Abstract

"تتطلب عمليات التبادل التجاري الدولي تقنيات معينة لتسوية الالتزامات المالية الناشئة فيما بين أطرافها, تختلف عن تلك التقنيات المستعملة في عمليات التبادل التجاري المحلي, وذلك لأن عمليات التبادل التجاري الدولي تنتابها عدة مشاكل ومخاطر مما قد يؤثر على السير الحسن لهذا النوع من المبادلات التجارية. ومن خلال هذه الدراسة سنحاول التطرق إلى مجموعة تقنيات التسوية المستعملة في المبادلات التجارية الدولية, بما فيها وسائل وتقنيات الدفع وكذا التمويل التي يمنحها النظام البنكي أو المؤسسات المالية المتخصصة بغية تسهيل وتنشيط حركة التبادل التجاري الدولي, وإبراز مختلف الضمانات التي يمكن أن تقدمها هذه التقنيات لأطراف المبادلات التجارية الدولية, مع التركيز بصورة أساسية على تقنيات المستندي بوصفه أهم وأكثر هذه التقنيات استعمالا في نطاق المبالات التجارية الخارجية, كما أن الاعتماد المستندي تقنية تحكمها القواعد ولأعراف الدولية الموحدة للاعتمادات المستندية والصادرة عن غرفة التجارة الدولية التي تهدف إلى توحيد العمل بهذه التقنية على المستوى الدولي, إضافة إلى استعراض تطور تقنية الاعتماد المستندي على مستوى البنك الجزائري ""International Trade Exchange Operations require certain techniques for setting Financial obligations arising between their parties, it differnt from those techniques used in local trade exchange operations; this is because international trade exchanges face many problems and risks which may affect the good contact of this type of commercial exchanges. Through this study we willtry to address the total settlement techniques used in international trade exchanges including payment methods and techniques as well as financing techniques garanted by the banking system or specialized financial institution in order to facilitate and stimulate the movment of international trade exchange and to highlight the various guarantees that these technologies can provide to the parties to international trade exchanges, focusing mainly on the documentary credit technique as the most important and most used of these techniques in the scope of international trade exchanges, and do documentary credit is a technique governed by the unified international rules and norms for documentary credits issued by the international chamber of commerce; which aims to standardize the work of this technology at the international level, in addition to reviewing the development of the documentary credit technology at the level of the Algerian Foreign Bank.
