    ملخص: تفرض التحولات الفكرية الإدارية المعاصرة عدة تحديات تنظيمية، حيث أصبحت الإدارة اليوم خاصة بعد أن سيطرت تكنولوجيا المعلومات مطلوبا منها مواكبة التغير الحاصل في المجتمع، فهي عبارة عن كائن حي يتعلم وينمو ويتطور، وبذلك فقد انتقل الفكر الإداري من مفهوم الإدارة التقليدية المنغلقة إلى مفهوم الإدارة المرنة المفتوحة التي تتوافق مع متطلبات البيئة الخارجية (السوق)، وفي هذه الأثناء ظهرت الحاجة إلى العلاقات العامة بشكل عام والمسؤوليات الأخلاقية بشكل خاص، وذلك انطلاقا من الحاجة للتدريب الأخلاقي وتفعيل مواثيق الشرف المهنية. Résumé: intellectual managerial Transformations impose several organizational challenges, in terms of management today, particularly after the control of information technology is required to keep pace with the change in the community, it is a living creature learns, grows and develops, so the management thought has moved from the concept of the closed traditional management to the concept of open flexible management that are compatible with the requirements of the outside environment (market), in meantime the need for public relations in general and ethical responsibilities in particular have emerged out of the need for ethical training and activation of professional charters of honor.
