| dc.description.abstract | يعتبر الضبط الإداري من أهم وسائل الإدارة في القيام بنشاطها كما أنه يرتبط إرتباطا وثيقا بحماية وتحسين البيئة ومكافحة التلوث وهو مايعرف بالضبط الإداري البيئي، والذي يهدف إلى المحافظة على النظام العام بعناصره الثلاثة الأمن العام و الصحة العامة وأيضا السكينة العامة التي لعبت دو ا ر أساسيا في التعريف بالضبط الإداري ، إذ تعد من مقاصد الضبط الإداري البيئي وهي تعني المحافظة على هدوء وسكون الطرق والأماكن العامة لوقاية المجتمع من الإزعاج والصخب والضوضاء ، لذا لابد من تدخل الهيئات الإدارية التي تملك سلطات الضبط الإداري البيئي بمنع أي نشاط من شأنه إلحاق الأذى بالسكينة العامة للمجتمع. | en_US |
