تأثير تقلبات أسعار النفط على مؤشرات الميزانية العامة-دراسة قياسية لحالة الجزائر باستخدام نماذج Ardl

The objective of this standard study is to analyze the dynamic effects of oil price fluctuations on the general budget indicators in Algeria in the short and long term, and in order to achieve this, the study applied ARDL autocorrelation models to track the impact of oil price fluctuations on both revenues, public expenditures and the budget balance. the public. One of the most important results that the study highlights is that the financial policy in Algeria is directly affected in the short and long term by the circumstantial fluctuations of oil prices. Public expenditures have a direct impact on oil prices, while the balance of the public budget is negatively affected by oil prices, and public revenues are not affected by oil prices in the long run.
ثقافة المؤسسة والأنظمة الجاهزة حالة نظام تقييم الأداء في مؤسسة سونطراك

تتناول هذه الدراسة بشكل مفصل أنظمة تقييم الأداء على مستوى مؤسسة سوناطراك، التي تعاني من تسرب للموارد البشرية الكفأة لصالح منافسيها على المستوى العالمي، ومن خلال دراسة قامت بها المؤسسة من خلال وظيفة إدارة الموارد البشرية كشفت أنّ سبب هذا التسرّب يكمن في الأجور والحوافز التي تقدّمها المؤسسات المنافسة والتي تكون مرتبطة بالأداء الحقيقي للفرد الذي يكون أكثر استعدادا لتقديم المزيد من الإسهام من خلال الدور الذي يقوم به في المؤسسة، ليعوّض المفهوم الجامد للوظيفة بمفهوم الدور الذي يفتح الأبواب أكثر أمام الفرد للإبداع وتجديد أساليب أداء العمل، تستهدف الدراسة تسليط الضوء على نظام تقييم الأداء لمؤسسة سونطراك الحديث ومقارنته مع سابقه، ومحاولة جس نبض الموارد البشرية في المؤسسة لمعرفة طريقة تفاعلهم مع هذا النظام. ليظهر لنا أنه ومع استبدال نظام بآخر في المؤسسة تم تجاهل متغير مهم كان له الدور الفيصل في نجاح التغيير من عدمه وهو ثقافة المؤسسة. This study contain a lot of details about human resources performance appraisal systems in Sonatrach company which is Algeria‘s biggest corporation works in petroleum fields, and suffering from the escaping of their HR to their international competitors Searching for the causes of sonatrach’s HR escape lead to the big difference between the compensating systems of sonatrach and their competitors; whom applied compensating systems that take on consideration the real level of performance giving by their HR, and obviously motivate them for more contribution within their roles in company, the concept of role comes to replace the old one of job, the role open doors to people to be more creative and innovative in their working style, in contrary of job which generally limited by a number of tasks. the study also allows us to compare the old performance appraisal system (which the most Algerian companies still using it), and the new evaluation system which stands on modern approaches like management by objectives, but with the replacement of one system by another an important variable that had the decisive role in the success of the change was ignored; which was the organizational culture.
محددات الاستثمار الأجنبي في البلدان العربية

تهدف هذه الدراسة إلى تقدير محددات الاستثمار الأجنبي المباشر في الدول العربية، من خلال تسليط الضوء على أهم العوامل الجاذبة باللجوء الى مجموعة من المؤشرات الاقتصادية لسنة 2020، وهي مؤشر بيئة الاعمال ومؤشر الحوكمة الالكترونية و مؤشر القيود التنظيمية ومؤشر التنافسية العالمية و مؤشر الحوكمة و مؤشر الابتكار العالمي، إذ تراجع متوسط ترتيب الدول العربية في جميع مؤشرات الحوكمة الالكترونية و الابتكار العالمي و التنمية البشرية، و تحسن متوسط الترتيب الدول العربية في مؤشر بيئة الأعمال بمقدار 4 مراكز، إذ واصلت الامارات تصدرها للمركز الأول عربيا في جميع المؤشرات و بترتيب ما بين 16 و 34 عالميا، و تصدرت السعودية الدول في المنطقة العربية الاكثر تحسنا في مؤشرات بيئة الأعمال، تراجعت مشاريع الاستثمار الاجنبي المباشر في المنطقة العربية لتشهد أسوأ أداء منذ 2003، و حلت أمريكا الشمالية في مقدمة أهم المستثمرين في المنطقة تتقدمهم أمريكا، حيث تركزت المشاريع في الامارات العربية المتحدة ب347 مشروعا. This study aims to estimate the determinants of FDI in the Arab States by highlighting the most important attractions in these States by resorting to a set of economic indicators for 2020, namely, the business environment index, the e-governance index, the regulatory index, the global competitiveness index, the governance index and the global innovation index. The average ranking of Arab States in all indicators of egovernance, global innovation and human development has declined. The average ranking of Arab States in the Business Environment Index has improved by 4. The Emirates has continued to issue the Arab first place in all indicators in the order of 16 to 34 globally, and Saudi Arabia has led the countries in the most improved Arab region in the business environment indicators. Foreign direct investment (FDI) projects in the Arab region have declined to the worst performance since 2003, and North America has been among the top investors in the region, with America, with the United Arab Emirates accounting for 347 projects
قياس كفاءة شركات التامين بالجزائر بأسلوب تحليل مغلف البيانات

