الأنشطة الرياضية ودورها في تعزيز قيم المواطنة لدى الشباب

هدفت الدراسة إلى الكشف عن درجة مساهمة الرياضة في تعزيز المفاهيم القيمية والتربية على المواطنة، وقد توصلت الدراسة إلى أن مساهمة الرياضة إيجابا في تأكيد المفاهيم القيمية والتربية على المواطنة من خلال مجال رفع الروح المعنوية، وتعزيز الهوية الوطنية، ومجال رفع الروح المعنوية، وتعزيز الهوية الوطنية، ومجال تعزيز قيم التميز والإرادة والطاقات الإيجابية، إذا ما استخدمت الرياضة بصورة صحيحة، يمكن أن يكون لها دور إيجابي طويل الأمد على التنمية والصحة العامة والسلم والبيئة. كما تبين أن الرياضة بجميع أنشطتها هي الأرضية لتعلم الانضباط والثقة بالنفس وروح القيادة وتنقلان مبادئ أساسية ضرورية للديمقراطية كالتسامح والتعاون والاحترام. إذ أن الأنشطة البدنية والرياضية تسعى إلى تنمية المعارف والكفاءات التي تمكن الشباب من تطوير قدراتهم الاجتماعية مثل العمل ضمن الفريق والتضامن والتسامح والروح الرياضية في إطار متعدد الثقافات، فيتعدى دورها إلى خلق توازن بين الأنشطة الفكرية والبدنية و بناءا على ذلك قدمت الدراسة عدة توصيات. The study aimed to reveal the degree of the contribution of sport in promoting value concepts and education on citizenship, and the study concluded that the contribution of sport positively in affirming value concepts and education for citizenship through the field of raising morale, strengthening national identity, raising morale, and strengthening national identity And the field of promoting the values of excellence, will and positive energies, if used correctly, sport can have a longterm positive role in development, public health, peace and the environment. It has also been shown that sport, in all its activities, is the basis for learning discipline, self-confidence and leadership, and conveying basic principles essential to democracy, such as tolerance, cooperation and respect.
مساهمة الإتاحة الحرة في تحسين ترتيب الجامعات الجزائرية حسب تصنيف الويبومتركس

تهدف الدراسة إلى التعريف بالإتاحة الحرة، ومساهمتها في تحسين ترتيب الجامعات الجزائرية حسب تصنيف الويبومتركس، وبعد معالجة الموضوع بجانبيه: النظري والتطبيقي، مستخدمين المنهج الوصفي. خلصت النتائج إلى أنه يتوجب على الجامعات الجزائرية استثمار مؤشر النشاط من خلال تبني استراتيجية الإتاحة الحرة، لذلك فإنه من أهم توصيات هذه الدراسة إثراء المواقع بنتائج الأبحاث العلمية، ولا يتأتى ذلك إلا عن طريق دعم المواقع بالدوريات الإلكترونية والمستودعات الرقمية، وإتاحة جميع أنشطتها العلمية عبر مواقعها. The purpose of the study is to introduce Open access and its contribution in improving the ranking of Algerian universities according the webometrics classification. After addressing the topic in its two sides : theoretical and applied, in which we used the descriptive approach. The results concluded that the Algerian universities should invest the activity index through adopting the strategy of open access, one of the most important recommendations of the study is therefore to enrich the sites with the results of scientific researches which could be achieved only through the support of sites with e-journals and digital repositories, and making all its scientific activities available in its sites.
نطاق الجزاءات الإدارية العامة وعلاقتها بالبيئة

