Abstract

"تعد البنوك التجارية من بين الأجهزة التمويلية للتجارة الخارجية والتي تسهر على تسوية عمليات الاستيراد والتصدير للسلع والخدمات حيث ان نشاطها لا يقتصر على الداخل فقط بل يتسع الى ميدان الوساطة في التجارة الدولية وفي تقديم الائتمان اللازم سواء للمصدر او المستورد. ونظرا لأهمية تمويل البنوك الى التجارة الخارجية في رفع مستوى الاقتصاد الوطني عامة والقطاع المصرفي خاصة ارتأينا في هذه الدراسة ابراز هذه الاهمية. وقد تم اختيار التساؤل الاتي كإشكالية لموضوعنا: - ما هو دور البنوك التجارية في تسوية عمليات التصدير؟ ومن اجل دراسة هذه الإشكالية المطروحة، حيث عالجت الدراسة الجانب النظري الذي تطرقنا فيه إلى عموميات حول البنوك التجارية، والتصدير بالنسبة للفصل الأول، وأساليب وطرق التحويل البنكي للتجارة الخارجية، بالنسبة للفصل الثاني. أما بالنسبة للجانب التطبيقي فقمنا بدراسة ميدانية لدى وكالة BADR 388 بالوادي، ومن خلاله دراسة ملف الاعتماد المستندي على مستوى هذا البنك. وبعد استخدام مجموعة من أدوات البحث العلمي، اعتمدت الدراسة، على المنهج الوضعي الذي يتناسب مع هذه الدراسة، وكذلك لجأنا إلى المنهج التحليلي خلال تطرقنا للآليات الدفع في دراسة الحالة، والتي من خلالها أفضت الدراسة إلى مجموعة من النتائج والتي كانت كالتالي: - تمول البنوك التجارية الخارجية عن طريق مجموعة من التقنيات الطويلة ومتوسطة وقصيرة الأجل. - تقنيات تمويل التجارة الخارجية قصيرة الأجل الأكثر استعمالا في الجزائر. - تعتبر استراتيجية التصدير من الاستراتيجيات التي نحقق للمؤسسة مكسبا وارباح طائلة. - يعتبر الاعتماد المستندي تقنية دفع وتحويل في التجارة الخارجية، الوسيلة الأكثر ضمانا والتي تؤمن السير الحسن لعمليات التصدير والاستيراد.
