| dc.description.abstract | "تهدف هذه الدراسة الى تسليط الضوء على محددات الشراكة بين القطاع العام والقطاع الخاص (PPP) ومدى التطوير والتنمية الاقتصادية في الجزائر، من خلال التركيز على التجربة الأجنبية وعلى دراسة وتحليل بعض العقود التي أبرمتها الحكومية. وبهدف تفادي المخاطر السياسية والاقتصادية المحتملة من الشراكة بين القطاعين العام والخاص والتي يمكن ان تأخذ شكل زيادة تكاليف المشروع والتعديل في القوانين وضعف الرقابة من قبل الدولة بسبب ضعف المؤشرات الموضوعة في العقود وتلزيم مشاريع شراكة في ظل نظام مناقصات شفاف وعادل. لذلك لابد من وضع أساليب وطرق من الحد من قضايا الفساد نتيجة المحسوبية لصالح الشركات والأفراد المتمتّعين بصلة بذوي الشأن العام. ومن المحتمل أن يؤدّي غياب الرقابة والشفافية والنزاهة الى زعزعة ثقة المستثمرين عوضاً عن جذبهم. ولابد من وضع أيضا ضمانات ضد احتكار التلزيم في المناقصات لضمان الشفافية والنزاهة والتقييم والموافقة لخلق بيئة اعمال لتشجيع على الشراكة بين القطاعين لتنمية اقتصادية واعدة. ""This study aims to shed light on the determinants of partnership between the public and private sectors (PPP) and the extent of economic development and development in Algeria, by focusing on the foreign experience and studying some of the contracts concluded by the government In order to avoid potential political and economic risks from the partnership between the public and private sectors, which can take the form of increasing project costs, amendment of laws and weak oversight by the state due to weak indicators set in contracts and binding partnership projects under a transparent and fair bidding system. Therefore, methods and methods of limiting corruption cases because of favoritism muster developed for the benefit of companies and individuals with links to public stakeholders. Lack of oversight, transparency and integrity is likely to undermine investor confidence rather than attract them. Put guarantees must also in place against the monopoly of supply in tenders to ensure transparency, fairness, evaluation and approval of the work environment in order to enhance the partnership between the two sectors for promising economic development " | en_US |
