إسهامات أيوفي في العمل الدعوي في المؤسسات المالية الإسلامية

تسعى هذه الدراسة إلى بيان إسهامات أيوفي الدعوية في المؤسسات المالية الإسلامية، وذلك بالاعتماد على المنهج الوصفي في معالجة جزئياتها، ومن أهم ما خَلُصت إليه الدراسة أن هيئة أيوفي لها دور كبير وفعال في تنظيم وتوجيه وتطوير المؤسسات المالية الإسلامية من خلال التأصيل الشرعي والمحاسبي لأنشطتها المالية ومواردها البشرية المتخصصة و حوكمة العمل فيها. Abstract : This study seeks to explain AAOIFI advocacy contributions to Islamic financial institutions, This is based on the descriptive approach in addressing its details, and one of the most important findings of the study is that the AAOIFI Authority has a major and effective role in organizing, directing and developing Islamic financial institutions through the legal and accounting rooting of their financial activities, their specialized human resources and the governance of their work.

تهدف هذه الورقة البحثية الموسومة بعنوان:"الصناديق الوقفية كآلية من آليات دعم المؤسسات الدعوية" إلى التعرف على الصناديق الوقفية التي تعد وسيلة من الوسائل المبتكرة في استغلال الأوقاف، وإبراز كيفية المساهمة في دعم المؤسسات الدعوية وما تبذله هذه الأخيرة من جهد جماعي منظم تنظيما إداريا وهيكليا فكريا كان أو بدني من أجل تحقيق الأهداف الذي أُسست من أجلها والمتمثلة في تبليغ الدعوة الإسلامية من خلال تقديم الإرشاد والنصح والأمر بالمعروف والنهي عن المنكر قصد إخراج الناس من الظلمات إلى النور. وأهم ما توصلت إليه دراستنا هو أن الصناديق الوقفية تعد موردا ماليا مهما بالنسبة للمؤسسات الدعوية من خلال توفير التمويل اللازم الذي يساعد على نجاح عملها واستمراريتها، كما يمكنها أيضا أن تسهم في تنظيم البرامج الدعوية التعليمية والثقافية بشكل أوسع وأكثر شمولا Abstract This tagged paper, entitled "waqf funds as a mechanism for supporting advocacy institutions", aims To identify waqf funds that are an innovative means of exploiting endowments and highlighting how to contribute to the supporting advocacy institutions and the collective effort they make, organized administratively structurally, whether intellectually or physically, in order to achieve the goals for which they were established which are to convey the Islamic call through providing guidance, advice, and enjoining what is right and forbidding what is wrong, with the out of bringing people out of darkness. to the light. The most important finding of our study is that waqf funds are an important financial resource for advocacy institutions by providing the necessary funding that helps the success and continuity of their work. They can also contribute to organizing educational and cultural advocacy programs in a broader and more comprehensive manner.
العمل الدعوي المؤسساتي ودوره في خدمة الدعوة الإسلامية

تتنوع خدمات المؤسسات الدعوية المرتبطة بمجال العمل الدعوي ذو الصدى المحلي المجتمعي أو العالمي الدولي ويشرف عليها إما السلطة الحاكمة في بلدان العالم الإسلامي؛ كوزارة الشؤون الإسلامية، وبعض مراكز الثقافة الإسلامية والجامعات الإسلامية، والرابطات الإسلامية، ومديريات الشؤون الدينية، ومراكز الدعوة و الإفتاء، والقنوات الإعلامية؛ وإما مؤسسات تابعة للقطاع الخاص تصنف ضمن العمل الإسلامي الدعوي المجتمعي المحلي فقط كالجمعيات، والحركات، والمخيمات، والزوايا التابعة للخواص، وغيرها من المؤسسات التي لا يستغنى عنها في مجال العمل الدعوي؛ والتي تحقق مردودا للدعوة الإسلامية، ونشرا للإسلام على الصعيد المحلي أو العالمي رغم التحديات الدعوية والمتغيرات الدولية التي يشهدها زماننا في كل وقت وحين، ومختلف الدراسات المعالجة لقضية العمل الدعوي وإن اختلفت عناوين بحوثها فكلها تسعى إلى الإجابة المقنعة على الإشكالات التي تواجه العمل الدعوي المؤسساتي وخاصة العصرية منها، كما تسعى جاهدا إلى إيجاد حلول نموذجية تعمل على تفعيل العمل الدعوي من خلال الوقوف في وجه التحديات المختلفة التي تعارض اتساع نطاق الدعوة الإسلامية، وعلى هذا جاء الكلام في هذا المقال لدراسة فكرة العمل الدعوي المؤسساتي ودوره في خدمة الدعوة الإسلامية. Abstract : The services of advocacy institutions related to the field of advocacy work with local community or global international resonance are diverse and are supervised by either the ruling authority in the countries of the Islamic world; Such as the Ministry of Islamic Affairs, some Islamic culture centers, Islamic universities, Islamic associations, religious affairs directorates, call and fatwa centers, and media channels. Or institutions belonging to the private sector that are classified as part of local community-based Islamic advocacy work only, such as associations, movements, camps, private corners, and other institutions that are indispensable in the field of advocacy work; Which achieves a return for the Islamic call, and spreads Islam at the local or global level despite the challenges of preaching and the international changes that our time witnesses at all times, and the various studies dealing with the issue of advocacy work, even if the titles of their research differ, they all seek a convincing answer to the problems facing institutional advocacy work, especially modern times. Among them, it also strives to find model solutions that work to activate advocacy work by standing in the face of the various challenges that oppose the expansion of the scope of Islamic advocacy. Accordingly, this article came to study the idea of institutional advocacy work and its role in serving Islamic advocacy.

