Abstract

نلخص موضوع د ا رستنا هذا إلى أن الإدارة الالكترونیة ماهي إلا عبارة عن تنفیذ كافة المعاملات والخدمات المقدمة للمواطن بواسطة وسائل الاتصال المتطورة كالإنترنیت وغیرها ، تهدف من خلال انجاز معاملاتها إلى تحقیق می ا زت تتصف بها كالسرعة والدقة وتقلیل الوقت والجهد وكثرة الأو ا رق وغیرها. إن التحول من الإدارة التقلیدیة إلى الإدارة الالكترونیة جاء نتیجة للتغی ا رت الحاصلة في التقدم التكنولوجي والتي لابد من مواكبتها، ولابد أن تقوم على مجموعة من المبادئ والخصائص والأهداف ، ولیس من السهولة بمكان تنفیذ مشروع الإدارة الالكترونیة من دون مواجهة بعض العقبات والمشاكل والتحدیات ، إذ یجب على المسؤولین أخذها بعین الاعتبار عند تنفیذ هذا المشروع الذي له الدور الهام في المساهمة في سیر المرفق العام بانتظام واط ا رد وتحقیق المساواة من خلال توزیع الخدمات بما یحقق الصالح العام للجمیع من دون استثناء. إن مشروع الج ا زئر الالكترونیة 2013 یجسد الإست ا رتیجیة المتكاملة لإدارة عملیة التحول نحو الإدارة الالكترونیة ، إلا أن النتائج المرجوة منه تعد غیر كافیة من الناحیة التطبیقیة نظ ا ر لغیاب إست ا رتیجیة وطنیة شاملة ، وهذا بالرغم من تكامله من الناحیة النظریة.We summarize this topic of our study that electronic management is nothing but the implementation of all transactions and services provided to the citizen by means of advanced communication such as the Internet and others. It aims through the completion of its transactions to achieve features that characterize it such as speed and accuracy, reducing time and effort, and the large number of papers and others. The transformation from traditional management to electronic management came as a result of the changes taking place in technological progress, which must be kept pace with, and must be based on a set of principles, characteristics and objectives, and it is not easy to implement the electronic management project without facing some obstacles, problems and challenges, as the officials must Taking them into account when implementing this project, which has an important role in contributing to the regular and steady functioning of the public utility and achieving equality through the distribution of services in a manner that achieves the common good for all without exception. The 2013 e-Algeria project embodies the integrated strategy for managing the transition process towards electronic management, but the desired results are insufficient in practice due to the absence of a comprehensive national strategy, despite its integration in theory.
