The US-UK Special Relationship and its Impact on UK Decision-Making

Abstract

This dissertation explores the influence of the US-UK Special Relationship on British foreign policy decision-making in the Middle East. Rooted in shared values and historical ties, the special relationship has long been a cornerstone of transatlantic diplomacy. However, its specific impact on British policies in the Middle East has not been extensively studied. This research aims to fill this gap by analyzing how the special relationship shapes UK policy decision-making in the region. Utilizing a qualitative methodology, including historical analysis and case studies, the study investigates the mechanisms through which the special relationship impacts British foreign policy. The findings revealed that the special relationship significantly influences UK foreign policy in the Middle East, particularly in areas that witnessed military interventions, diplomatic engagements, and regional alignments. Bilateral diplomacy, intelligence sharing, and military cooperation emerged as key factors shaping British responses to regional challenges. These findings contributed to a deeper understanding of contemporary international relations, emphasizing the complexities of the US-UK alliance and its implications for regional stability and global security. By examining the complicated interactions of this bilateral relationship, the research provides valuable insights into how the special relationship continues to shape British foreign policy in a critical region, offering a perspective on its role in addressing regional and global challenges. تستكشف هذه الدّراسة مدى تأثير العلاقة بين الولايات المتّحدة الأمريكيّة والمملكة المتّحدة في صنع القرار في السّياسة الخارجيّة البريطانيّة إزاء الشّرق الأوسط، وهي علاقة خاصّة لما يوحّد بينهما من قيم وروابط تاريخيّة، كانت منذ زمن طويل حجر الزّاوية في الدبلوماسيّة الغربية عبر الأطلسي، ولكنّ تأثيرها على تصرّفات بريطانيا في الشّرق الأوسط لم ينل حظّا وافيا من الدّراسة، ولذلك جاءت دراستنا بغرض سدّ الفجوة؛ وذلك من خلال تحليل كيفيّة تشكيل العلاقات الخاصّة لصنع القرار في السّياسة البريطانيّة في منطقة الشّرق الأوسط؛ باستخدام منهجيّة خاصّة تقوم على التّحليل التّاريخي ودراسة الحالة. تبحث هذه الدّراسة في الآليات التي تؤثّر من خلالها العلاقة الخاصّة على السّياسة الخارجيّة البريطانيّة ،إذْ إنّ النّتائج تكشف أنّ هذه العلاقة الخاصّة بين الدّولتين تؤثّر بشكل كبير في السّياسة الخارجيّة للمملكة المتّحدة في الشّرق الأوسط، لاسيّما في مجالات التّدخّلات العسكريّة، والشّراكة الدّبلوماسيّة والتّحالفات الإقليميّة، كما أنّ الدبلوماسيّة الثّنائيّة والشّراكة المعلوماتيّة الاستخباراتيّة، والتّعاون العسكريّ تمثّل عوامل رئيسيّة في تشكّل ردود الفعل البريطانيّة على التّحدّيات الإقليميّة. تسهم هذه النّتائج في الوصول إلى فهم أعمق للعلاقات الدّوليّة المعاصرة، ممّا يكشف عن مدى التّعقيد في هذا التّحالف الأمريكي البريطاني، وآثاره على استقرار المنطقة والأمن العالميّ، ولذلكّ فإنّ هذه الدّراسة تسعى ـــــ من خلال فحص التّفاعلات المعقّدة لهذه العلاقة الثّنائيّة ـــــ إلى تقديم رؤى قيّمة حول كيفيّة استمرار هذه العلاقة ونجاحها في تشكيل السّياسة الخارجيّة البريطانيّة في منطقة حيويّة جدّا، ممّا يساعد على إبراز دورها في مواجهة التّحدّيات الإقليميّة والعالميّة .
