Abstract

ملخص: تفرض التحولات الفكرية الإدارية المعاصرة عدة تحديات تنظيمية، حيث أصبحت الإدارة اليوم خاصة بعد أن سيطرت تكنولوجيا المعلومات مطلوبا منها مواكبة التغير الحاصل في المجتمع، فهي عبارة عن كائن حي يتعلم وينمو ويتطور، وبذلك فقد انتقل الفكر الإداري من مفهوم الإدارة التقليدية المنغلقة إلى مفهوم الإدارة المرنة المفتوحة التي تتوافق مع متطلبات البيئة الخارجية (السوق)، وفي هذه الأثناء ظهرت الحاجة إلى العلاقات العامة بشكل عام والمسؤوليات الأخلاقية بشكل خاص، وذلك انطلاقا من الحاجة للتدريب الأخلاقي وتفعيل مواثيق الشرف المهنية.
