    إن تماسك المجتمع وإستقراره واستمرار وجوده الاجتماعي مرتبط أشط الارتباط بالكثير من المقومات التي تشكل ركيزة المجتمع وأساس قوامه، من بينها الهوية هاته الأخيرة. إن كانت محددة المحتوى لا شك ولا اختلاف فيها بل هي محل اتفاق كل اختلاف سواء ديني أو اجتماعي أو سياسي ...الخ إن مسألة الهوية في الجزائر هي من بين القضايا التي لا نقاش ولا اختلاف فيها ، غير هذا الوضع لم يبقى على ماهو عليه، بل أصبحت مسألة شائكة ومجالا الأصول الاجتماعية المختمفة. هذا ما أطلق عليه في هىذه المداخلة بأزمة الهوية لذا ستناقش صفحات البحث الذي بين أيدينا أسباب ذلك، وما هي حلولها .

    الأنا والآخر في فلسفة ليفيناس واشكالية تجاوز البعد الأنطولوجي

    تعد الهوية من المرتكزات الأساسية للمجتمع ، وتتجلى أهميتها في حضورها الدائم في كلؿ المجالات ولاسيما العلوم الاجتماعية والتربوية، وهي لا شعورياً متغلغلة في عمق حياتنا الثقافية، وعلى الرغـم من بساطة الكلمة إلا أنها تتضمن درجة عالية من التعقيد والصعوبة بسبب تعدد دالالتها واصطلاحاتها ومجلاتها .والهوية الإيديولوجية حصيلة لعدة أنواع من الهوية الاجتماعية والاقتصادية والسياسية والعلمية والوطنية والقومية، لذا فهي تعبر عن تقاطع النظام الثقافي والمعرفي، ومجموعة المفاهيم المرتبطة بالموضوعات ذات الأهمية، وتصوغ المعتقدات والاتجاهات. وتواجه الهوية الإيديولوجية تحديات مباشرة وغير مباشرة وسط تعدد طبيعة القضايا الفكرية ومصادرها، والتحولات الاجتماعية التي أنتجتها كثافة الثقافة الكونية في عصر المعرفة والانفتاح والعولمة تتمثل ؿ في التركيز على خيارات الفرد المطلقة كمرجع لمخيارات الحياتية اليومية، والعبور الجغرافي لإيديولوجيات السياسية والدينية على جسور تكنولوجيا الاتصال ، والحريات التي نالتها وسائل الإعلام . وسنتناول ؿ في هذه الورقة العلمية الإشكالية التي تواجيها الهوية الإيديولوجية من أجل ؿ التشكيل

    مسالة الهوية الجزائرية بين جيل الثورة التحريرية وجيل الاستقلال

    لم يكن احتلال فرنسا لمج ا زئر سنة 1830 عفويا واعتباطيا، وانما كان مقصودا ومخطط لو منذ قيام الثورة الفرنسية سنة 1789 م،والمتتبع لحملات التغلغل الاستعماري في عمق المجتمع الجزائري، سيلاحظ بان السياسة الاستعمارية الفرنسية سعت منذ دخولها وبشتى الوسائل الى طمس الهوية الجزائرية واخراج الجزائري من كل القيم التي كوّنت شخصيته على مدى قرون، وذلك عن طريق “ أطروحة الجزائر الشاغرة”، وبالتالي اعتبرت مسالة الهويةالجزائرية في ادبيات الحركة الوطنية والثورة الجزائرية مبدا اساسي في مقاومة الاستعمار الفرنسي، غير انه بعد الاستقلال تغير الفكر النخبوي الذي كان يدافع عن الهوية الجزائرية، واصبح جيل الاستقلال يعيش ازمة هوية بسبب المخلفات الثقافية والاجتماعية الاستعمارية من جهة، وبسبب التكالب الفرنكفوني علىهوية المجتمع الجزائري من جهة اخرى، وذلك من خلال بروز تيار فكري على الساحة الوطنية يسعى الى تشكيل هوية جزائرية بثلاثة أبعاد، تتضمن البعد العربي والأمازيغي إضافة إلى البعد فرنكفوني، وهذا ما بات يشكل خطرا كبير على الجزائريين ،وانتكاسة في حق جيل الثورة الذي ناضل من أجل استرجاع الهوية الوطنية.

