الدراسة إلى تحليل واقع تكنولوجيا المعلومات والاتصالات في الجزائر خلال الفترة من 2010 إلى 2023، من خلال دراسة عدة مؤشرات أهمها مؤشرات البنية التحتية، التجارة الخارجية، بهدف الوقوف عن أسباب تأخر الجزائر في الاندماج ضمن الاقتصاد الرقمي واستشراف آفاق هذه التكنولوجيات في المستقبل Abstract: The digital economy is a modern global trend that countries and societies seek to achieve by taking advantage of the data of the era and transforming from an industrial economy to an information economy. Adopting this economy has become necessary due to the changes and emerging circumstances in the global economy. Accordingly, Algeria has moved to implement reforms in the field of communications technology and information networks to meet the requirements of the digital economy and work to reduce the digital gap between it and neighboring countries. This study aims to analyze the reality of information and communications technology in Algeria during the period from 2010 to 2023, by studying several indicators, the most important of which are infrastructure indicators and foreign trade, with the aim of identifying the reasons for Algeria's delay in integrating into the digital economy and anticipating the prospects of these technologies in the future
