تسيير النفايات الحضرية ودورها في حماية البيئة _ دراسة حالة مديرية البيئة لولاية الوادي

Abstract

"حاولت المذكرة تقدير مدى مساهمة الجماعات المحلية في تسيير النفايات الحضرية في حماية البيئة، حيث أن تطور السلوك الاستهلاكي وتحسين المستوى المعيشي، أدى إلى تفاقم مشكل زيادة حجم النفايات في الوسط الحضري، وهذا ما استدعى التدخل بشكل سريع لمعالجة هذه الظاهرة والحفاظ على البيئة. تناولت الدراسة حالة مديرية البيئة لولاية الوادي، على مستوى 22 بلدية، وقد اعتمدت على المنهج الوصفي التحليلي في الفصل الأول، وفي الفصل الثاني الدراسة التطبيقية، والتي تمت على مستوى ولاية الوادي، من خلال جمع البيانات وتحليلها باستعمال الأدوات المختلفة، والمقابلة والملاحظة. وخلصت الدراسة بالتعرف على أهم مصادر النفايات، وإبراز جهود وسعي ولاية الوادي لإنجاح مهمة تسيير النفايات عن طريق عمليات الجمع ونقل وفرز هذه الأخيرة، بالإضافة إلى تسليط الضوء على عملية معالجة النفايات، قصد القضاء على مشكل انتشار النفايات، وذلك من خلال التطبيق الأحسن لكل العمليات في مجال تسيير النفايات والتعاون بين الجهات الوصية. الترميز الاقتصادي ((JEL: D11-O18-Q52-R10 " "Abstract: The thesis attempted to estimate the extent to which local communities contribute to the management of urban waste for the purpose of protecting the environment. The development of consumer behavior and improvements of the standard of living lead to an exacerbation of the problem of increasing waste volume in urban areas, which called for an urgent intervention to address this issue and preserve the environment. The case study was conducted on the Environment Directorate of the Wilaya of El-Oued, spanning 22 municipalities, and it relied on the descriptive analytical approach discussed in the first chapter. The second chapter dealt with the applied study which was carried out at the Wilaya of El-Oued through data collection and analysis using various tools, interviews and observations. The study concluded by identifying the most important sources of waste and highlighting the efforts of the state of El-Oued in successfully managing waste through collection, transportation and storage, in addition to shedding light on the process of waste treatment, in order to eliminate the problem of spreading of waste, through the application of standard operating procedures in the field of waste management and cooperation between concerned authorities.
