دور الجمعيات الخيرية فـي تجسيد السياسات الاجتماعية في الجزائر بعد سنة 2012:

Abstract

الملخص: تناولت الدراسة الدور الوظيفي الذي تلعبه الجمعيات الخيرية في إطار تجسيد السياسات الاجتماعية في الجزائر، وعالجت مدى تكريس مبادئ الحكم الراشد عن طريق إشراك مختلف الفواعل المجتمعية الرسمية وغير الرسمية في تحمل المسؤولية الاجتماعية، من خلال إحداث التوازن بين المتطلبات الاجتماعية والإمكانيات الاقتصادية والأوضاع السياسية، وقد توصلت الدراسة إلى أن الجمعيات الخيرية تمكنت من كسب دعم مجتمعي وهو ما يعكس الوعي المدني والسلوك الحضاري القائم على تبادل الثقة وتقاسم الأدوار الوظيفية بين المؤسسات الحكومية وغير الحكومية، لذا فإن الدولة وتنظيمات المجتمع المدني باختلاف أنواعها وتصنيفاتها وعلى رأسها الجمعيات الخيرية تساهم في تجسيد السياسات الاجتماعية، حيث لا يمكن للمجتمع المدني أن يؤدي رسالته ويقوم بدوره دون دعم من الدولة، التي تعمل من خلال مؤسساتها على إرساء مبادئ الحكم الراشد وفرض سيادة القانون وتطبيق المساءلة والشفافية والتشاركية، كما أنه لا يمكن للدولة أن تُغطي جميع الاحتياجات والمطالب المجتمعية دون مساعدة التنظيمات المدنية التي تقوم بأدوار تكميلية تُكمِّل من خلالها مواطن القصور في السياسات الحكومية، وتعمل على ترقية الأوضاع المعيشية وتقديم خدمات اجتماعية وإحداث تغييرات إيجابية تهدف لتحقيق الأمن الاجتماعي والرفاه الاقتصادي والاستقرار السياسي. Résumé : انجليزية The study addressed the functional role played by charitable organizations in the context of embodying social policy in Algeria. It examines the extent to which the principles of good governance are upheld through the involvement of various formal and informal societal actors in assuming social responsibility. This is achieved by balancing social requirements with economic capabilities and political conditions. The study concluded that charitable organizations have succeeded in gaining societal support, reflecting civic awareness and a civilized behavior based on mutual trust and the sharing of functional roles between governmental and non-governmental institutions. Hence, the state and civil society organizations of various types and classifications, particularly charitable organizations, contribute to the embodiment of social policy. Civil society cannot fulfill its mission and role without support from the state, which, through its institutions, works to establish the principles of good governance, enforce the rule of law, and implement accountability, transparency, and participatory approaches. Similarly, the state cannot address all societal needs and demands without the assistance of civil organizations, which play complementary roles to bridge gaps in government policies. These organizations work to improve living conditions, provide social services, and bring about positive changes aimed at achieving social security, economic prosperity, and political stability.
