Abstract

إن دراسة موضوع التعاون المشترك ما بين البلديات من أهم مواضيع القانون الإداري، حيث تعتبر البلدية هي الجماعات الإقليمية القاعدية في الدولة، تتمتع بالشخصية المعنوية والذمة المالية المستقلة. كما يشكل التعاون المشترك مابين البلديات أحد الآليات الحديثة لتطوير الأداء الإداري. حيث تم تقسيم الموضوع إلى فصلين، فتناولنا في الفصل الأول "النظام القانوني للتعاون المشترك بين البلديات"، أما الفصل الثاني فتطرقنا إلى "التعاون المشترك بين البلديات كآلية حديثة لتطوير الأداء الإداري".The study of the issue of joint cooperation between municipalities is one of the most important topics of administrative law, as the municipality is considered to be the basic regional group in the state, and it enjoys an independent moral and financial personality. The joint cooperation between municipalities is also one of the modern mechanisms for developing administrative performance. The topic was divided into two chapters, in the first chapter, we dealt with "the legal system for joint cooperation between municipalities" as for the second chapter, we dealt with "joint cooperation between municipalities as a modern mechanism for developing administrative performance".
