دور منظمة الأمم المتحدة في تعزيز قوة الدول الصغيرة

Abstract

بخلاف الخصائص الهامشية للبلد الصغير، ووضعه التبعي من المنظور التقليدي لسياسة القوة، توفر الأمم المتحدة، باعتبارها آلية التعاون الحكومي الدولي متعددة الأطراف الأكثر موثوقية وعالمية وتمثيلية، أرضية دولية فريدة للبلدان الصغيرة للحصول على قوتها المؤسساتية. بفضل قاعدة القوة التي تمنحها حقوق التصويت وامتيازات العضوية والمقاعد القايدية داخل منظومة الأمم المتحدة، فضلاً عن الخيارات الاستراتيجية، مثل تحديد واختيار جداول الأعمال والقضايا، وبلورة الآليات الدولية واستراتيجيات الربط، ولا تزال البلدان الصغيرة لا تملك طاقة مادية كافية. من الممكن التفاوض مع القوى الكبرى في منظومة الأمم المتحدة وإجبار القوى الكبرى على تغيير سلوكها من خلال الترابط غير المتماثل بين الطرفين. Beyond the marginal characteristics of a small country, and its dependency position from the traditional perspective of power politics, the United Nations, as the most reliable, global and representative multilateral intergovernmental cooperation mechanism, provides a unique international platform for small countries to obtain their institutional strength. Thanks to the strength base granted by voting rights, membership privileges and leadership seats within the United Nations system, as well as strategic options, such as defining and selecting agendas and issues, and elaborating international mechanisms and linkage strategies, small countries still do not have sufficient material capacity. It is possible to negotiate with the major powers in the United Nations system and force the major powers to change their behavior through asymmetric interconnections between the two parties.