This study aims to measure the efficiency of the insurance companies in the Algerian insurance marketduring the year 2019. using the method of data envelopment analysis using , constant returns to scaleCRS and Variable Volume Returns (VRS), where the capital variables and general expensesweretaken as inputs. The study came to the conclusion that within of 22 insurance companies, 2companiesachieved efficiency ,SAA and CNMA companies which is inacceptable, 8 companiesachieved technical efficiency.while12 companies didn’t achieve efficiency ,Most of them focus on accident insurance.This requires opening more space for the private sector in order to achieve acceptable levels of efficiency.
حوكمة الموارد البشرية وسياسة التوظيف في المؤسسات الاستشفائية: دراسة حالة المستشفى الجامعي تلمسان

جاءت هذه الدراسة لتسليط الضوء على دور حوكمة الموارد البشرية كمدخل لتعزيز مقومات التوظيف الجيد من خلال معايير الحوكمة في المؤسسات الاستشفائية. ومن أجل تحقيق أهداف الدراسة تم تصميم إستبانة وزعت على موظفي المركز الاستشفائي الجامعي-تلمسان-بحيث تم توزيع (43) إستبانة واسترجع منها (33). وخلصت الدراسة إلى وجود علاقة ايجابية لكنها متوسطة بين حوكمة الموارد البشرية وسياسة التوظيف في المؤسسة الاستشفائية لولاية تلمسان. هذا ما عكسته معاملات الارتباط التي أتت متوسطة بالاضافة إلى أن عملية التوظيف تخضع نسبيا لبعض الممارسات البيروقراطية التي أثرت سلبا على مبدأ المساواة للالتحاق بالوظيفة العمومية This study came to shed light on the role of human resource governance as an entry point to enhance the elements of good employment through governance standards in hospital institutions. In order to achieve the objectives of the study, a questionnaire was designed and distributed to the employees of the University Hospital Center -Tlemcen - so that (43) questionnaires were distributed and (33) were received. The study concluded that there is a positive but moderate relationship between human resource governance and employment policy in the hospital institution of the state of Tlemcen. This was reflected in the correlation coefficients that came as average, in addition to the fact that the recruitment process is relatively subject to some bureaucratic practices that negatively affected the principle of equality to join the public office

شهد العالم عامّة والجزائر خاصّة تحوّلا كبيرا في سلوك المستهلك بعد ظهور جائحة كوفيد 19 فدفعت إجراءات الحجر الصحي وما ترتب عنها من تباعد إجتماعي وغلق المحلات للحد من إنتشار الوباء، وأصبح الفايسبوك وجهة لعرض المنتجات المختلفة وخلق التفاعل بين البائع والمستهلك. وتهدف دراستنا إلى توضيح كيف يساهم الفايسبوك في إدارة أزمة كوفيد 19 وما نتج عنها من تغيرات ومن بين النتائج التي توصلنا إليها أن موقع فايسبوك لم يعد فقط وسيلة للتواصل والدّردشة وإنما أصبح فضاء للتسوّق خلال أزمة كوفيد 19؛ وسهلت التجارة عبر موقع فايسبوك فكرة التواصل بين الزبائن والتجار وسعيهم لتقديم خدمة وأداء أفضل لزبائنهم. The world in general and Algeria in particular witnessed a major shift in consumer behavior after the emergence of the Covid 19 pandemic, which prompted quarantine procedures and the consequent social distancing and closing of stores to limit the spread of the epidemic, and Facebook became a destination for displaying different products and creating interaction between the seller and the consumer. Our study aims to clarify how Facebook contributes to managing the Covid 19 crisis and the resulting changes. Among the results we have reached is that Facebook is no longer only a means of communication and chatting, but has become a space for shopping during the Covid 19 crisis; Commerce through Facebook facilitated the idea of communication between customers and merchants and their quest to provide better service and performance to their customers.

