العالقات املدنية-العسكرية يف مصر بني حتدي إنهاء الوصاية العسكرية وإعادة إنتاج احلكم العسكري

Abstract

تركز الدراسة على املسائل املتعلقة بالدور السياس ي للمؤسسة العسكرية وطبيعة عالقاتها باملؤسسة املدنية في أعقاب عملية التحول الديمقراطي التي شهدتها املنطقة العربية، وخاصة بعد الحراك السياس ي العربي الذي أحدث نقلة نوعية ومتميزة في بنية األنظمة السياسية العربية التي تبنت املشروع الديمقراطي الذي يسعى إلى ترسيخ الديمقراطية من خالل سيطرة املؤسسة املدنية على الجيش ضمن بنية دستورية وقانونية ديمقراطية، باملقابل واجهت بعض تجارب ذلك التحول على غرار التجربة املصرية تحديات شائكة وصعبة في العالقة بين املؤسستين املدنية والعسكرية مما أثر على بنية استقرار النظام السياس ي املصري داخليا وخارجيا.The present study focuses on issues concerning the political role of the military institution and the nature of its relationship with the civil institution in the wake of the democratization shift in the Arab region, especially after the Arab political movement that brought about a qualitative leap in the structure of the Arab political systems which adopted the democratic project that aims to consolidate democracy through the control of the civil institution on the army within constitutional, legal and democratic structure. In return, some experiences of this transition, like the Egyptian one, faced difficult challenges in the relationship between the two institutions. consequently, it affected the stability of the Egyptian political system internally and externally.
