Abstract

The advisory function is considered as a main tool in decision-making and public policy-making, as the production of strategic projects is done through the contribution of advisory bodies in providing visions, alternatives and options in a way that supports the governance of decisions and political, economic and social trends. The advisory function works to consolidate the principle of the participation of experts and specialists in the governance of public policy and decision-making, as well as the enrichment and development of legal rules. It is also considered a necessary and necessary measure for the success and effectiveness of administrative activity. However, the advisory function of the National Economic and Social Council in Algeria is a limited one, which is limited to taking opinion on issues and matters of economic and social dimensions. In the economic and social field.تعد الوظيفة الاستشارية كأداة رئيسية في صناعة القرار ورسم السياسة العامة، إذ أن إنتاج المشاريع الاستراتيجية يتم من خلال مساهمة الهيئات الاستشارية في تقديم الرؤى والبدائل والخيارات بما يدعم حوكمة القرارات والتوجهات السياسية والاقتصادية والاجتماعية. تعمل الوظيفة الاستشارية على ترسيخ مبدأ مشاركة الخبراء والمختصين في حوكمة السياسة العامة وصنع القرار وكذا إثراء وتطوير القواعد القانونية، كما تعتبر إجراءات ضروريا لابد منه لنجاح وفعالية النشاط الاداري. إلا أن الوظيفة الاستشارية للمجلس الوطني الاقتصادي والاجتماعي بالجزائر هي وظيفة محدودة، تقتصر على أخذ الرأي في المسائل والأمور ذات الابعاد الاقتصادية والاجتماعية، كما يمكنه المبادرة من تلقاء نفسه بتقديم النصح والإرشاد للحكومة الموضوع تحت تصرفها، ومن خلال توصياته تتم المشاركة الفعلية في رسم السياسة العامة للدولة في المجال الاقتصادي والاجتماعي
