| dc.description.abstract | ويعرف تطبيق النظام الإداري في الجزائر تطبيقا واسعا وسليما وذلك بإعتمادة على مقومات أساسية من بينها الهيئات اللامركزية التي تساهم في أساليب وإجراءات عمل النظام الإداري في الدولة, وتتشكل الإدارة الإقليمية من هيئتان تتمثل في الولاية والبلدية ,وتشكل هذه الأخيرة الجماعة القاعدية لها. بتفاقم الأخطار المحدقة بالبيئة وتعاظم المشكلات التي أصبحت تهددها بصفة دائمة، نتيجة الاستغلال المفرط لعناصرها والاستنزاف الغير عقلاني لمواردها أدت إلى تعالي الأصوات المنادية بحماية البيئة بشكل يضمن استدامتها والحفاظ على دورها الحيوي قصد الاستفادة منها من طرف الأجيال القادمة إذ تضمنت مختلف القوانين المتعمقة بموضوع البيئة على المستوى الدولي والداخلي . | en_US |
