Abstract

يهدف المقال إلى توضيح مدى تأثير تكنولوجيا المعلومات والاتصال الحديثة على الدولة القومية انطلاقا من ثلاث خيارات : خيار تأكيد نزعة تحول القوة بعد بروز المعلومة كمصدر جديد للقوة المعرفية ، وخيارمسايرة منطق التشبيك في ظل الاتجاه نحو الشراكة بين الدولة والتقنية ، بالإضافة إلى خيار البحث عن توازنات التأثير الجديدة في إطار مسعى الحفاظ على قدسية الدولة. وقد تم إبراز أهمية العلاقة الموجودة بين الدولة والتقانة في ظل تركيز النقاش في القرن الواحد والعشرين على ضرورة تحقيق التكامل المعرفي بين العلم والإنسان لخلق توازن جديد مع الكوكب وضمان استيعاب تحولات مابعد الحداثة (مابعد النموذج الفيبري ) ، بعد تراجع دور الدولة وتزايد الاهتمام بمركزية الإنسان في تحقيق التنمية، خاصة مع انتشار مظاهر الفساد وتقويض الديمقراطية ، وارتباط مستقبل العلاقة بين الدولة والتقانة بمجموعة من الإشكالات. The article aims at clarifying the impact of modern information and communication technology on the nation state, based on three options: the shift of power after the emergence of information as a new source of knowledge power, the logic of networking in the direction of partnership between state and technology, and the search for new balance of influence Preserving the sanctity of the state. The importance of the relationship between the state and technology has been highlighted of the focus of the 21st century debate on the necessity to achieve cognitive integration between science, man and art to create a new balance between man and planet and to ensure the assimilation of postmodern transformations Especially with the spread of corruption and the undermining of democracy, and The future relationship between state and technology is linked to a range of problems.
