Abstract

"المقاطعة الإدارية وحدة إدارية جديدة تدعمت بها الإدارة العامة في الجزائر، إستحدثت بموجب الإصلاحات الساسية والإدارية والإجتماعية في عديد من ولايات الجنوب )10( والهضاب العليا )44( التي تمتاز بخصوصيات جغرافية وسيادية وأخرى إقتصادية وثقافية، تسعى لتحسين وترقية الخدمة العمومية والتنمية المحلية بالإستجابة لمصالح المواطنين وحاجياتهم المتزايدة بكفاءة ونوعية المتطلبات، وبالمقابل فقد أثير نقاشا وجدلا قانونيا وسياسيا حولها يمثل في تحديد طبيعتها ومكانتها وصلاحياتها ومدى فعاليتها على القيام بمهامها، ومن المخاوف التي تراهن تقدم المقاطعة الإدارية هي الأوضاع التي تعيشها البلاد حاليا ، وكذا الإشكالات التي تواجهها منها ماهي قانونية وأخرى عملية. "The administrative boycott is a new administrate unit supported by the administration geneal in Algeria, it was introduced under the political social and administrative reforms in a lot of southern wilaya (10) and high plateaus (44) excelled by geographic sovereign and other economic and cultural supgrade the pecies . It seeks the inprore and upgrade the public service and local developement by responding to the interests of citizens and growing widgets by efficiency and quality in the needs . On the other hand ,legal debate and controeersy arose and political appears in determination of its nature and place terms of reference and its efficacity to do its duties from the fears that mortage the progress of the administrative boycott . The conditions that the country lives those days also the problems which suffered from some of them are legal and the others are operational.