تطرقنا من خلال هذه الورقة البحثية إلى الجزاء الإداري بصفة عامة و الجزاء الإداري البيئي بصفة خاصة، بإعتباره موضوع الدراسة من حيث التعريف و المراحل الأساسية لتطوره منذ ظهور القانون الإداري في فرنسا ، بالإضافة إلى الخصائص الأساسية للجزاء الإداري البيئي واشتراكه مع الجزاءات الإدارية الأخرى من حيث صدوره من طرف سلطة عامة ، و عموميته بالإضافة لإتصافه بالردع ، ثم تحديد نطاق الجزاءات الإدارية و علاقتها بالبيئة التي تجرنا إلى تحديد مفهوم البيئة و عناصرها و مجال حمايتها. و هو ما دفعنا إلى طرح الإشكالية: إلى أي مدى وفق المشرع الجزائري في منح الإدارة سلطة توقيع الجزاء الإداري في مجال المخالفات البيئية ؟ مبتغينا من طرح هذه الإشكالية تحقيق الأهداف المتمثلة في: تحديد مدى فعالية الجزاء الإداري البيئي و تبيان المراحل التي يمر بها، معتمدين في سبيل ذلك مقاربة منهجية تجمع بين الوصف والتحليل لمختلف الأراء الفقهية والنصوص التشريعية ذات الصلة بالموضوع. Through this research paper, we touched upon the administrative penalty in general and the environmental administrative penalty in particular, as it is the subject of the study in terms of definition and the basic stages of its development since the emergence of administrative law in France, in addition to the basic characteristics of the environmental administrative penalty and its participation with other administrative sanctions in terms of its issuance By a public authority, its generality, in addition to its deterrence, and then defining the scope of administrative sanctions and their relationship to the environment, which leads us to define the concept of the environment, its elements and the scope of its protection. And this is what prompted us to raise the problem: To what extent did the Algerian legislator grant the administration the authority to impose administrative penalties in the field of environmental violations? In order to present this problem, we aim to achieve the objectives represented in: Determining the effectiveness of the environmental administrative penalty and clarifying the stages it is going through, adopting for this purpose a systematic approach that combines description and analysis of the various jurisprudential opinions and legislative texts related to the subject.
Les Progressions Annuelles Régulées (octobre 2020)

The current school year is obviously exceptional in all dimensions, due to the health measures to fight COVID-19. This article offers a theoretical perspective, although not exhaustive, on assessment within regulated progressions (October 2020) relating to the secondary cycle. After having analyzed the characteristics of this didactic tool, the reduction in the content of the regulated annual progressions (September 2020) leads to a failure of the assessment process, whether it is the diagnostic, formative or even summative evaluation. Thus, reducing the time allotted to the session does not lead to the imbalance of the diagnostic assessment. However, the insufficiency of the prerequisites needed to guide the student in his learning is not the only difficulty or ambiguity encountered in carrying out the formative assessment. Other issues relate to, among other things, the integration of remote activities, the adoption of unique sequences containing more of a communication intention. L’année scolaire en cours est, de toute évidence, exceptionnelle sur toutes les dimensions, en raison des mesures sanitaires de lutte contre la COVID-19. Le présent article propose une réflexion théorique, certes non exhaustive, sur l’évaluation au sein des progressions annuelles régulées relatives au cycle secondaire. Après avoir analysé les caractéristiques de cet outil didactique, l’allègement du contenu des progressions annuelles (septembre 2020) conduit à une défaillance du processus évaluatif, qu’il s’agisse de l’évaluation diagnostique, formative ou encore sommative. Ainsi, la réduction de la durée impartie à la séance ne mène pas à bien la mise en pratique de l’évaluation diagnostique. Or, l’insuffisance des prérequis nécessaires pour guider l’élève dans son apprentissage n’est pas la seule difficulté ou ambiguïté rencontrée pour effectuer l’évaluation formative.D’autres problèmes sont liés entre autres à l’intégration des activités à distance, à l’adoption de séquences uniques renfermant plus d’une intention de communication.
السياسة الإستعمارية لإجتثاث البداوة وأثرها في تحول أنساق البدو الرحل بوادي سوف

