Abstract

"باتساع نطاق العمل الحكومي ليشمل كل القطاعات والميادين الحياتية، كان ل ا زما على الحكومات تفعيل النظام الإداري المحلي، تخفيفا على الإدارة المركزية، فشهدت بدايات القرن العشرين تطبيق نماذج ونظم مستقبلية لتحديث وتطوير الإدارة المحلية، وذلك بالتأسيس لعدة آليات لعصرنتها، بداية بتفعيل مشاركة المواطنين وتعزيز الشفافية والرقابة الشعبية في التسيير المحلي، إضافة إلى إش ا رك الم أ رة كعنصر رئيس في عملية التنمية. كما أن مسايرة التطو ا رت الغير مسبوقة في المجال التقني ألزم إدخال التكنولوجيات الحديثة وتبني الإدارة الالكترونية بهدف الوصول للحكومة المحلية الالكترونية، كخطوة جبارة في تبسيط الإج ا رءات الإدارية وتخفيف الضغط على المواطنين والاستثمار المربح في عامل الوقت من الطرفين الفاعلين في العملية الإدارية )الإدارة والمواطن(. وفي سبيل تطبيق الحكم ال ا رشد حرصت الحكومات على تطبيق رقابة إدارية ومالية تسمح بتحقيق الأهداف المسطرة من جهة، ومسايرة القوانين السارية من جهة أخرى، زيادة على التأكيد على أهمية المتابعة والتقييم لأداء المؤسسات والإدا ا رت المحلية." The early twentieth century witnessed the application of future models and systems to modernize and develop local administration by establishing several mechanisms to modernize it, beginning with activating citizen participation, enhancing transparency and popular oversight in local management, in addition to the participation of women as a key element in the development process. keeping pace with the unprecedented developments in the technologies and the adoption of electronic managements is necessary, with the aim of reaching the local electronic government, as a great step in simplifying administrative procedures, relieving pressure on citizens, and making a profitable investment in the time factor of the two actors in the administrative process (administration and citizen). in order to implement good governance, governments have been keen to apply administrative and financial control that allows the achievement of specified goals on the one hand and in keeping with the laws in force on the other hand, in addition to proper planning for the performance of local administrations and institutions ."
