Abstract

Study summary in Arabic : The importance of the scientific subject is that it aims to capture the conceptual framework of administrative licensing and its relationship with the opening of private medical clinics, especially that the latter is dependent on this license. The basic study also shows that it seeks to reveal the procedures and mechanisms that the Algerian legislator has set up to grant administrative license, Especially medical practice, which will only come when reviewing the legal texts adopted by the legislator in this sensitive sector as well as the relationship to the life of the citizen. We conclude from our study that: - Administrative license is the permission issued by the competent administrative authority and this after studying the technical and technical file and the availability of legal conditions. - The license shall not be made except on the basis of a decision issued by the competent administrative authority. - Administrative license Although it is a restriction on the principle of freedom, but it gets returned to the original and is permissibility.