إن إندلاع الثورة التحريرية في الجزائر، لم يكن حكرا على منطقة أو جهة معينة، بل شمل رقعة واسعة من الوطن. دشنتها منطقة وادي سوف بسلسلة من المعارك المتتالية؛ كانت معركة هود كريم بحاسي خليفة التي نشبت في السابع عشر من شهر نوفمبر 1954 إيذانا بانفجارها المتتالي. هذا الحدث الوطني المهم؛ لم يثن التشكيلة الاجتماعية في وادي سوف عن الاشتغال كسابق عهدها، لأنها كانت على أتم الإستعداد للإنخراط الواسع فيه. لا سيما قبائل البدو الرحل؛ التي تجوب صحراء العرق الشرقي على التخوم التونسية والليبية شرقا. هذه القبائل شكلت حلقة وصل بين مناضلي الداخل والمجاهدين الذين يخوضون أعتى المعارك على الحدود الجزائرية التونسية بالخصوص. ذلك الدور الإستراتيجي الهام لتلك القبائل الصحراوية في دعم الثورة ومدها بالغذاء والمال واللباس ومختلف أنواع الدعم اللوجستي؛ تفطنت له وأدركت أبعاده الآلة العسكرية الاستعمارية مبكرا. فانكبت على اختراع مختلف وسائل وطرق تشتيت قبائل البدو الرحل، من خلال زعزعة أسس التوازن الاجتماعي الاقتصادي لها. وتفكك القبيلة لقطع الوريد الضامن لحياة النسق الجماعي القبلي. في محاولة لقطع الحبل السري المغذي للثورة بالمنطقة، عن طريق فصلها عن حاضنتها الطبيعية وتجفيف مختلف مصادر الدعم والإسناد اللوجستي. سيكولوجية التدخين لدى المراهق وسيرورة الإدمان والإقلاع عن السجائر

تحاول الدراسة الإجابة على التساؤلات التالية:. - ما هي أهم خصائص إدمان المراهقين على السجائر ؟ ما هي أهم دوافع التوقف عن التدخين عند المراهقين؟ ما هي أهم العادات السلوكية والدوافع المتعلقة بالإدمان على تدخين السجائر والإقلاع عنه والظروف المصاحبة لها؟. وتهدف الدراسة: إلى الكشف عن مدى انتشار ظاهرة التدخين بين المراهقين. وتحديد الأسباب والعوامل المشجعة على التدخين عندهم. والاستفادة من هذا البرنامج لوضع إستراتيجية وقائية من التدخين عند المراهقين. وإثراء المعرفة العلمية في مجال الإدمان على التدخين وأهم الطرق المقترحة لعلاجها. وأشارت بعض البحوث إلى اقتران التدخين بانتشار بعض الانحرافات بين أوساط المراهقين مما يجعل الإقلاع عن التدخين وسيلة تجنب المراهق ويلات الانحراف. The study attempts to answer the following questions: What are the main characteristics of adolescents' addiction to cigarettes? What are the main motives for stopping smoking among adolescents? What are the most important behavioral habits and motivations related to cigarette smoking addiction and cessation, and the accompanying conditions? The study aims: To reveal the prevalence of smoking among adolescents. And determine the causes and factors encouraging smoking for them. And taking advantage of this program to develop a preventive strategy for smoking in adolescents. And enriching scientific knowledge in the field of smoking addiction and the most important proposed methods for treating it. Some research has indicated that smoking is associated with the spread of some deviations among adolescents, which makes quitting smoking a means to avoid adolescents and the ravages of deviation.
الخالدية بين الدعوة إلى الإصلاح والبعد الثوري الاستقلالي

رغم ما كتب عن الأمير خالد، إلا أن نشاطه السياسي المميز في تاريخ الحركة الوطنية الذي شكل ظاهرة فريدة من نوعها جعلت البعض يسميها بالحركة الخالدية فهو في حاجة ماسة إلى مزيد من البحث، ولعلّ أهم إشكالية لازالت قائمة إلى يومنا هذا هي طبيعة حركته، فهل هي مجرد حركة إصلاحية في إطار الشرعية الفرنسية ؟، أم أنها حركة ذات أبعاد استقلالية؟. هذا ما ستحاول هذه الدراسة مناقشته انطلاقاً من كتابات الأمير، اعتمادا على المنهج التحليلي. توصلت الدراسة إلى عدة استنتاجات، لعلّ أهمها: واقعية الأمير خالد في نضاله، ففي الفترة الممتدة (1913م-1919م) لماّ كان نقيب في الجيش الفرنسي، تمحورت محاضراته حول التعبير المحتشم عن ما يعيشه المسلم الجزائري من أوضاع مزرية ، ولكن بعد نهاية الحرب العالمية الأولى، وما أفرزته من نتائج محلياً ودوليا حاول الأمير خالد استغلال الفرصة، ودخل معترك الحياة السياسية، باعتبار يجب أن يكون من داخل مؤسسات الإدارة الاستعمارية نفسها، وبالتوازي مع ذلك قام بعمل فردي حر، مراهناً على الصحافة (الإقدام)، والعمل الجمعوي، والمسرح. إضافة إلى فقد توصلت الدراسة إلى أن الحركة الخالدية بقدر ما كانت حركة إصلاحية، إلا أنها كانت ذات أبعاد ومرامي استقلالية تجسدت خاصة في عريضته إلى الرئيس ويلسن، وهريو ، وكذلك في الدور الفعال الذي قام به قبل تأسيس نجم شمال إفريقيا. This study will attempt to discuss the problem of Prince Khaled's movement, is it a purely reformist movement, or does it have revolutionary dimensions, based on the writings of the Prince, relying on the study's analytical method. The study reached several conclusions, perhaps the most important of which are: Prince Khaled’s realism in his struggle. During the extended period (1913-1919) when he was a captain in the French army, his lectures focused on the modest expression of the miserable conditions of the Algerian Muslim, but after the end of the First World War. And the results it produced locally and internationally, Prince Khaled tried to take advantage of the opportunity, and entered the battlefield of political life, as it must be from within the institutions of the colonial administration itself, and in parallel with that, he carried out individual free work, betting on the press (performance), collective action, and theatre. In addition, the study concluded that the Khalidi movement was as much a reformist movement, but it had dimensions and goals of independence embodied especially in his petition to President Wilson and Hario, as well as in the active role he played before the establishment of the North African Star.

