We address in this intervention to show the importance of academic integrity in university studies and research, and to highlight the role of members of the university family and their common responsibilities in developing this integrity following scientific theft and cases of plagiarism, which have become widespread in recent years. We presented the aspects of this integrity of fraud, cheating and scientific theft, and plagiarism, in an attempt to obtain its various causes such as the methods and strategies of teaching and evaluation, the ignorance of the aptitudes of research, difficulties of research subjects, competition, the temptations of the Internet and above all the lack of moral scruples, hope to address these problems which threaten intellectual honesty and the production of scientific knowledge in the community, then try to develop appropriate solutions Such as the need to develop survey programs, tighten punishment for violators, and spread awareness and morals with a view to improving and ensuring the quality of university research, which is a matter of civilization.

Scientific plagiarism is considered among the pests that kill scientific research, whether at the national or international level, and due to its severe damage, international as well as national legislation intervened to define its meaning and ways to combat it, and the first decision defining the concept of scientific plagiarism in Algeria was Resolution No. A set of preventive and deterrent measures to confront the phenomenon of scientific theft, and this is the first decision to be issued regarding this phenomenon. However, this decision was canceled by Resolution No. 1082 of December 27, 2020, which defines the rules related to preventing and combating scientific theft, as this decision included a definition of the concept of scientific theft and stipulated a set of preventive and deterrent measures to combat this phenomenon

It is considered one of the negative phenomena that research institutions, especially university ones and scientific research centers suffer from. The community, where the aim of this study was the commitment of researchers to scientific honesty when transferring from these works by attributing the information to its original author and creator as the owner of the moral right over it, otherwise the researcher bears the responsibility for that, and spreading the culture of scientific and academic integrity among researchers while drawing their attention to the penalties imposed on them in The case of scientific theft, which has worsened in light of the knowledge and information explosion that we are currently witnessing, and the enactment of laws for that, as we used in this study the descriptive analytical approach، The most prominent result of the study is an immoral act based on stealing the efforts of other researchers, and the need to work to increase intellectual production while working on providing training courses for the advancement and development of academic writing while highlighting the importance of scientific integrity in the advancement of intellectual production. Scientific plagiarism is considered one of the unethical phenomena widespread in the university milieu, which in turn negatively affects the entire higher education system because of its role in declining the status and reputation of the university and the credibility of its staff of students and professors, and on this basis this paper aims to identify forms of scientific plagiarism In which the doctoral students fall, and the level of their awareness of the mechanisms of protection from scientific plagiarism, and we relied on the descriptive approach in that, and we also used the questionnaire tool to collect data from the study sample. In which doctoral students fall, and that lack of knowledge of the laws of scientific plagiarism is the most common cause. On the other hand, the integration between legal methods and technical methods (software for detecting plagiarism) is the best solution that allows reducing the phenomenon of plagiarism in the university community.

Scientific research in various sciences is the basis of university studies. It is characterized in a structured manner by a specific scientific methodology for the collection and analysis of information. It aims to verify the validity, modification and addition of information, thereby arriving at laws and theories, predicting the occurrence of phenomena and controlling their basis. In order to achieve this goal, scientific research must conform to the Scientific Secretariat's criteria, which are the basis for the construction of authentic research. If these standards are not respected, they can lead to a violation of intellectual property rights, which has a negative impact on scientific research. However, students and researchers may violate these standards of scientific honesty either intentionally or unintentionally as a result of their misunderstanding of the idea of scientific research and the application of the right standards. One of the most serious violations of scientific research can be scientific or intellectual theft, which is that a person attributes to himself ideas, opinions or expressions of another person without attributing them to that person, thus posing a real threat to scientific research and the scientific community at large. The prevalence of this phenomenon in Algerian universities has led to the development of modern ways of reducing it. These include the use of technological and digital development and the introduction of a new electronic documentation system, known as the National Internet Documentation System. Since this system relies on modern techniques to secure and document scientific research, it poses a challenge to its effectiveness in reducing scientific theft.

Plagiarism is a global scourge that is not confined to the scope of a specific country, but rather that all humanity suffers from, as long as it is embodied in a behavioral deviation through which the researcher aims to appropriate the scientific effort made by others, and attribute it to himself.This totalitarian view was terribly prevalent in the university community, and this prompted some specialists to try to correct it by highlighting that scientific theft stemming from the shortcomings of the management of the university institution and the university professor himself, who by virtue of their neglect of the formation of the student inin the field of scientific honesty in particular, and in the context of scientific research methodology in general, they have created generations that have become accustomed to plagiarism without having knowledge of that. The Algerian public authorities have tried to correct this behavior, and this position by taking a series of bold steps aimed at preventing such abuses from falling into, and deterring those who begged themselves to deliberately do so by adopting ministerial resolutions 966 of 2016 and 1082 of 2016 of2020 related to the prevention and combating of scientific plagiarism

The study aimed to identify the importance of including the DOI DIGITAL OBJECT IDENTIFIER on the articles and studies that are published on the scientific journals of the Algerian platform and its impact on the originality and credibility of these journals among the rest of the scientific journals at the global level, and the extent of its importance for the researcher and the scientific journal, especially the Algerian platform for journals Scientifically, as it is known that a digital object is a unique digital identifier applied to a specific part of intellectual property. It is an electronic reference technology that has been applied since the year 2000, and it is always in contact with documents or articles as long as they remain on the Internet. The study concluded that the adoption of the digital DOI is urgent and very necessary in order to protect studies from scientific theft, which has spread widely, especially after the opening of the Algerian platform for scientific journals on the Internet without providing the slightest protection for what is published on this platform. The study recommends the importance of speeding up the application This digital identifier as soon as possible due to its importance on the authenticity and credibility of the shops and the Algerian platform for refereed scientific journals.
