مساهمة الإدارة الإلكترونية في تحسين الخدمة العمومية

Abstract

ملخص الدراسة بالغة العربية : تعرضنا في هذه الدراسة الى موضوع مساهمة الادارة الالكترونية في تحسين الخدمة العمومية بمركز بريد الجزائر – دائرة قمار ، حيث هدفت هذه الدراسة الى ابراز دور الادارة الالكترونية في تحسين الخدمة العمومية . كما استلزمت منا هذه الدراسة صياغة فرضية اساسية وثلاث فرضيات جزئية . وتتمثل الفرضية الرئيسية في : تساهم الادارة الالكترونية في تحسين الخدمة العمومية في مركز بريد الجزائر دائرة قمار اما بالنسبة للفرضيات الجزئية فهي كالتالي: - تقنيات البريد تساهم في مرونة الخدمة العمومية . - برامج البريد تساهم في فعالية الخدمة العمومية . - شبكات الاتصال بمركز البريد تساهم في سرعة انجاز الخدمة العمومية . ولتحقيق الهدف من الدراسة تم الاعتماد على استبيان حيث وزع على عينة مسحية مكونة من 30 عامل، كما تم الاعتماد على المنهج الوصفي والذي حدد مسار هذه الدراسة وخطوات جمع وتحليل البيانات الميدانية وربطها بالجانب النظري . ومن خلال تفسير وتحليل البيانات تم التوصل الى النتائج التالية : ان لتقنيات الادارة الالكترونية دور في تحسين مرونة الخدمة العمومية , وكذلك لبرامج البريد دور في زيادة فعالية الخدمة العمومية , كما ان لشبكات الاتصال دور اجابي في سرعة انجاز الخدمة العمومية داخل مؤسسة البريد , من خلال هذه النتائج توصلنا الى نتيجة عامة وتحققت الفرضية العامة التي مفادها ان الادارة الالكترونية تساهم في تحسين الخدمة العمومية داخل مركز البريد الجزائر – دائرة قمار .

Study summary In this study, we have dealt with the topic of the electronic administration's contribution to improving public service at the Algeria Post Center - aguemmar district - as this study aimed to highlight the role of electronic administration in improving public service. This study also required us to formulate a basic hypothesis and three partial hypotheses. The main premise is: The electronic administration contributes to the improvement of public service in the Algeria Post Center, a gambling district As for partial hypotheses, they are as follows: - Postal technologies contribute to the flexibility of public service. - Postal programs contribute to the effectiveness of public service. - Communication networks at the Post Center contribute to the speedy completion of public service. In order to achieve the objective of the study, a questionnaire was relied upon, which was distributed to a survey sample consisting of 30 workers, and the descriptive approach was relied upon, which determined the course of this study and the steps for collecting and analyzing field data and linking it to the theoretical side. By interpreting and analyzing the data, the following results were reached: Electronic management techniques have a role in improving the flexibility of public service, as well as postal programs have a role in increasing the effectiveness of public service, and communication networks have a positive role in speeding up the completion of public service within the postal institution. Through these results, we reached a general conclusion and the general hypothesis that states that Electronic administration contributes to the improvement of public service within the Algeria Post Center - Gambling Department.