تبحث هذه الدراسة في النظرية السياسية للفيلسوف والسوسيولوجي الالماني يورغن عابرماس بوصفها عصارة قراءاته النقدية لتاريخ الفكر الإنساني الحديث والمعاصر، فقد عمل على صياغة ما بات يعرف بنظرية الفعل التواصلي، انطلاقا من الأسس الفلسفية للأخلاقية السياسية الكانطبة من جهة وللعقلانية التواصلية من جهة أخرى، وهو ما مكنه من طرح البديل النظري الذي استند في بعده السياسي على مفهوم الديموقراطية التشاورية التي تسمح للمتحاورين أن يعامل بعضهم البعض على قدم المساواة في إطار التعاون للتوصل إلى تفاهم بشأن المسائل ذات الاهتمام المشترك. This study aims at scrutinizing the political theory of the German philosopher and sociologist Jürgen Habermas as a summary of his critical readings of the history of modern and contemporary human thought, as a result of this, he presented the theory of communicational action based especially on the philosophical foundations of Kantian political morality and communicational rationality, which allowed him to propose a theoretical alternative Based in its political dimension on The concept of deliberative democracy that allows interlocutors to treat each other as equals in a cooperative attempt to reach an understanding on matters of common concern.
الثورة الجزائرية ضمن اهتمامات الوطنيين التونسيين

تتناول هذه الدراسة بعض الجوانب المهمة من العلاقات الجزائرية التونسية خلال الثورة التحريرية، وهي تهدف إلى تسليط الضوء على مسار التضامن العريق الذي عبر عنه الوطنيون التونسيون تجاه ثورة التحرير في الجزائر، من أمثال المقاوم "الطاهر لَسود" الذي أدرك قيمة الثورة الجزائرية وأهمية المشاركة فيها، خاصة بعدما اقتنع بأن تحرير الجزائر هو تحرير لتونس أيضا. فقد سجل التاريخ الكثير من مظاهر التفاعل والتضامن والتآزر التي أبداها المقاوم الطاهر لَسود تُجاه الثورة الجزائرية، من خلال مساعيه وجهوده في سبيل توحيد الكفاح مع إخوانه الجزائريين ضدّ المستعمر الفرنسي، ومساهمته في عمليات إمداد الثورة بالأسلحة والذخيرة عبر تونس. هذا فضلا على مشاركته الميدانية في صفوفها ودعوة التونسيين إلى مساعدة الثوار الجزائريين بعد استقلال تونس. This study addresses key aspects of Algerian-Tunisian relations during the Algerian War. It aims at highlighting the deep rooted path of solidarity towards the Algerian War expressed by some Tunisian patriots such as the resistant Tahar Lassoued, who appreciated the Algerian War and recognized the importance of participating in it, as he was convinced that liberating Algeria is liberation for Tunisia as well. Accordingly, the several interactions, solidarity and synergies revealed by the resistant Tahar Lassoued towards the Algerian War were recorded. For instance, Lassoued contributed to joining forces with his Algerian brothers against the French colonizer, to supplying arms and ammunition to the war through Tunisia, to participating in the armed conflict, and to calling on Tunisians to assist Algerian rebels after Tunisia's independence.
معايير ومتطلبات جودة عضو هيئة التدريس الجامعي

