Investigating the Efficiency of the US Containment Policy during the Cold War: Vietnam as a Case Study

Abstract

The United States and the Soviet Union adopted different policies during the Cold War to succeed in dominating the world. However, some of these policies were not effective in achieving their goals. For this, this study aims at defining the containment policy from the U.S. perspective, examining the efficiency of the U.S. foreign policy in Vietnam, and simu lating the effect of the old U.S. foreign policy with the modern one in the case of Afghanistan to draw similarities. The present dissertation is a qualitative research based on a descriptive analytical method and historical method to properly answer the research questions. The study reveals the failure of the U.S. policy in its containment to communism during the Cold War in Vietnam that confirms the hypothesized inefficiency of this policy. It relates this result to several reasons, including the ineffectiveness of the U.S. military and political strategies. The study also reveals that the similarity of the U.S. foreign policy between Vietnam and Afghanistan lies in the U.S. military, political, and ideological strategies applied in the two countries. Hence, the juxtaposition of Vietnam’s War policy with the case of Afghanistan confirms the hypothesized similarity. تبنت الولايات المتحدة الأمريكية والاتحاد السوفييتي سياسات مختلفة خلال الحرب الباردة من أجل النجاح في السيطرة على العالم، لكن لم تكن هذه السياسات فعالة في تحقيق أهدافها. ولهذا، تهدف هذه الدارسة إلى تعريف سياسة الاحتواء من منظور الولايات المتحدة، وكذا بحث مدى نجاعة السياسة الخارجية للولايات المتحدة في فيتنام، بالإضافة إلى محاكاة أثر السياسة الخارجية الأمريكية المنتهجة قديما مع السياسة الخارجية المطبقة حاليا في أفغانستان من خلال تحديد أوجه التشابه بينهما. ال هذه المذكرة بحثا نوعيا يقوم على المنهجين الوصفي تحليلي بالإضافة إلى المنهج ّوتعد التاريخي للإجابة على أسئلة البح ث. كما تكشف الدارسة فشل السياسة الأمريكية في احتوائها للشيوعية في فيتنام خلال الحرب الباردة مما يؤكد الفرضية المقترحة و يرجع هذا الفشل لعدة أسباب، بما في ذلك عدم فعالية السياسات العسكرية والسياسية للولايات المتحدة. بالإضافة إلى ذلك، وجدت هذه الدارسة أن التقارب في السياسة الأمريكية الخارجية المنتهجة في كل من فيتنام وأفغانستان يكمن في كل من الإستارتجيات الحربية، السياسية و الأيدولوجية المنتهجة في كل منهما. وعليه أكدت مقارنة كل من سياسات حرب الفيتنام و أفغانستان الفرضية المقترحة .