This study aims to analyze the reality of foreign direct investment in Algeria in the presence of the repercussions of the Covid19 pandemic. We address the reality of the investment climate in this country by analyzing the volume of foreign direct investment in Algeria, and how these flows have been affected by the Covid19 pandemic. We have achieved a number of results, the most important of which is that the hydrocarbon sector is the most attractive in attracting foreign investors. However, the volume of investments in Algeria has decreased significantly due to the health conditions in all countries of the world.
الاقتصاد الأخضر ورهانات تحقيق التنمية المستدامة - حالة الجزائر

اليات تفعيل دور الجماعات المحلية لتحقيق التنمية المحلية في الجزائر

تهدف هذه الدراسة إلى محاولة البحث عن آليات جديدة تمكن الجماعات المحلية ولا سيما البلدية من العمل على توفير موارد مالية ذاتية كافية، ومستوى أداء فعال لأجهزتها المحلية، من أجل المساهمة في الدور التنموي الحقيقي لها في التنمية المحلية بالجزائر، بالتكفل بحاجيات المواطنين وتحقيق طموحاتهم في التقدم الاقتصادي والاجتماعي في شتى المجالات. خلصت الدراسة إلى أن المشرع الجزائري، منح صلاحيات ومهام كثيرة ومتنوعة للجماعات المحلية في شتى الميادين، إلا أن أداء المجالس المنتخبة المحلية في الجزائر فشلت في تحقيق الأهداف المرجوة منها تجاه المجتمع المحلي. كما أوصت الدراسة بضرورة فرض المستوى التعليمي لمنتخبي المجالس المحلية للبلدية، وإنشاء خلية داخل البلدية تسمى بـــــ:" خلية الجودة"، مهمتها الأساسية مساعدة رؤساء المجالس المنتخبة في التخطيط لمشاريع التنمية المحلية. This study aims to try to search for new mechanisms that enable local groups, especially the municipality, to work on providing sufficient self-financial resources, and an effective level of performance for their local bodies, in order to contribute to their real developmental role in local development in Algeria, by taking care of citizens’ needs and achieving their aspirations for progress. economic and social in various fields. The study concluded that the Algerian legislator granted many and varied powers and tasks to local groups in various fields, but the performance of the local elected councils in Algeria failed to achieve the desired goals towards the local community. The study aims to highlight the role and importance of financial inclusion in achieving financial stability and supporting opportunities to achieve sustainable development by addressing the concept of financial inclusion. Carrying out an analytical study of indicators of financial inclusion in the Arab countries and Algeria, in addition to analyzing and evaluating the reality of financial inclusion in the Arab countries and Algeria, by taking into account the financial indicators of its achievement . دور المسؤولية الاجتماعية في تفعيل وتطوير جودة الخدمات- دراسة ميدانية مؤسسة موبيليس –

أصبح بقاء المؤسسات واستمرارها من خلال شدة المنافسة ، وكذلك نجاحها لا يتأتى إلا باستخدام مواردها المادية والبشرية ، ويتناول هذا البحث دراسة العلاقة بين المسؤولية الاجتاعية وقياس أثرها في متطلبات جودة الخدمات من خلال الابعاد (الأمان، الاستجابة، الاعتمادية، الجوانب المادية الملموسة، والتعاطف). أظهرت الدراسة عدة نتائج من أهمها، وجود علاقة احصائية بين تطبيق المسؤولية الاجتاعية وأبعاد تفعيل متطلبات جودة الخدمات للمؤسسة، وأن المؤسسة تمتلك مستوى مرتفع لجودة الخدمات. كما أوضحت الدراسة بأن هناك تفاوت في دور تطبيق المسؤولية الاجتاعية في تفعيل متطلبات جودة الخدمات للمؤسسة ، حيث أن المسؤولية الاجتاعية تساهم بشكل أكبر من المكونين الآخرين في الاستجابة وكذلك القدرة على الاعتمادية من اجل تطوير وتحقيق جودة الخدمات للمؤسسة. The organization's existence and its success could be achieved unless through the intensity of competition, as well as, can be achieved only through the use of their booth material and human resources. This research examines the relationship between social responsibility and measuring their impact on service quality requirements through dimensions (security, response, reliability, concrete material aspects, empathy). The study showed several results, the most important is a statistical relationship between the application of social responsibility and the dimensions of activating the requirements of the quality of services for the organization; and the organization has a high level of quality of services. The study also showed that there is a disparity in the role of applying social responsibility in activating the requirements of the quality of services of the organization, since social responsibility contributes more than the other two components to the response as well as the ability to be reliable in order to develop and achieve the quality of services of the organization.
إدارة المخاطر المالية ودورها في التنبؤ بالفشل المالي باستخدام نموذج Sherrod للبنك الوطني الجزائري( 2016- 2019)

