| dc.description.abstract | تلعب رخصة البناء دورا بالغ الاهمية في تجسيد الرقابة السابقة على اعمال البناء، فمن خلالها يتم ضمان الموازنة بين حق الافراد في البناء باعتباره مصلحة مشروعة وحق المجتمع في ان يعمل قدرا من الرقابة على اعمال البناء، على نحو يضمن التحكم في حركة البناء وتشييد المدن وحماية البيئة بكل ابعادها. فمن خلال رخصة البناء يتم ضمان احترام النصوص القانونية والتنظيمية التي من شانها ان تحدد القواعد العامة الرامية الى تنظيم انتاج الاراضي القابلة للتعمير وتكوين وتحويل المباني في اطار التسيير الاقتصادي للأراضي، والموازنة بين وظيفة السكن والفلاحة والصناعة وايضا وقاية المحيط والاوساط الطبيعية والمناظر والتراث الثقافي والتاريخي على اساس احترام مبادئ واهداف السياسة الوطنية للتهيئة العمرانية | en_US |
