Abstract

المراقبة الإلكترونية نظام عقابي مستحدث وعصري، يقوم على الاستعانة بالتكنولوجيا العلمية في المجال الجنائي بصورة تحقق مزايا عديدة للمؤسسات العقابية وللمحكوم عليهم وللمجتمع ككل، بمفهوم رضائي يسمح بتحقيق قيمة إصلاحية متميزة، تبرز من خلال التأهيل وإعادة الإدماج. وقد تم التطرق إليه في هذا البحث على أنه بديل للعقوبة السالبة للحرية قصيرة المدة، فهو يساهم في التقليل من سلبيات العقوبة السالبة للحرية ويخفف عن المؤسسات العقابية، ويتطلب تطبيق هذا النظام مجموعة من التدابير والالتزامات وكذا إجراءات خاصة تفرضها وتشرف عليها الجهات المعنية . Electronic surveillance is a modern and modern penal system، based on the use of scientific technology in criminal matters، which brings many advantages to penal institutions، to the convicts and to society at large، with a concept of satisfaction that allows for the achievement of a distinct correctional value، manifested through rehabilitation and reintegration. This research has been discussed as an alternative to the short-term penalty of deprivation of liberty. It contributes to reducing the disadvantages of deprivation of liberty and relieves penal institutions. The application of this system requires a range of measures and obligations as well as special procedures imposed and supervised by the relevant authorities.
