سياسة النهوض بتالصناعة التحويلية الغذائية في الجزائر

Abstract

تعالج هذه الدراسة أحد أهم المواضيع على المستوى الوطني وهو سياسة النهوض بالصناعة التحويلية الغذائية في الجزائر، وقد تم التركيز في دراستنا بشكل خاص على تحليل وتقييم هذه السياسات وعرض أهم المعوقات التي واجهتها منذ الإستقلال وحالت دون تحقيقها للأهداف المسطرة، وكذا التطرق لأهم الآليات والإجراءات المتخذة بعد محطة 2019 بهدف تفعيل هذه السياسات ومنحها النجاعة. توصلت الدراسة إلى عدة نتائج أهمها أن التنمية الإقتصادية لا يمكن تحقيقها في بيئة يسودها الفساد، كما أن إرتباط فرع الصناعة التحويلية الغذائية بقطاع الفلاحة يحتم إعادة النظر في تلك السياسات والإهتمام بالإستثمار الفلاحي والمستثمر الفلاحي الذي يعتبر فاعلا رئيسيا ويجب تحفيزه لإقتحام هذا النوع من الصناعات من خلال الدعم وإزالة كل العراقيل التي تواجهه، وتفعيل دور التعاونيات الفلاحية وتشجيع المستثمرين الفلاحيين على تأسيسها والإنخراط فيها من خلال الدعم المالي والمادي، والمرافقة لهذه التعاونيات من طرف الحكومة. This study addresses one of the most important themes at the national level, namely, the policy of promoting the food manufacturing industry. Our study focused in particular on analyzing and evaluating these policies and presenting the main obstacles they have faced since independence and preventing them from achieving their objectives, as well as addressing the most important mechanisms and actions taken after 2019 with a view to operationalizing these policies and giving them success. The study found several findings, the most important of which was that economic development was generally not possible in an environment of corruption. And the close link between the Food Manufacturing Branch and the agricultural sector obliges the Algerian decision maker to reconsider those policies and to pay attention to agricultural investment and the agricultural investor, who is a major actor and must be encouraged to break into this type of industry by supporting and removing all obstacles encountered, Activate the role of peasant cooperatives and encourage peasant investors to establish and engage in them through the Government's support and accompaniment of these cooperatives.