تعتمد جودة مؤسسات التعليم العالي على نوعية أعضاء هيئة التدريس بها ،لأن هذا الأخـير يساهم في وضع برامج ومناهج وبحوثا متطورة تهدف لضمان خريج متميز. وحـتى يكون هذا التميز فان هناك حاجة ماسة لتهيئة الدعائم والمقومات التي تمكنه من الاستجابة الكاملة لحاجات المرحلة الحالية والمستقبلية ،فنمو الأستاذ وتطوره أصبح ضرورة لابد منها، ، إذ لم يعد يكفي أن يتقن مادته العلمية،بل لابد له من التمـتع بكفايات ومهارات شخصية متكاملة ، قادرا علي فهـم حاجات طـلابه وتوجيهيهم وحفز تعلمهم. ولكل ما تقدم بات من الضروري النظر في الأدوار المعاصرة لأعضاء هيئة التدريس وتوعيتهم بها، وإعدادهم خاصة في ظل البحث عن الجودة. والدراسة الحالية محاولة للكشف عن معايير ومجالات جودة الأستاذ الجامعي وللإجابة على هذا التساؤل اعتمدنا خطة منهجية انطلاقا من الإشكالية وتساؤلات الدراسة أهميتها وأهدافها واهم مصطلحاتها مع الإشارة لبعض الدراسات السابقة، وصولا إلى العناصر التي تجيب على تساؤلاتها. The quality of higher education institutions depends on the quality of its teaching staff. And in order for this distinction to be, there is an urgent need to prepare the pillars and components that enable him to fully respond to the needs of the current and future stage, as the professor’s continuous growth and development has become an unavoidable necessity, he must have complete personal competencies and skills. it has become necessary to consider the contemporary roles of faculty members, make them aware of them especially in light of the search for quality. The current study is an attempt to uncover the standards and fields of quality of a university faculty member, and to answer this question, we adopted a plan based on the problem of the study and its questions, with an indication of its importance, objectives, important terms with reference to some previous studies, leading to a set of elements that serve the research and answer its questions.
علاقة استراتيجيات مواجهة الضغوط بالإكتئاب

The current study aimed to know the relationship between coping strategies, and the degree of depression among nurses of Urgency Department , it was applied a random sample of '100' nurses. The researcher Wakly Badia’s questionnaire of coping strategies (2014), and Beck Depression Scale (BDI2) were applied. Result :There is a correlation between the strategies of coping with stress and the degree of depression among nurses. The nurses use the most effective coping strategies in facing stress.- There are differences in the coping strategies, and in the degree of depression among nurses due to gender.
النشاطات العلاجية الدينية في المدينة الجزائرية

اهتمت هذه الدراسة الميدانية في البحث حول أسباب توجه الأفراد نحو النشاطات العلاجية الدينية في المدينة الجزائرية، على الرغم من أن البيئة الحضرية طاردة لهذه النشاطات الا أن الطبيعة الثقافية والاجتماعية للمجتمع الجزائري، وغياب قانون صريح يحدد منعها، سمح بانتشار مختلف عيادات الرقية والحجامة والعلاج بالأعشاب، وهذا التواجد ليس الا ترجمة للإقبال الهائل نحوها. أجريت الدراسة على عينة بحث في مدينة باتنة، حددت العينة بأفراد يتوجهون الى هذه النشاطات لطلب التشخيص والعلاج، بهدف تحديد مختلف الأسباب الثقافية والاجتماعية التي تؤدي بهم الى التوجه الى النشاطات العلاجية الدينية. This study interestss in research on the reasons for individuals heading towards religious healing activities in the Algerian city, although the urban environment repels these activities, but the cultural and social nature of Algerian society, and the absence of an explicit law determining their prevention, allowed the spread of various clinics of ruqyah, cupping and herbal therapy, and this Presence is nothing but a translation of the huge people who goes towards it. The study was conducted on a research sample in the city of Batna, and it identified treatment for individuals who go to these activities to seek diagnosis and treatment, to try to determine the various cultural and social reasons that lead them to go to religious remedial activities.
قانون الحرب العادلة وحروب روما التوسعية

