آلية تحسين الموارد الماليّة للبلديّة من أجل النهوض بالتنميّة المحليّة

Abstract

لقد منح المشرّع الجزائري للبلدية الاستقلال الإداري، والاستقلال المالي، وأقرّ لها موارد مالية من أجل القيام بكل المهام الموكلة لها، وعلى رأسها النهوض بالتنمية المحلية، غير أنّ مستوى المحلية في الجزائر شهد تدهورا كبيرا على مستوى أغلب البلديات، ويرجع ذلك إلى السّبب الرئيسي وهو عدم كفاية الموارد المالية للبلديات، لذلك استحدثت السّلطات العموميّة مجموعة من الآليات الإصلاحيّة من أجل تدارك ذلك، غير أنّ هاته الأخيرة قد تكون غير كافية لتحقيق التنمية. Abstract: Algerian legislature had given municipal administrative autonomy, and financial independence, and approved its financial resources in order to do all the tasvse intrusted to them, chiefly the promotion of local development is that the local level of development in Algeria has been a significant deterioration, at the level of most municipalities, and due to the main reason it is adequate the financial resources for the municipalities that have been developed, therefore public authorities introduced a ramge of mechanisms of reform in order to remedy it is these circumstances that the latter may be insufficient to achieve development.
