دور الإدارة الإلكترونية في الظروف الاستثنائية ( كوفيد 19)

Abstract

إن التطور لحق بركب الإدارة التقليدية وتحولها للإدارة الإلكترونية، وذلك لمميزاتها العديد كالسرعة والدقة والشفافية، فالإدارة الإلكترونية تعتمد في خدماتها على شبكة الأنترنت فهي تعتبر إدارة افتراضية، ومن أهم أهدافها السرعة في التعاملات، ومن أهم وظائفها أيضا الرقابة والتخطيط والتوجيه والتنظيم. ولقد تم تداول الخدمة الإلكترونية في العديد من المؤسسات الإدارية، كما أنه تم تجربتها في العديد من الدول من أهمها الولايات المتحدة الأمريكية، تونس، فلسطين، إذ تعبر هذه الإدارة من أهم المؤسسات الخدماتية خلال الظروف الاستثنائية، فهذه الأخيرة هي نظرية الظروف الطارئة التي تضرب الدولة في وقت غير مخطط له، ولقيامها يجب أن تتوفر على شروط حددها المشرع في ثلاث نقاط وأهمها قيام الظرف الاستثنائي وكذلك أن يكون الهدف الأساسي هو المصلحة العامة، ومن أهم الظروف الاستثنائية التي ضربت العالم حاليا هي جائحة كورونا التي تعتبر فيروس مستجد تم اكتشافه في ووهان بالصين في أواخر سنة2019 كما امتد إلى بقية بلدان العالم وهذا الفيروس هو فيروس شديد الخطورة فهو سريع الانتشار، لذلك تم وضع مراسيم و تدابير وقائية، كما اعتبرت الإدارة الإلكترونية من أهم التدابير للوقاية من انتشار جائحة كورونا على أساس أنها تطبق مبدأ التباعد وذلك بتقديم الخدمات عن بعد ومن أهم تطبيقات الإدارة الإلكترونية خلال جائحة كورونا هي التعليم عن بعد وتجنب عرقلته وتوقفه، ويكون هذا التعليم عبر المنصات الإلكترونية أهمها منصة موودل modell لكن على الرغم من كافة الإجراءات لإنجاح تعليم عن بعد إلا أنه تعرض لمعيقات أهمها ضعف البنيه الرقمية لبعض الدول. an electronic administration because of its many advantages such as speed, accuracy and transparency. The electronic service has been circulated in many administrative institutions, and has been tested in many countries, the most important of which are the United States of America, Tunisia, and Palestine, where this administration bypasses one of the most important service institutions in exceptional circumstances. The latter is the theory of emergency conditions that strike the state at an unplanned time, for its establishment, it must meet the conditions set by the legislator in three points, the most important of which is the establishment of the exceptional circumstance, as well as the primary goal being the public interest. The rest of the world, and this virus is a very dangerous virus, it is rapidly spreading, so decrees and preventive measures were put in place, and electronic management was considered one of the most important measures to prevent the spread of the Corona pandemic on the basis that it applies the principle of distance by providing services remotely and among the most important applications of electronic management during The Corona pandemic is distance education and avoiding obstructing it and stopping it, this education is via electronic platforms, the most important of which is the Moodle platform, but despite all the procedures for the success of distance education, it has been exposed to obstacles, the most important of which is the weak digital infrastructure of some countries.
