Abstract

"من خلال بحثنا الذي تطرقنا فيه إلى القواعد العامة التي إعتمدها المشرع الجزائري في سن قواعد عامة تهدف إلى تنظيم العمران والقيام بعملية البناء في إطار التسيير العقلاني للأراضي مستهدفا تحقيق الموازنة بين وظيفة السكن من خلال عملية البناء والفلاحة والصناعة في ظل قوانين التهيئة و التعمير. كما يعتبر بحثنا هذا توجيه للفلاحين و للطلبة لتسهيل و فهم وإستيعاب عملية البناء على الأراضي الفلاحية و كذلك التجزئة التي ترافق هاته الأخيرة . ""Through our research, we discussed the general rules adopted by the Algerian legislator in enacting general rules aimed at organizing the construction and building process within the framework of the rational management of the land with the aim of achieving a balance between the function of housing through the process of construction, agriculture and industry under the laws of development and reconstruction. This research is also a guide for peasants and students to facilitate, understand and accommodate the process of construction on agricultural lands as well as the fragmentation that accompanies the latter. "
