Abstract

تعتبر الرقابة الدولية على الانتخابات الوطنية، أداة لتحقيق إرادة وتطلعات المجتمع لمساهمتها في انتشار الديمقراطية، وكذلك احترام حقوق الإنسان خاصة منها السياسية والمدنية فيتمثل عمل اللجان الدولية لمراقبة الانتخابات في رقابة المسار الانتخابي من بداية العملية الانتخابية إلى غاية ظهور النتائج لضمان نزاهة وشفافية العملية الانتخابية، الأمر الذي يستدعي مرافقة هذا السلوك بمجموعة من القواعد والمعايير التي وضعتها المنظمات الدولية والإقليمية من أجل دعم ثقة المقترعين أولا والمترشحين ثانيا بالإضافة إلى تعزيز المشاركة السياسية، فهي وسيلة لاطلاع العالم الخارجي بكل مجريات الانتخاب داخل الدول، لهذا وجهت لها عدة انتقادات كونها تمس بالسيادة الوطنية، إلا أنها تجاوزت ذلك من خلال محاولة تكييفها قانونيا و اعتبارها نوع من المساعدات الدولية، فهي تعتبر عنصرا هاما في إرساء قواعد الديمقراطية في جميع الدول.International monitoring of national elections is a tool to fulfill the will and aspirations of society for its contribution to the spread of democracy as well as respect for human rights, political and civil rights. It affects national sovereignty, but it exceeded that by trying to legally adapt it and consider it a kind of international aid, as it is an important element in establishing the rules of democracy in all countries.
