| dc.description.abstract | العمران هو في معظمه يتمثل إما في بناء أرض أو تجزئتها بغرض البناء عليها أو تقسيم بناية أو هدمها أو مطابقتها وكل هذه الأشغال تتم على أحد العناصر الطبيعية المكونة للبيئة، وأثناء ممارسة هذه الأشغال وهي بالطبع حقوق للأشخاص، يمكن المساس بأحد مكونات البيئة وإلحاق الضرر بإتلافه أو التقليل من قيمته، من هنا كان واجباً على الإدارة المختصة الحفاظ على البيئة، وذلك بسن آليات وضوابط تحكم عملية التعمير وتضبطها، لتجعلها تؤدي دورها على أحسن وأكمل وجه من تسيير وتخطيط للمدن والبنايات، بما لا يضر بالبيئة في نفس الوقت. ومــن هــذا المنطلــق تكمــــن أهميــــة الموضـــوع المتطـــرق لـــه – الضبــط الإداري العمـرانـــي ودوره فــي حمايـــة البيئـــة – فــي كيفيـــة مساهمة آليات الضبط التي تملكها الإدارة في مجـــال التهيئة والتعمير في المحافظة على البيئة، والمحافظة على المنظر الجمالي للمباني وتناسقها والموازنة بين وظيفة السكن والفلاحة ووقاية المحيط والأوساط الطبيعية. | en_US |