    Pitch angle control for variable speed wind turbine using dual star induction generator

    In this paper, we suggest pitch angle control used with Maximum power pointe tracking MPPT for a 1.5 MW wind turbine lead dual star induction generator. Pitch angle control and MPPT algorithm are the most common means for adjusting the aerodynamic torque of the wind turbine when wind speed is less or above rated speed. Various controlling variables may be chosen, such as wind speed, generator speed and generator power. The simulation results obtained with a random wind speed are presented in order to prove the validity of the proposed control.

    تجربــــــة الإذاعــــــات المحليـــــة في التوعيـــــة والتحسيس البيئـــــي ـــ إذاعة عنابة الجهوية نموذجا ــــ

    أنشئ الإعلام المحلي أساسا للتعبير عن حاجات واهتمامات متعددة تخصّ الجماهير المحلية ، حيث شكل ذلك مطلبا اجتماعيا وتنمويا ملحا ، أين يؤدي هذا النوع من الإعلام دورا محوريا في توصيل ومتابعة دمج الأهداف وتقاسم مسؤوليات تنفيذها ، بينما يساعد بشكل أكيد على خلق تناغم بين وظائف كل المؤسسات الرسمية والمدنية والاجتماعية تخطيطا وتنفيذا . وعليه، فقد بادرت الجزائر إلى إنشاء شبكة من الإذاعات الجهوية خدمة لاحتياجات جماهيرية وتنموية مرتبطة بالخصوصيات الثقافية والقيمية والاجتماعية والاقتصادية لكل منطقة . هذا، وقد شكلت قضية حماية البيئة في إطار التنمية المستدامة رهانا هاما ضمن أداء تلك الإذاعات، هذه الأخيرة باتت تشكل الصوت الأقوى لإيصال الفكر البيئي للجمهور المحلي من خلال قدرتها التأثيرية وإمكانيات الترويج وتنوع برامجها ، كما بات يعول عليها في لعب دور محوري لبناء الخلفية المعرفية والثقافية للجمهور بيئيا، كما تسجل حضورها القوي في تكوين الرأي العام البيئي المحلي المستنير الذي يستطيع أن يصل إلى مستوى التصرّف بسلامة وعقلانية مع محيطه وبيئته، غير أن ذلك لن يتأتى إلا من خلال توافر المعلومات الكافية حول أي قضية بيئية وهو ما يضمنه الإعلام المحلي. وعليه، نستعرض في هذه المداخلة تجربة إحدى الإذاعات الجهوية في الجزائر ـ إذاعة عنابة ـ في مجال التوعية والتحسيس البيئي، وكذا الدور الذي تؤديه كفاعل أساسي ضمن فاعلين آخرين في مجال الإعلام البيئي ،كما نقف ميدانيا على آليات العمل الإذاعي في المجال البيئي، باعتبارها تمتلك خبرة تفوق العقدين من الزمن، حيث تعتبر ضمن أولى الإذاعات المحلية التي تم إنشاؤها تحقيقا لأغراض محلية . استنادا لما سبق، نجيب في هذه الورقة عن التساؤل الآتي : ما هو واقع وآليات العمل التحسيسي والتوعوي في المجال البيئي بإذاعة عنابة الجهوية؟ Summary : In this intervention, we address the location of environmental communication within the national strategy for environmental protection in the framework of sustainable development, where we review the various efforts exerted in this framework in various environmental areas, and awareness-raising, educational and awareness activities, and the national orientation to rely on the communication act in the field of environmental protection, especially that the country today In the face of heavy environmental legacy, whether it is the size of the growing environmental problems through increasing the volume of waste and the deterioration of the living framework of the citizen as well as the fragility of ecosystems, or the lack and lack of awareness necessary to face it socially or institutionally despite the arsenal The multiplicity of approaches to environmental communication and its different stakes, where all its manifestations have become an imperative necessity, and the desired results of the practice of communication, awareness and awareness as well as environmental education will certainly bear fruit long-term. In addition, the role played by environmental communication in activating the practical efforts of all actors in accordance with the principle of all relates, through the conviction that the protection of the environment in Algeria is a matter of communication and sensitization excellence, especially since these efforts have been conducted in a decent manner for decades. The local media was created primarily to express the needs and interests of the local public. This was an urgent social and developmental demand. This type of media plays a pivotal role in communicating and following up the integration of objectives and sharing responsibilities for their implementation, while certainly helping to harmonize the functions of all official institutions. Accordingly, Algeria has initiated the establishment of a network of regional radio stations to serve the needs of the mass and development related to the cultural, values, social and economic specificities of each region. The issue of protecting the environment in the context of sustainable development has become an important bet in the performance of these radio stations, the latter have become the strongest voice to communicate environmental thought to the local public through its influence and the possibilities of promotion and the diversity of its programs, as it plays a pivotal role in building the knowledge and cultural background It also has a strong presence in the formation of enlightened local public opinion, which can reach the level of sound and rational behavior with its surroundings and environment, but this will be achieved only through the availability of sufficient information on any environmental issue, which is guaranteed by the local media. In this intervention, we review the experience of a regional radio station in Algeria - Radio Annaba - in the field of environmental awareness and sensitization, as well as its role as a key player among other actors in the field of environmental media, as we stand on the mechanisms of radio work in the environmental field, Based on the foregoing, we answer in this paper the following question: What is the reality and mechanisms of sensitization and awareness work in the environmental field of Annaba Regional Radio?

