المقاربة النقدية لمعالجة اختلال ميزان المدفوعات وإمكانية تطبيقها في البلدان النامية

Abstract

تهدف هذه الدراسة الى تحليل أثر الحوادث النقدية على إختلال ميزان المدفوعات الدولي وتقلبات أسعار الصرف بين العملات الأجنبية على إختلاف نظمها من الناحية النظرية البحثة, والتي ينظر إليها على أنها مصدر للأزمات النقدية والاقتصادية لاحقا ما لم تضبط داخل الدولة و خارجها . لهذه الأسباب و بعد فشل منهجي أو مقاربتي الدخل و المرونات في تحقيق التوازن في ميزان المدفوعات أصبحت المقاربة أو المنهج النقدي وسيلة بديلة لدراسة القوى التي تحدث عجزا او فائضا به, الذي ينتج أساسا عن عدم التوازن بين عرض وطلب النقود به و الذي يعكس إختلالا قائما في السوق النقدي وطني, و النتيجة الحتمية له هي تضخم محلي ليتطور و يصبح تضخما عالميا لاحقا، و على هذا يعد ميزان المدفوعات ظاهرة نقدية بحثة. توصلنا من خلال هذه الدراسة إلى أنّ الاختلال في ميزان المدفوعات هو اختلال في الرصيد وليس اختلالا في التدفق. The aim of this study ist o demonstrate the impact of monetary accidents on the international balance of payments and exchange rates between the two countries from the theoretical point of view, which causes a deficit or surplus. This is on one hand, and the same hadith applies to exchange rates in diffrent systems, whosefluctuations are seen as a source of economics and monetary crises unless they arecontrolled inside and outside the country on the other hand.For these reasons, the monetary approche theinternational balance of payments, along with the approche of income and the flexibility, is considered an alternative methode for studying the forces that create a deficit or surplus in it, wich mainly results from the imbalance between money supply and demand for it within any economy which will later cause huge local to develop into a global development. Through this study, we concluded that the imbalance in the balance of payments is a balance imbalance and not a flow imbalance.
