Abstract

تعد الجزائر من بين الدول التي تسعى لعصرنة قطاعاتها العمومية وتحديث أداء المرفق العام وظيفته موضوعه وعلاقاته واستدعى هذا التوجه الجديد لنظرة المرفق العام إشراك القطاع الخاص في أداء هذه المهام حيث تعتبر فترة التسعينيات بداية مسار جديد للجزائر في تجسيد هذه الفكرة إذ تم تنفيذ سياسية جديدة لتحرير الاقتصاد بفتح السوق لمبادرات القطاع الخاص لمارس مختلف الأنشطة الاقتصادية كما توسيع نطاق هذه السياسة لتشمل مختلف أنشطة الخدمة العمومية لاسيما منها تلك الأنشطة ذات الطبيعة الصناعية والتجارية فسمح للقطاع الخاص بمشاركة الدولة في القيام بمهمة تسيير المرافق العامة والتنازل عن بعض مهامها التي كانت تديرها هي وإحدى المؤسسات العامة ذات الطابع الإداري والتابعة لها عن طريق الية تفويض المرفق العامAlgeria is one of the countries that seeks to modernize its public sectors and modernize the performance of the General Assembly.