إعتمدت روما في توسعاتها إلى جانب القوة العسكرية، على منظومتها القانونية، ومن بين هذه القوانين قانون الحرب العادلة الذي يوجب الحرب إلا في حالة إلحقاق الضرر بالرومان وممتلكاتهم وحلفائهم، وفي هذه الورقة البحثية سيتم دراسة الأسباب التي قدمها الكتاب القدامى لإعلان روما الحرب ضد قرطاجة. لنخلص في الأخير إلى ضعف التبريرات المقدمة من طرف الرومان في الحروب البونية، لكن باستغلال منظومتها القانونية وتكييفها وفق حاجتها السياسية والعسكرية تمكنت من تدمير قرطاجة، ومن خلال تجربة الحروب البونية بدأت تظهر ملامح الفكر الإستعماري الذي ظهر ببداية التوسع الروماني. The Level Of Quality Of Life Among First-year University

The study aims to reveal the differences in the quality of life between high achieving and low achieving first-year students at the University of Tlemcen. The Sample of the study consists of 52 students, 25 high achieved and 27 low achieved first-year students at the University of Tlemcen Social Sciences in 2019/2020. They were randomly selected, and applied the (Kadhim and Mensi, 2006) Quality of Life standard. A comparative descriptive approach is used in this study. The results are calculated by using different tests. The obtained results of this study show a statistically significant differences between the high achievement and the low achievement in terms of scores. while there is no statistically significant difference between the males and females belonging to the same category; if high or low achieved students.

And here we find ourselves in the face of forms that are self-evident in the originality of this intellectual legacy, This led Muhammad Abid al-Jabri to settle through a critical thought in which all the thought of an intruder had been cleaved. The aim of our research paper is a presentation of the criticism of thought and its precise epistemology based on that analytical approach, which produced results that weighed heavily on human thought.
الأفكار اللاعقلانية وعلاقتها بمفهوم الذات لدى المراهق المتمدرس

هدفت إلى التعرف على العلاقة بين الأفكار اللاعقلانية ومفهوم الذات لدى عينة من تلاميذ الطور الثانوي. تم استعمال المنهج الوصفي الارتباطي وتطبيق مقياسي الأفكار العقلانية واللاعقلانية لسليمان الريحاني (1985) وتنسي لمفهوم الذات، على عينة قدر عددها بـ 100 تلميذ وتلميذة، وبحساب معامل الارتباط بيرسون توصلنا إلى النتائج التالية: -توجد علاقة ارتباطيه عكسية دالة إحصائيا بين الأفكار اللاعقلانية ومفهوم الذات لدى عينة الدراسة، ما يعني أنه كلما ارتفعت الأفكار اللاعقلانية كلما انخفض مفهوم الذات؛ -لا توجد فروق دالة إحصائيا في الأفكار اللاعقلانية بين التلاميذ تعزى إلى متغير الجنس وأيضا الشعبة؛ -لا توجد فروق دالة إحصائيا في مفهوم الذات بين التلاميذ تعزى إلى متغير الجنس وكذا الشعبة An abstract is a brief, present study aimed to know the relationship between irrational ideas and self concept among gender secondary school, Where the descriptive correlation approach was used, and the researcher apply the scale of rational and irrational beliefs prepared by Rihani (1985), and the Tenisi scale as study instrument (1978) .on a sample of (100) people, after calculation of the correlation coefficient Pearson analysis of the results showed that: -There is a inverse correlation between irrational ideas and the notion of self in the study sample, which means that the higher the irrational ideas the lower the concept of self. -There are no differences based on the statistics in the irrational ideas of students due to the sex and specialty variable. -There are no differences based on the statistics in the self concept of students due to the sex and specialty variable.
تحولات الرابط الاجتماعي في المجتمع الجزائري

