Abstract

تعد معالجة الاختلالات الاقتصادية مسألة في غاية الأهمية على صعيد الاقتصاد الكلي لأي دولة، لذلك اهتم الاقتصاديون بدراستها وتحليل آثارها على مختلف المتغيرات الاقتصادية الكلية، فأخذ عجز الموازنة العامة اهتمام الكثير منهم باعتباره سمة تكاد تعرفها معظم الدول سواء المتقدمة منها أو النامية. بعد اعتمادها لمدة طويلة على مبدأ التوازن المالي الذي كان يدعو له الفكر الكلاسيكي، إلا أنه بعد أزمة الكساد الكبير عام 1929م، ظهر فكر جديد بقيادة الاقتصادي "جون مينارد كينز"، الذي لم يستوعب فكرة التوازن المالي، وانطلق من كون أن القضايا الاقتصادية يجب أن تكون ذات أولوية على حساب المعطيات المالية، وذلك بإعطاء الموازنة العامة بعدا ودورا اقتصاديا، ينتج عنه استخدامها كأداة للتصدي للاختلالات، فالعجز يجب أن يساعد على الإنعاش الاقتصادي ليس في الفترات الصعبة فحسب وإنما في كل مراحل الدورة الاقتصادية.Addressing economic imbalances is a very important issue on the macroeconomic level for any country, so economists have been interested in studying it and analyzing its effects on various macroeconomic variables. After its dependence for a long time on the principle of financial balance, which was called by classical thought, but after the Great Depression of 1929, a new thought emerged, led by the economist "John Maynard Keynes", who did not understand the idea of financial balance, and proceeded from the fact that economic issues must It is a priority at the expense of financial data, by giving the general budget an economic dimension and role, which results in its use as a tool to address imbalances. The deficit should help economic recovery not only in difficult periods, but in all stages of the economic cycle.
