الحكم الراشد وإشكالية السيادة

Abstract

تعتبر السيادة حجز الزاوية في الدولة الوطنية ،كما تعتبر السيادة مؤشر لقوة الدولة او ضعفها . عرفت الدولة الوطنية عدة تحولات ،على مستوى الدور و الوظيفة، فقد كانت الفاعل الرئيس في العلاقات الدولية . ظهور الحكم الراشد كمفهوم جديد انتج، فواعل جدد إلى جانب الدولة ،اصبحت تلعب ادوار مساعدة للدولة أحيانا و في اوقات اخرى منافسة و مهددة للدولة. اثار الحكم الراشد اشكاليات كبيرة للسيادة ،ادت الى تحول في مفهوم السيادة نفسها او ربما اضعافها الى درجة موت السيادة و الكلام عن ما بعد الدولة من خلال بروز القطاع الخاص الاجنبي و منظمات المجتمع المدني . This research aims to treat the problematic of the national sovereignty of states. The national state has undergone several transformations, both at the level of role and function, and has been the main actor in international relations. The emergence of good governance as a new concept that has produced new acts alongside the state, has become a role of assisting the state sometimes and at other times competition and threatening the state. The present document try also to determine the perspectives of the national sovereignty within defies and dangers of the good governance . The rule of governance has raised major problems of sovereignty, leading to a shift in the concept of sovereignty itself, or perhaps to a weakening ,The degree of death of sovereignty and talk of the post-state through the emergence of the foreign private sector and civil society organizations.