نسعى من خلال هذا المقال إلى تتبع مراحل تطور الرابط الاجتماعي في المجتمع الجزائري بدءا بمرحلة ما قبل الاستعمار، وذلك بهدف تقديم صورة عامة عن خصائص الرابط الاجتماعي خلال هذه الفترة، مرورا بمرحلة الاستعمار الفرنسي التي غرفت تفكيكا ممنهجا للرابط الاجتماعي، ثم مرحلة الثورة التحريرية التي عملت على تكوين أشكالا خاصة من التضامن القائم على الأخوة كشكل من أشكال الرابط الاجتماعي من أجل تحقيق غاية مشتركة هي التحرر الوطني، وصولا إلى مرحلة الاستقلال التي عرفت تحولات اجتماعية واقتصادية وسياسية كان لها الأثر السلبي على بنية الرابط الاجتماعي. Through this article, we seek to trace the stages of the transformation of the social tie in Algerian society, starting with the pre-colonial stage, with the aim of providing a general clarification of the characteristics of the social tie during that period, passing through the stage of French colonialism, which witnessed a process of deliberate dismantling of the social bond, and then the stage of the liberation revolution that It sought to form special forms of solidarity based on brotherhood as a form of social tie, in order to achieve a common goal, which is national liberation, up to the stage of independence, which witnessed social, economic and political transformations, which had a negative impact on the structure of the social tie.
Locus Of Control Scale In The Elaboration Of Permanent Safeguard Plan's Projects In Algeria

Since 2013 and as part of my PhD preparation, I have been engaged in a series of research on the influence of individual characteristics of citizens in their participation. This series of studies aims to effectively involve citizens in conservation projects and to enhance the value of built heritage, thus building a basis for a participatory approach between citizens and public actors. This research is the third after the studies on "community spirit" and then "individual competency". The aim of this work is to examine one of the psychological variables "locus of control" that could influence citizen participation level, in the context of permanent safeguard plans projects elaboration. The data was collected from citizens of two old districts "Messaaba and L'Aacheche" in the city of El Oued, located in south-eastern Algeria, who were interviewed by questionnaire.