    ظلّ الإعلام في الجزائر تحت ملكية الدولة لفترة طويلة، وخاضع لرقابتها ومن هنا ظلت المواضيع المتناولة في القنوات العمومية محدودة وموجهة لخدمة أفكار النظام، وبعيدة نوعا ما عن تطلعات الأفراد وميولاتهم، إلى أن ظهرت مجموعة من القنوات الخاصة التي فتحت المجال لتناول بعض المواضيع التي لم يكن مسوح بها في الوسائل العمومية، وقد انحرفت هذه الوسائل الخاصة عن المبادئ الرئيسية للإعلام، وسيطرت الإثارة على أغلب المواضيع، وشكلت مواضيع العنف والجريمة المساحة الأكبر من برامج هذه القنوات، ومن هنا سنحاول من خلال هذه الورقة البحثية القاء الضوء على برامج العنف والجريمة والانتشار الكبير الذي تحظى به، وما تلاقيه هذه البرامج من شعبية واسعة واستقطاب جماهيري من جهة، ومحتويات هذه البرامج ومدى توافقها مع أخلاقيات المهنة الإعلامية من جهة أخرى.

    التفاعلية واحدة من السمات التي أفرزتها التكنولوجيا الحديثة، وفي المجال الاتصالي، أدى ذلك إلى تطوير العلاقة بين المرسل والمتلقي ضمن العملية الإعلامية، فالمتلقي أصبح مشاركا فاعلا ضمن خارطة الاتصال الأمر الذي عزز كثيرا من عملية التفاعل الإيجابي. وإلى ذلك امتدت تكنولوجيا الاتصال التفاعلي بتطبيقاتها المختلفة إلى مجالاتعدة،من بينها المواقع الإخبارية الإلكترونية، التي هي نتاج استخدام تقنيات التكنولوجيا الحديثة وإحدى سمات البيئة الإعلامية الجديدة في العملية الإخبارية، وقد أصبح الجمهور جزء لا يتجزأ من العملية من منطلق أن مضامين هذه المواقع موجهة بالأساس إلى شريحة واسعة من الجمهور الذي يتلقى ما تبثه وسائل الإعلام على اختلافها. وذلك طبعا من خلال تفاعلهم مع مختلف المنشورات، بتقديم مقترحات أو تعليقات بشأن المضامين الإخبارية، مما جعل الفئة المذكورة عنصرا هاما و ركيزة أساسية في تعزيز الأداء الصحفي وتطويره، وذلك ما ينعكس إيجابا ويعزز من مستويات التلقي الجماهيري. والإعلام الجزائري كغيره لم يبق بمنأى عن تأثيرات التكنولوجيا الحديثةفالقنوات الإخبارية والصحفإحتوتها التكنولوجيا الحديثة وساهمت في أن تكون تطبيقاتها ضمن بيئة العمل الإعلامي، كما أنها امتدت إلى الجماهير المختلفة لهذه القنوات، ومواكبة لهذا التطور كان من المهم الاستفادة من خدماتها ولا سيما في عملية التزود بالأخبار والمعلومات فكان امتدادها عبر هواتفهم من أجل متابعة كل جديد أو المشاركة في التعليق على الأحداث من خلال ما أصبح يسمى بصحافة المواطن. إن إدراك أهمية الاتصال التفاعلي أدى إلى ضرورة قياس دور جمهور وسائل الإعلام، والذي يتمحور جزء كبير منه حول عملية التلقي التي لم تعد بصفتها السلبية كما كان عليه الحال من قبل. ولبحث الموضوع من باب دور الاتصال التفاعلي في تعزيز التلقي، فضّلنا أن تكون ورقتنا البحثية هاته، عبارة عن دراسة وصفية حول دور الاتصال التفاعلي في تعزيز تلقي مضامين المواقع الإخبارية الجزائرية من خلال استمارة استبيان توزع على الشباب الجزائري متابعي الموقع الإخباري "الشروق أونلاين"، ولكون مجتمع الدراسة غير محدود، إخترنا عينة قصدية، تتحدد ملامحها في ضوء الهدف الأساسي من الدراسة، في محاولة للإجابة عن التساؤل الرئيس : كيف يظهر دور الاتصال التفاعلي في تعزيز عملية التلقي لمضامين الموقع الإخباري "الشروق أونلاين من قبل الشباب الجزائري؟ و للإحاطة أكثر بالموضوع يتوجب علينا بحث الإجابة عن التساؤلات الفرعية أدناه: 1. ما هي استخدامات الشباب الجزائري للمواقع الإخبارية في ظل التكنولوجيا الحديثة؟ 2. ماهي مظاهرالتفاعليةعبرالموقع الإخباري الشروق أونلاين من قبل الشبابالجزائري؟ 