This study aims to show the extent of predicting the financial risk management, to avoid the financial failure of the National Bank of Algeria through the period (2016-2019), by relying on Sherrod's model that predicts borrowing risks and setting up a complete management for financial risk management that mandates early detection of the financialrisks keep up with these loans, to achieve this goal we relied on digital actual data extracted from the records and financial statements of the National Bank of Algeria. The study reached a set of results, The most important of which is that the National Bank of Algeria faces an glitchin in its financial indicators from year to year, we find that the model haspredicted financial failure because the z-values calculated during the study showes that they are medium-risk loans, as they are a critical area, and risk management must be activated to predict financial failure and address its causes.
فعالية الإدارة الإلكترونية في رقمنة و تطوير العمل الإداري بالمؤسسات - دراسة استقصائية لجامعة طاهري محمد بشار-

تهدف هذه الدراسة إلى توضيح أثر تطوير العمل في إدارة المؤسسات، من خلال رقمنته و استخدام الوسائل التكنولوجية الحديثة في ذلك، و مدى مساهمة الإدارة الإلكترونية في الرفع من جودة و أداء العمل الإداري المقدم من طرف المصالح الإدارية بالمؤسسات بصفة عامة، و بإدارة جامعة طاهري محمد بشار بصفة خاصة. و قد توصلت هذه الدراسة من خلال الاستبيان الذي تم توجيهه لعمال المصالح الإدارية بجامعة طاهري محمد بشار، إلى وجود علاقة ذات دلالة إحصائية بين العمل الإداري المنجز و بين الوسائل التقنية و التكنولوجية المستخدمة في إنجازه، و كذا بين العنصر البشري المؤهل لاستخدام تلك الوسائل و التقنيات. This study aims to clarify the impact of electronic management through the use of modern technology and advanced techniques in raising the quality and performance of work in administrative interests. And this study, in the theoretical and practical aspect, which was carried out through a questionnaire for the workers of administrative departments at the University of Tahri Mohamed Bechar, has found a statistically significant relationship between administrative work and the technical and technological means used, and between the human element qualified to use those means and techniques
إدارتا الموهبة والجودة الشاملة وتأثيرهما على تحقيق التميز المؤسسي في جامعة دنقلا

هدفت الدراسة إلى تسليط الضوء على العلاقة بين إدارتي الموهبة والجودة الشاملة وتأثيرهما على تحقيق التميز المؤسسي في جامعة دنقلا، حيث تمحورت مشكلة الدراسة في الضعف الواضح في تحقيق التميز المؤسسي في جامعة دنقلا وذلك لإهمال تطبيق أنظمة إدارية فاعلة مثل إدارتي الموهبة والجودة الشاملة. حيث تم وضع خمسة فرضيات وتصميم استبيان، وبعد جمع وتحليل البيانات من المبحوثين، توصلت الدراسة لوجود تأثير مشترك لإدارتي الموهبة والجودة الشاملة على تحقيق التميز المؤسسي في جامعة دنقلا بمعامل تحديد تشابكي (0.659). وأوصت الدراسة بتدعيم جوانب قوة إدارتي الموهبة والجودة الشاملة ومعالجة حالة القصور التي تحيط بهما في جامعة دنقلا. The study aimed to Shed light on the relationship between (TM) & (TQM) and its impact on achieving (OE) in (UD). The problem of the study focuses on clear weakness on achieving (OS) in (UD) because unawareness of implementing effective managerial systems as well as (TM) & (TQM). Five hypotheses were developed and a questionnaire was designed. After data collection and analysis from the respondents, the study reached up to a significant collective impact of (TM) & (TQM) on achieving (OE) in (UD) with a canonical determination coefficient of (0.659). The study recommended strengthen aspects of (TM) & (TQM) and processing deficiencies that surround in (UD).
La Gestion Optimale Des Ressources Hydriques à Travers Les Bilans Prévisionnels De L’algérienne Des Eaux (ade).

