Abstract

الصندوق الوطني للسكن مؤسسة عمومية ذات طابع صناعي وتجاري، تحت وصاية الوزير المكلف بالسكن، أنشئ سنة 1991م بعد هيكلة الصندوق الوطني للتوفير والاحتياط (CNEP) ، ضمن الإصلاحات الإقتصادية آنذاك ، ويعتبر الأداة المميزة في تحديد وتنفيذ سياسة تمويل السكن بالجزائر، ويتكوّن هيكله التنظيمي من إدارتين: مركزية و لامركزية، تتمثل الإدارة المركزية في مجلس الإدارة و من مديرية عامة، تضمّ ثمانية مديريات مركزية ومدير عام، أمّا الإدارة اللامركزية فتنقسم إلى ثلاثة عشرة مديرية جهوية و ثمانية وأربعين وكالة ولائية، ولقد حدّد المشرع الجزائري نطاق تدخّله في حدود موارده المالية من خلال ثلاثة قواعد هي: المساعدات المالية، تخفيض نسبة الفائدة وتمديد مدّة تسديد القرض، إلا أن تقديم الإعانات المالية في مختلف الصيغ يعتبر أهمّ تدخّل مالي للصندوق، تطبيقا لمبدأ السياسة الإجتماعية التي تبنتها الدولة منذ عقود، ويكون في باب نفقات حساب التخصيص الخاص رقم 050-302.The National Housing Fund is a public institution with an industrial and commercial nature under the supervision of the minister in charge of housing. It was created in 1991 after restructuring of the National Savings and Provident Fund Bank (in French CNEP) in the economic reforms of that time. It is considered a distinctive tool in determining and performing home finance policy in Algeria. Its organizational structure includes two administrations: centralized and decentralized; centralized administration is represented by the administration council and general directory that includes eight centralized directories and general director, while decentralized administration is divided into thirteen regional directories and forty-eight wilayas' agencies. The Algerian legislator determines the scope of its intervention within the borders of its financial resources through three rules which are: financial aids, reducing profit percentage and extending the period of paying the loan. However, giving financial aids in different forms is considered the most important financial intervention of the fund applying the principle of social policy which has been adopted by the country since decades in the section of expenses of customization account number 302-050.
