Abstract

The national independent committee is considered as a model for the organization of elections after Algeria tried three other forms ie governemental electoral administration, the independent national electoral authority and mixed electoral administration. the independent national electoral authority for the organization of elections was created in accordance with the law 07-19. In this study, we tried to focus on the legal organization of the committee. In the introduction, we presented the research question in the study and the importance of the sudy. In the first chapter, we presented the legal organization of the committee, its definition and its administrative organization. In the second chapter, we presented the role of the committee in the supervision and organization of elections. The main results of the study are included in the conclusion in which focused mainly on the effecient and effective role played by this independent body. The study insisted on encouraging the work of this body as it represents a model of organizing the elections within a framework of integrity and transparency which are facets of a democratic system. Cette étude vise à mettre en évidence et à définir les dispositions légales relatives à l'appareil qui est responsable de la gestion ou du déroulement de l'ensemble du processus électoral à travers une organisation soignée qui conduit à son intégrité. L'Autorité électorale nationale indépendante est considérée comme un modèle efficace de gestion électorale après que l'Algérie a essayé les trois formes d'administration électorale gouvernementale, l'administration électorale indépendante et l'administration électorale mixte, et l'autorité électorale nationale a été créée en vertu de la loi organique 19-07. Nous avons donc mis en lumière le système juridique de l'autorité indépendante en termes de concept et d'organisation administrative pour elle et un deuxième chapitre dans lequel nous avons clarifié le rôle de l'autorité indépendante dans la supervision du processus électoral et l'étude s'est terminée par une conclusion qui était le plus important de nos résultats et qui dans son ensemble a évalué le rôle effectif Ce que fait l'autorité indépendante pour consacrer l'intégrité et la transparence au processus électoral, ainsi que pour incarner les principes d'un système démocratique .