Dans cette étude, il sera exposé toutes les procédures concernant la préparation des bilans et des programmes d’action pour l’exécution de ces bilans, qui visent à une gestion optimale des ressources hydriques incombant à l’algérienne des eaux. Cette étudereflète les efforts de l’algérienne des eaux, qui ne couvrent pas la totalité du territoire national, mais qui permet de relater l’œuvre de l’Etat pour une gestion optimale des ressources hydriques et qui réduit les pertes et le gaspillage quelque soit sa nature ainsi que la rationalisation de la consommation. Vu le manque d’informations, cette étude se contentera de donner les statistiques relatives à l’année 2016, concernant les programmes d’action et le bilan prévisionnel, en les comparant avec les statistiques de l’année 2017 concernant les mêmes éléments.

The Bayesian approach is a statistical analysis technique that integrates field-collected data and expert opinion into probability model. There is a direct link between Bayesian statistics and diagnostic tests daily used by clinicians. This link is Bay’s theorem for calculating the positive or negative predictive values of a diagnostic test. To this end, we have tried to apply this approach for the analysis of the data relating to the diagnostic test concerning raised blood pressure (HTA).
مقاربة الإدارة بالنتائج وأداء المؤسسات العمومية

: تهدف هاته الدراسة إلى تحديد معالم الإدارة بالنتائج التي تعتبر مقاربة تسيير وقيادة للأداء حيث تساعد المؤسسة على تحقيق أهدافها والوصول إلى تغييرات إيجابية، والهدف منها هو قيادة أفضل للنشاطات والوصول إلى النجاعة على مستوى المؤسسات العمومية وهذا في إطار إستغلال أمثل للموارد وتحقيق البرامج المسطرة. حيث أن مقاربة الإدارة بالنتائج يمكن أن تخدم الأداء بطريقة جيدة في كونها أداة للتحسين، فينبغي فقط إضافة لكل من المدخلات والمخرجات (الخدمة المقدمة)، نتائج التقدم الإجتماعي كطرف أساسي ومكمل لنظام القياس مع مقارنته وتوجيهه نحو التغيير النوعي والكمي للخدمات العمومية المقدمة. The objective of this study is to determine the parameters of Results management that are considered a management approach and leadership of performance where helps the institution to achieve its goals and reach positive changes, and its goal is to lead better activities and reach efficiency at the level of public institutions and this within the framework of the optimal exploitation of resources and achieving the pilot programs. Since management's approach to results can serve performance in a good way as a tool for improvement, only the input and output (service provided) should be added to the results of social progress as a key and complementary component of the measurement system, compared to its orientation towards qualitative and quantitative change of the public services provided.
دراسة تحليلية لتأثير الاقتصاد غير الرسمي على الاقتصاد الرسمي في الجزائر

يقصد بالاقتصاد غير الرسمي الاقتصاد الذى لا يدخل ضمن الناتج الإجمالي للدولة و هو ظاهرة عالمية تعانى منها الكثير من الدول على اختلاف سياساتها ودرجة تقدمها الاقتصادي، نشط العديد من الافراد في هذا الاقتصاد في ظل تفاقم الأزمات الاجتماعية كالبطالة والفقر ،رغم آثاره السلبية التى تؤثر على بناء السياسات الاقتصادية الكلية نتيجة غياب إحصائيات ، وعجز الميزانية العامة للدولة نتيجة التهرب الضريبي، وعدم فعالية السياسة النقدية نتيجة غياب حركة الأموال غير الرسمية المتداولة في الاقتصاد الرسمي . وفى هذا السياق تهدف هذه الدراسة إلى إلقاء الضوء على جدور و واقع الاقتصاد غير الرسمي في الجزائر ، ورصد تطوره، والتعرف على خصائصه، وأسباب انتشاره ، حيث تبين من خلال هذه الدراسة ان الجزائر حاولت دمج هذا الاقتصاد في الاقتصاد الرسمي للتخفيف من الآثار السلبية الناتجة عن وجوده . The informal economy means the economy that is not included in the state’s gross product, and it is a global phenomenon that many countries suffer from, despite their different policies and the degree of their economic progress. Macroeconomic policies as a result of the absence of statistics, the state’s general budget deficit as a result of tax evasion, and the ineffectiveness of monetary policy as a result of the absence of the movement of informal funds circulating in the formal economy. This study aims to know the contributions of commitment to the dimensions of social responsibility in achieving economic performance in Algeria Telecom in El-Oued State, where we relied on the questionnaire as a tool for collecting data and information, from the study sample consisting of managers of the institution, so we retrieved (48) valid forms for analysis through the statistical program (SPSS). After the statistical treatment, the study reached several results, the most important of which is the acceptance of the main hypothesis that states that the commitment to social responsibility contributes to achieving economic performance in Algeria Telecom, which confirms the presence of a strong influence of the independent variable (dimensions of social responsibility) on the dependent variable (economic performance)
