مكانـــــة المقاطعــــات الاداريـــــــة المستحدثـــــة فــــي التنظيــم الاداري الجزائـــري

Abstract

وفقا لمعطيات سياسية ، اقتصادية واجتماعية ، وبناءا على التوصيات المنبثقة عن الجلسات الوطنية مع المجلس الوطني الاقتصادي والاجتماعي التي عقدت سنة 2011 ، والتي رفعت إلى رئيس الجمهورية ، أين تضمن جزء كبير منها ضرورة إدراج تقسيم اداري جديد يكفل "العدالة" في التنمية المحلية ، ويعمل على تقريب الإدارة من المواطن . تم استحداث بموجب المرسوم الرئاسي رقم 15/140 مقاطعات ادارية داخل بعض الولايات كانت الاولوية لولايات الجنوب نظرا لعدة اعتبارات ... أنشأت عشرة مقاطعات في داخل ثمانية ولايات من ولايات الجنوب وهي اليزي ، تمنراست ، ادرار ، غرداية ، ورقلة ، الوادي ، بسكرة بشار، كما تم بموجب المرسوم التنفيذي رقم 15/141 عملية تنظيمها و سيرها. According to the political,economic,and social data ,and based on the recommentations emanating from the national meetings with the national economic and social council held in 2011, which was submitted to president of the republic,where alarge part included the need to include a new administrative division that guarantees justice and works to bring to the administration on closer to the citizen. Under the presidential decree no 15/140 that , the administrative districts were estabblished in some states, which were the priority of the southern states due to several considerations are ten administrative districts were established within eight states of the southern states of Illizi, Tamenghasset, Adrar, Ghardaia; Ouargla, El Oued, Biskra, BÈchar, as well asuner executive decree that explains no15/141 the organisation and opration.