تطور الوضع السياسي والعسكري بالجزائر في عهد البيلربايات

عرفت الجزائر في مرحلة من المراحل التي قطعتها خلال مسيرتها التاريخية، وبالضبط مع مطلع العصر الحديث ارتباطا خاصا بالخلافة العثمانية، وذلك ابتداءً من عام 1519م وإلى غاية 1830م، اختلف في جوهره وظاهره عن غيره من الأقاليم والدول التي انضوت تحت رايتها، وذلك لعدة معطيات وظروف سوف يتم ذكرها في مقامها، وعموما فإن الجزائر مرت خلالها بعهدين، أو بالأحرى بشكلين من أشكال الارتباط، الأول تميز بالارتباط القوي بالخلافة العثمانية وبسلاطينها، الذين كانوا يعينون حكامها وينهون مهامهم في جو من الانضباط والطاعة التامة، كما كانت الجزائر فيه تمثل امتدادا للخلافة العثمانية في الحوض الغربي للبحر المتوسط إلى أقصى حد، وضم كل من مرحلة حكم البيلربايات من 1519م إلى 1587م، ومرحلة حكم الباشوات من 1587م إلى 1659م، وامتد بذلك من عام 1519م إلى 1659م. أما العهد الثاني للوجود العثماني بالجزائر، فيعتبر عهد التبعية غير المباشرة، أو عهد الارتباط الضعيف، وضم كلا من مرحلة حكم الأغاوات من 1659م إلى 1671م، ومرحلة حكم الدايات بقسميها (الدايات العاديين، والدايات الباشوات) من 1671م إلى 1830م، وامتد بذلك من عام 1659م إلى 1830م، حيث كان حاكم الجزائر يحظى فيه أولا بإجماع الديوان، الذي يضم القادة المسيرين بالجزائرعلى توليه الحكم، قبل مراسلة السلطان العثماني من أجل تجديد الولاء والحصول على التزكية، التي أصبح الحصول عليها شكليا، وبذلك لم يصبح حكام الجزائر خاضعين خضوعا كاملا للسلطة المركزية، بل سجل في العديد من المرات تعارض واضح في المواقف بينهم وبين سلاطين الدولة العثمانية من قضايا جد هامة، سواء في العلاقات مع بعض الولايات العربية، أو بعض الدول الأوروبية وغيرها. وللوقوف على حقيقة ذلك الارتباط، وكيفية تطور الوضع السياسي والعسكري بالجزائر في مختلف مراحل تلك الفترة، سوف يتم التعرض لمختلف جوانبه، وأهم أحداثه وحكامه، من خلال مجموعة من المقالات، نستهلهابالوقوف عند ظروف انضواء الجزائر تحت راية الخلافة العثمانية، في محاولة للإحاطة قدر الإمكان بالموضوع، باستعراض أهم التطورات التي عرفها المكان والزمان، وكذا مختلف الجهود التي بذلت خدمة للجزائر، والخلافة العثمانية، والأمة الإسلامية. وأصبحت بذلك تشكل وبكل تأكيد طرفا هاما في المنظومة الأمنية الإسلامية بمنطقة البحر المتوسط، ولاسيما الغربي منه، كما كانت تعمل على تغطية الأحداث والمستجدات في بلاد المغرب، الذي عرف في تلك المرحلة مخاضا عسيرا ولدت على إثره كيانات سياسية جديدة في المنطقة، سواء بتونس وليبيا في الجهة الشرقية للجزائر، أو بالمغرب الأقصى في الجهة الغربية لها. لذلك كان من الضروري على الجزائر أن تتكيف مع المستجدات، وتساير الأحداث والتطورات، وتكون على اطلاع دائم وسريع بكل المتغيرات، التي كانت كثيرا ما تكون سببا إما في تحقيق الانتصارات المجيدة، التي يفتخر بها أبناء المنطقة في سائر العصور، أو تتلقى الهزائم والانكسارات المريرة، التي يجتر أولئك الأبناء نفسهم مآسيها لأعوام مديدة. لقد كان عهد حكم البيلربايات (1519م – 1587م)، وخاصة عهد خير الدين برابروس (1519م-1546م)، الذي يمثل فاتحة المرحلة الأولى للنفوذ العثماني بالجزائر أهمية جد خطيرة، اذ كان يرتكز عليه كل مستقبل المنطقة برمتها، حيث كان الميلاد عسير لاسيما في تلك الظروف المحلية والدولية، التي كانت محفوفة بالمخاطر والمصاعب والتحديات، حيث استطاعت الجزائر فيها الوقوف الند للند في وجه أكبر قوة استعمارية في المنطقة آنذاك، والمتمثلة في الإمبراطورية الاسبانية. ولمحاولة الوقوف عند حقيقة تطور الوضع السياسي في تلك الفترة بالجزائر من جهة، وفي المجال الذي كان يحيط بها من جهة أخرى، سوف يتم التعرض لمختلف جوانبه، وأهم أحداثه وعملياته، من خلال هذا المقال، في محاولة للإحاطة قدر الإمكان بالموضوع، عن طريق استعراض أهم التطورات التي عرفها، وكذا مختلف الصفحات التي طواها. Algeria had known during its historical path, and especially with the beginning of the modern era, a special attachment with the Ottoman Caliphate, starting from 1519 until 1830, this attachment was different from the other countries which were under its banner according to several data and circumstances which will be mentioned after. Generally, Algeria passed through it two eras, or two forms of attachment, the first one was characterized by the strong link with the Ottoman Caliphate and its sultans, who had the ability to designate and dismissal its rulers in an atmosphere of discipline and complete obedience, as Algeria was an extension of the Ottoman Caliphate in the Mediterranean Western Basin to the maximum extent, and it included both the period of Pilgrims rule from 1519 to 1587, and the period of Pashas rule from 1587 to 1659, and thus extended from 1519 to 1659. Concerning the second era of the Ottoman presence in Algeria, is considered the Era of the indirect dependency, or the Era of the weak attachment, and it included both the period of the Aghas rule from 1659 to 1971, and the period of the Deys rule, which was divided in two sections (ordinary Deys and the Pashas) from 1671 to 1830, and this rule extended from 1659 to 1830, when the ruler of Algeria regrouped the members of the EL Diwane, composed of the leaders in Algeria on his assumption of power, before writing to the Ottoman sultan in order to renew allegiance and obtain acclamation, which became a formality, as result the rulers of Algeria became independent from the central authority, and many contradictory positions were born between them and the sultans of the Ottoman Empire in several occasions on very important issues, whether in relations between some Arab states, or some European countries and others.
