واقع الإدارة الالكترونية والمعيقات التي تقلل من تطبيقها، دراسة حالة: مؤسسة الاسمنت تبسة – الجزائر

Abstract

هدفت هذه الدراسة لمعرفة واقع الإدارة الالكترونية بالمؤسسة والمعيقات التي تؤدي الى عدم تطبيقها. ومن أجل جمع البيانات وتبويبها تم الاعتماد على الملاحظة واستخدام أداة الاستبيان موجه إلى عينة مكونة من (64) عامل من مختلف المستويات الإدارية، ولتحليل هذه البيانات تم استخدام مختلف أساليب التحليل الإحصائي الوصفي والاستدلالي باستخدام برمجية الحزم الإحصائية للعلوم الاجتماعية (Statistical package For Social Sciences) بSPSS V22، بالإضافة إلى برنامج 2013 EXCEL. وتوصلت الى مجموعة من النتائج اتضح منها ان المؤسسة تملك بنية تحتية لتكنولوجيا المعلومات والاتصال ومن ابرزها: الحواسيب، البرمجيات المتنوعة، شبكات الانترنت والانترانت، وأجهزة الحماية والمراقبة وأجهزة الحضور. وتبين وجود أنه يوجد افتقار إلى التخطيط السليم لعملية التحول نحو الإدارة الالكترونية و أن الهياكل التنظيمية الحالية لا تتوافق مع تطبيقاتها. Abstract: The present study aims at explaining the reality of the electronic management within the company and the difficulties that have led to the non implementation in order to collect data and to classify them; we have used observation and the tool of data by sending a sample of 64 workers from different levels of management and analyzing those data through using different methods of analysis of descriptive statistics opting for programming statistical sets of the social sciences (statistical package for social sciences) SPSS V22 B in addition to the program EXCEL 2013. The obtained results show that the company has infrastructures for technology of information and communication and control and different tools. The study shows there is a lack of proper planning for the transfer into electronic management and the current organizing structures are not in harmony with the implementation.
