دور النظام القانوني والمخططات الاستراتيجية في تحقيق تنميو سياحية مستدامة في الجزائر

Abstract

تعتبر السياحة الخيار الأفضل لتحقيق تنمية اقتصادية مستدامة في الجزائر و تنويع مداخيل الاقتصاد الوطني في ظل تذبذب أسعار المحروقات في الأسواق العالمية ، وما خلفته من توترات في الجبهة الداخلية لذلك سعت الحكومات المتعاقبة إلى تنظيم هذا القطاع تدريجيا ، وتنميته بطريقة مستدامة من خلال سن العديد من التشريعات الوطنية ، وعلى رأسها القانون 03- 01، فضلا عن وضع مجموعة من المخططات والاستراتيجيات السياحية يصل مداها إلى غاية سنة 2030 لتحقيق هذه الأهداف التنموية ، نظرا لأهمية هذا القطاع باعتباره أحد المحركات القوية لاقتصاد العديد من دول العالم، من خلال إسهامه البارز في ناتجها المحلي، وإيراداتها من العملة الصعبة فضلا عن دوره الكبير في تحقيق الاستقرار الاقتصادي و الأمن الاجتماعي. Tourism is the best alternative for achieving sustainable economic development in Algeria to diversify the national economy income within the instability of the prices of hydrocarbon in the world market and for the tensions it led to in the internal front. That is why; successive governments have gradually sought to regulate this sector and developed it in a sustainable way through the enactment of many national legislations; particularly law 03-01,as well as the provision of a series of schemes and legislations about tourist; that goes up 2030 to achieve these developmental objectives owing to the importance of this sector as one of the strong drivers of the economy of many countries, through its outstanding contribution to its local product , revenue of hard currency and its great role in the achievement of the economic stabilization and social security.
