دور الحوكمة في تعزيز وتطوير الإدارة المحلية في الجزائر

Abstract

في ختام هذه الدراسة نخلص إلى أن الحوكمة المحلية من المفاهيم الحديثة التي حظيت باهتمام رجال الفكر والسياسة، ولها أهمية بالغة في القطاع العمومي، حيث تعد الحوكمة المحلية مقاربة رسمية لتحديث وإصلاح الإدارة المحلية التي تحتل مكانة متميزة في اهتمام الدول قصد تحقيق تلبية حاجيات المواطنين في مجال التنمية المحلية، ولتجسيد هذه الحوكمة يجب على الدول تبني نظام سياسي يدعم ديمقراطية المؤسسات العامة ويمنح السلطات المحلية الصلاحيات الكاملة والاستقلالية الحقيقية، وهو ما سعت إليه الجزائر من خلال محاولتها تعزيز وبناء القدرات المحلية وتشجيع الشراكة المحلية مع المجتمع المدني والقطاع الخاص، وذلك من خلال الإصلاحات التشريعية والقانونية وإصلاح الإدارة المحلية بمنحها الاستقلالية الإدارية والمالية.In conclusion of this study, we conclude that local governance is one of the modern concepts that have received the attention of intellectuals and politicians, and it has great importance in the public sector, where local governance is an official approach to modernize and reform the local administration, which occupies a distinguished position in the interest of countries in order to achieve the satisfaction of citizens' needs in the field Local development, and to embody this governance, states must adopt a political system that supports the democracy of public institutions and grants local authorities full powers and real independence, which is what Algeria sought through its attempt to strengthen and build local capacities and encourage local partnership with civil society and the private sector, through legislative reforms. And legal and reform of the local administration by granting it administrative and financial independence.
