آليات ضمان الجودة بقطاع التعليم العالي والبحث العلمي في الجزائر

Abstract

لقد عرفت آليات ضمان الجودة بقطاع التعليم العالي والبحث العلمي في الجزائر، مرحلتين متتاليتين: تميزت المرحلة الأولى الممتدة في تاريخها من 23 فيفري 2008 إلى 29 ديسمبر 2014 بإنشاء آليات لتقييم البحث العلمي، وإلغاء للجنة الوطنية لتنفيذ نظام ضمان الجودة في مجال التعليم العالي والبحث العلمي؛ وهذا كله من أجل تدارك الاختلالات، و تحديد سياسة وطنية و نموذج لضمان الجودة وتحضير شروط انشاء آلية مكلفة بوضع هذه السياسة، أما المرحلة الثانية اللاحقة لتاريخ 29 ديسمبر 2014 فقد تطورت فيها آليات ضمان الجودة من حيث تشكيلتها وسيرها و مهامها، ولذلك أصبحت تختص بمتابعة و تنفيذ وتعزيز ضمان الجودة في التعليم العالي؛ و ذلك بالتنسيق مع الهيئات و المؤسسات المعنية. The mechanisms of quality assurance in the higher education and scientific research sector in Algeria underwent two phases of reform: the first stage was launched on February 23rd 2008 until December 29th 2014 with the establishment of mechanisms for the evaluation of scientific research and the abolition of the National Committee for the Implementation of the Quality Assurance System in Higher Education and Scientific Research. This procedure has intended to remedy the weaknesses spotted in the previous system. It also aimed at redefining a national policy model for quality assurance and preparing the optimum conditions for the establishment of a mechanism to develop this policy. The second phase of follow-up reforms has targeted the amelioration of quality assurance mechanisms in terms of their composition and functioning. Thus, these organisms have become competent to implement and strengthen quality assurance in higher education, in collaboration with the concerned educational bodies and research institutions