3. كيف يظهر تأثير التفاعلية على عملية تلقي مضامين الموقع الإخباري الشروق أونلاين؟ Résumé: Interactif L'une des caractéristiques produites par la technologie moderne et dans le domaine de la communication a permis de développer la relation entre l'expéditeur et le destinataire dans le processus multimédia. Le destinataire est devenu un participant actif dans la carte de communication. Cela a grandement amélioré le processus de réaction jusqu'à devenir un phénomène sain. En outre, la technologie de communication interactive a étendu ses applications à plusieurs domaines, notamment les sites d’information électroniques, qui résultent de l’utilisation de technologies modernes et d’une caractéristique du nouvel environnement médiatique dans le processus d’information. Le public est devenu une partie intégrante du processus, étant donné que le contenu de ces sites est principalement destiné à un large public recevant des émissions médiatiques. Et bien sûr, grâce à leurs interactions avec diverses publications. En soumettant des suggestions ou des commentaires concernant le contenu des actualités, cette catégorie est devenue un élément important et un pilier essentiel de la promotion et du développement de la performance de la presse, qui se reflète de manière positive et améliore les niveaux d’accueil du public. Les médias algériens, comme d’autres, n’ont pas été épargnés par les effets de la technologie moderne. Les informations ont été étendues via leurs téléphones afin de suivre toutes les nouveautés ou de participer au commentaire des événements à travers ce qui est devenu le journalisme citoyen et a signé une grosse erreur à propos de ce terme particulier. Reconnaître l’importance de la communication interactive a conduit à la nécessité de mesurer le rôle du public des médias, qui est en grande partie centré sur le processus de réception, qui n’est plus aussi passif qu’auparavant. Débattre du sujet du rôle de la communication interactive dans la promotion de la réception. Nous préférons que cet article soit une étude descriptive sur le rôle de la communication interactive dans la promotion de la réception du contenu des sites d'actualités algériens au moyen d'un questionnaire distribué aux jeunes adeptes algériens du quotidien Sunrise sur son site Web "Sunrise online". Comme la population à l'étude est illimitée, nous avons choisi un échantillon raisonné, dont les caractéristiques sont déterminées à la lumière de l'objectif principal de l'étude, dans le but de répondre à la question principale: Quel est le rôle de la communication interactive dans la promotion du processus de réception du contenu du site d'information "Echorouk Online" par la jeunesse algérienne? Pour plus d'informations, veuillez répondre aux sous-questions suivantes: 1. Quelles sont les utilisations des sites d’information par les jeunes Algériens dans le cadre des technologies modernes? 2.