ان المؤسسات الدعوية الناجحة اليوم؛ لن تكون جديرة بمسؤولياتها نحو المجتمع والأمة؛ إلا إذا كانت دائمة الاستمرار على تطوير نظمها وأساليبها الدعوية، ومواجهة كل التحديات المحلية أو العالمية في تفعيل عملها التربوي والاصلاحي، ولا تتحقق هذه الديمومة إلا ببعدها الجماعي البعيد عن الأحادية والشخصنة وعن القدسية الفردية، لأن هذه المؤسسات تبنى على مشاريع وافكار ولا تبنى على أشخاص وافراد، وخاصة في هذا العصر الذي أصبح العمل المؤسساتي ضرورة ملحة تَتحِد فيها الجهود والطاقات بتشكيلة نوعية تضم خيرة الإطارات والكفاءات. ومن هذه مؤسسات القائمة والكاملة الأركان النشطة وطنيا في تبليغ تعاليم الإسلام؛ مؤسسة المجلس الإسلامي الأعلى بالجزائر، وهي هيئة دستورية استشارية لدى رئيس الجمهورية الجزائرية؛ تعمل على الاجتهاد في اصلاح الأمور التي تعني الجزائريين في حياتهم اليومية بالدرجة الأولى على أكثر من صعيد، ومدى وارتباطها وعلاقتها بالدين الإسلامي، فالمجلس الإسلامي الأعلى هو مؤسسة عامة ذات طابع استشاري في مجال الدين تتمتع بخصوصيات تطمح من خلالها على خدمة المسلمين في نطاقها المحلى، وتتسع خدماتها لخدمة الامة الإسلامية بحسب سياستها وفي حدود إمكاناتها المادية والبشرية، وهذاما سنثيره بالتحليل في هذه الدراسة. Abstract The study aims to shed light on institutions of a service nature. It includes a group of individuals who are specifically structured and subject to certain controls who seek to embody a package of work, according to specific programs, special methods and methods, and organizational standards related to the fields of their activities, in order to reach the achievement of a number of different goals in their various fields, whether educational or Educational or social, or even working to spread and promote ideological ideas that derive from them and may be subject to them. Among these institutions and bodies are: Da’wah or religious institutions that seek to develop the da’wah work that requires activating the best performance, to achieve the best return that is consistent with the perceptions of these qualitative institutions and in accordance with their future aspirations. It was necessary for those in charge of them to strive to bring about a qualitative development of the da’wa work cycle in a way that is compatible with developments and keeps pace with the rapid developments of On the one hand, and the changes taking place on the other hand, to achieve excellence in all operations carried out by the advocacy institution. Today's successful advocacy institutions; It will not be worthy of its responsibilities towards society and the nation; Unless they constantly continue to develop their systems and methods of advocacy, and confront all local or global challenges in activating their educational and reform work, and this sustainability is only achieved by their collective dimension, far from unilateralism, personalization, and individual sanctity, because these institutions are built on projects and ideas and are not built on people and individuals. Especially in this era in which institutional work has become an urgent necessity in which efforts and energies are united in a qualitative group that includes the best frameworks and competencies. Among these institutions are existing and fully-fledged institutions that are active nationally in conveying the teachings of Islam. The Foundation of the Supreme Islamic Council of Algeria, which is a constitutional advisory body to the President of the Republic of Algeria; It works to strive to reform matters that primarily concern Algerians in their daily lives on more than one level, and to the extent, connection and relationship with the Islamic religion. The Supreme Islamic Council is a public institution with a consultative nature in the field of religion and enjoys characteristics through which it aspires to serve Muslims within its local scope, and expands. Its services to serve the Islamic nation according to its policy and within the limits of its material and human capabilities, and this is what we will discuss through analysis in this study.
