إعادة نظر في اللامركزية الإقليمية وَ المُستَحسَنة: دراسة تحليلية ‏للوعود وَ الإخفاقات

Abstract

تعالج هذه الدراسة اللامركزية الإقليمية بمقاربات علم السياسة، إذ أنها الصيغة المقبولة ‏والعقلانية لتجسيد فكرة اللامركزية، واعادة النظر في اللامركزية الإقليمية يحيل إلى أنها ‏ليست شكلا مغايرا للامركزية العامة بقدر ما هي درجة من درجاتها، و أنَّ استحسانها ‏مجتمعيا وسلطويا ومهما كانت درجة ديمقراطية المُنتظمات السياسية، يأتي من كونها ‏لامركزية مخطط لها بواسطة القانون ومتحكم في مُدخلاتها ومخرجاتها، كما تضمن تمثيلية ‏للمواطنين وقدرا من المشاركة السياسية، وأنَّ إعادة النظر في وعودها يحيل إلى أنَّ ‏تحقيقها يتطلب توافر شروط يجنبها حالات الإخفاق. ‏ This research examines regional decentralization via the analytical ‎framework of political science‏,‏‎ as it is the acceptable and rational method ‎for establishing the concept of decentralization. A study of regional ‎decentralization reveals that it is not so much a different form of general ‎decentralisation as it is one of its degrees. Whatever the degree of ‎democracy of political organisations, the approval of regional ‎decentralization by society and authority stems from the fact that it is a ‎decentralised one that is planned by law and controls its inputs and ‎outputs. It also ensures citizen representation and a certain level of ‎political participation. Reconsidering its promises indicates that achieving ‎them requires the availability of conditions that avoid failures‎
