Abstract

ملخص: برزت مؤثرات التغيير العالمي لتقف الدولة عموما والدول النامية أو ـــ كما يُسميها الباحث الاقتصادي ألفرد سوفي Alfred sauvy بدول العالم الثالث ، عند مفترق طرق من دون أن تحظى بحق الاختيار أيَ طريق تسلُك ، فبرزت ظاهرة العولمة كتعبير عن واقع سياسي وأيديولوجي جديد ينبغي على الدولة في العالم الثالث أن تتعامل معه وفق إمكانياتها وطبيعتها وخصائصها المتميزة عن باقي العالم، و إحلال السيادة الاقتصادية العالمية محل السيادة الاقتصادية الوطنية مؤديا إلى بلورة فكر اقتصادي جديد معولم لا يأخذ بعين الاعتبار مدى تقدم وتطور البلدان في ظل انكشاف اقتصادي مع تراجع وتحجيم دور الدولة في الأنشطة الاقتصادية والاجتماعية والآثار السلبية الناجمة عنه. Abstract: The global change effect has raised generally in order to make the state standing up or the developing countries or what the economist Alfred Sauvy has ever called as the third world Countries , in cross road without having the right to choose which road it takes , thus globalization phenomenon has come into view as significant of a new political and ideological reality that the state in the third world should deal with according to its unique abilities , natures and charchterishics from the other world. And exchanging the global economic sovereign instead , of the national one leading to crystallization of a new economic idea which is globalized doesn't take into consideration to an advance and development of countries under an economic.
